Intelligent construction technology of railway engineering in China

Abstract: Intelligent construction technology has been widely used in the field of railway engineering. This work first analyzes the connotation, function, and characteristics of intelligent construction of railway engineering (ICRE) and establishes its system structure from three dimensions, namely, life cycle, layers of management, and intelligent function, to deeply understand the development situation of intelligent railway construction in China. Second, seven key technical support systems of ICRE, which include building information modeling (BIM) standard system for China’s railway sector, technology management platform and life cycle management based on BIM+GIS (geography information system), ubiquitous intelligent perception system, intelligent Internet-of-Things (IoT) communication system based on mobile interconnection, construction management platform based on cloud computing and big data, unmanned operation system based on artificial intelligence, intelligent machinery and robot, and intelligent operation and maintenance system based on BIM and PHM (prediction and health management), are established. Third, ICRE is divided into three development stages: primary (perception), intermediate (substitution), and advanced (intelligence). The evaluation index system of each stage is provided from the aspects of technology and function. Finally, this work summarizes and analyzes the application situation of ICRE in the entire railway sector of China, represented by Beijing–Zhangjiakou and Beijing–Xiong’an high-speed railways. Result shows that the technical support systems of the ICRE have emerged in China and are still in the process of deepening basic technology research and preliminary application. In the future, the ICRE of China’s railway sector will develop toward a higher stage.

Construction of Standards System for Urban and Rural Community Governance

Abstract:

Currently, urban and rural communities have become the new focus of social governance in China; however, the existing standards for urban and rural community governance cannot meet the new demand for governance modernization, and thus a new standards system is required. This study aims to research the development strategy of an urban and rural community governance standards system. In this article, we analyze the demand for standardizing urban and rural community governance in China, summarize the development status of standards systems related to urban and rural community governance in China and abroad, and explore the problems in the standardization in China. Moreover, we propose a preliminary framework and key directions for the standards system, covering general standards, community infrastructure, community information platform, community autonomy, community management, and community service. Considering the focus and weaknesses of urban and rural community governance in the new era, we propose several suggestions from five aspects: Top-level design, pilot demonstration, multi-party participation, overall urban–rural planning, and personnel training.

Study on Green Development Strategies for the Industry in China

Abstract:

Green development is a concept and development direction that must be established by China in the process of development confronting more and more stringent resource constraints, severe environmental pollution and ecosystem degradation. By analyzing the achievements of China’s industrial development in recent years and the challenges being faced to, this paper proposes some countermeasures and suggestions for the green development of the industry in China such as promoting the combination of source reduction and end-of-pipe treatment, constantly intensifying the application of information technologies in the industrial process, vigorously developing the circular economy and the strategic emerging industries, and accelerating the development of the productive service industry.
