中长期视角下粤港澳大湾区的全球创新与产业高地战略规划研究

摘要

在粤港澳大湾区建设进入新阶段的背景下,为进一步提升粤港澳大湾区科技创新与新兴产业的发展能级与全球影响力,支撑我国科技创新与新兴产业的高质量发展,本文基于湾区经济在国家经济发展中的作用分析、粤港澳大湾区科技创新与新兴产业的发展现状评估和国家定位研判,在“一国两制”的独特制度框架下提出了粤港澳大湾区科技创新与新兴产业中长期发展的战略目标与重点任务。面向 2050 年,粤港澳大湾区可分“四步走”全面加速建成开放、融合、可持续的全球创新与产业高地,以科技创新发展一体化来有序推动建设“无边界”的大湾区。研究提出了重点任务建议:强化国际科技创新中心建设、提升科技对产业发展的支撑能力、培育世界级新兴产业集群、打造海内外优秀人才的聚集地、推进金融与科技深度融合、建立多元化的科创投入协同机制、探索创新与产业要素流动机制。
