To grasp the major contradictions of China’s regional food security in the new era is the precondition for ensuring national food security. This paper introduces the current situation and the major challenges of China's regional food security, analyzes the change trend of supply and demand and development potentials for regional food security, and presents corresponding strategic visions for future development. Furthermore, it proposed several policy suggestions for ensuring China's regional food security, including implementing the dual responsibilities of food security assurance and environment protection by governments at all levels, rationally planning major special funds for regions, fostering novel business entities, and promoting modern agriculture by improving its quality.

International Talents Cultivating System in Aerospace Engineering and its Construction Practice

In the historical context of constructing "a community with a shared future for mankind" and the Belt and Road, international cooperation in space can help enhance consensus between China and countries along the Belt and Road and achieve mutual benefit and common development. Moreover, with the continuous development of international cooperation in space, the aerospace industry in China urgently requires a talent team to satisfy its need for leapfrog development. This paper first defines and analyzes international talent cultivation in aerospace engineering. Then, using the international talent cultivation practice of the China Academy of Space Technology of the China Aerospace Science and Technology Corporation as an example, this paper elaborates the implementation of the international talents cultivating system in this academy, and presents the implementation effects of the cultivating system.

Overall Strategy for the International Application of BeiDou Navigation Satellite System

To promote the international application of the BeiDou navigation satellite system (BDS) can facilitate the BDS to serve as a global public service infrastructure and better serve the world. This study examines the international application strategies of GPS of the United States, GLONASS of Russia, and GALILEO of the European Union, and proposes several basic strategies considering the current status and trend of the international application of the BDS. Specifically, the international application of the BDS should follow a leap-forward application path and adopt five application modes: building confidence, diversified development, integration and collaboration, government-enterprise linkage, and shaping the international environment. To promote the BDS to the global market, we suggest to take the Asia-Pacific market as the primary development region, the countries and regions along the Belt and Road as the key application region, while taking into account the European and American markets as well as the potential markets in Africa and the Middle East. Moreover, the international application of the BDS can be realized gradually through three steps: reform and adaptation, market expansion, and global application.

China's mineral resource sector is large but not competitive, and it lags far behind that of countries such as the United States, Japan, Australia, and Canada. The next ten years is a key stage for China's transition from a large to a powerful country in mineral resources. Constructing a strong mineral resources sector is an important development issue currently facing China. Considering the current situation and problems of China’s mineral resources, and combining experiences from countries with competitive mineral resource sectors, this paper formulated a three-step goal proposal for China to establish a strong mineral resource sector. Furthermore, this paper proposes to boast China's mineral resource sector by enhancing the managing and planning ability of global mineral resources, greatly promoting the sustainable development ability of domestic mineral resources, and establishing a unified mineral resource management system. Additionally, proposals are offered from the aspects of scientific layout of the mineral resources industrial chain, mineral resource cooperation with countries along “the Belt and Road”, and urban mineral recycling. Finally, this paper puts forward the development direction for important mineral resources in China from the perspectives of fossil energy resources such as coal, oil and natural gas; renewable resources such as solar energy and wind energy; bulk metal minerals such as iron, copper, and aluminum; as well as rare-earth, scattered, and rare minerals.
