In March 2018, the Chinese Academy of Engineering launched a major consulting project titled “Promoting Energy Production and Consumption Revolution (2035)—Strategic Research on Promoting Economic and Social Development and Ecological Protection through Energy Revolution.” After over two years of study, the project proposes the guiding ideology, strategic thinking, and strategic goals for advancing the energy revolution in accordance with local conditions and expounds on the important role of the energy revolution in economic and social development as well as ecological protection toward 2035 and 2050. It also proposes seven strategic measures for promoting regional energy revolution. (1) The coordinated development of energy, the economy, and the environment should be promoted in the Beijing–Tianjin–Hebei region to achieve breakthroughs in ecological and environmental protection. (2) An energy system with integrated optimization, regional linkage, and intelligent regulation should be established, relying on the integrated development of the Yangtze River Delta, to promote regional innovative development. (3) The Pearl River Delta region can be built into a national oil and gas reserve base as well as a renewable energy base, relying on the Belt and Road construction and the Guangdong–Hong Kong–Macao Greater Bay Area development, thus making it an important part of the national energy security system. (4) Economic transformation should be promoted in old industrial bases through the diversification and low-carbonization of energies to stimulate new development momentum in these regions. (5) Considering its geographical advantages, Central China can be built into a comprehensive energy hub for the central and eastern regions, relying on the West–East Gas, West–East Electricity, and North–South Energy Transmission projects. (6) The energy-rich regions can be built into a sustainable national energy security base, relying on the new phase of western development. (7) Development and consumption of clean energies should be promoted to win the battle against poverty, enabling the rest of the Chinese regions to share the energy development achievements of Southwest China.
