现代农业全产业链标准体系发展路径与对策研究

摘要
现代农业全产业链标准体系是在农业供给侧改革背景下，以市场需求为导向，集合农业全要素和全过程，形成的一种新型标准体系，是保障我国乡村振兴战略实现和农业高质量发展的重要基石。本文从现代农业全产业链发展对农业标准化的需求入手，结合我国当前形势，分析了现代农业全产业链标准体系面临的机遇与挑战，明确了现代农业全产业链标准体系的内涵和构建原则，初步构建了现代农业全产业链标准体系三层框架，最后提出了现代农业全产业链标准体系的实施路径和对策建议。研究认为，现代农业全产业链标准体系的建设重点应从开展全产业重要标准制定/ 修订、加强全产业标准化人才建设、创新全产业标准化服务模式、推进全产业标准的国际化、支持全产业团体标准建设5 个方面推进。为保障现代农业全产业链标准体系战略的顺利实施，本文从建立统筹协调的工作机制、强化农业标准化应用示范、开展农业标准化效果评价、健全农业标准化监督体系等方面提出了对策建议。
