In recent years, national emergency platform has made rapid progress.However, there are still some problems; this article raises a series of recommendations about ways to improve the construction of the national emergency platform on the basis of the comprehensive analysis.

Abstract:

The wind power which could be developed is abundant in China. Developing the wind power efficiently will be able to ease energy supply pressure and the environmental pressure. Developing the wind power must be proceeded from China’s actual conditions. Based on technical innovation and financial innovation, Chinese wind power development type could be changed. With the state technical “973” plan support, the non-grid-connected wind power theory is used for developing wind power with Chinese characteristics.

Abstract:

Laser additive manufacturing (LAM) technology for metals is one of the key fundamental technologies for realizing intelligent manufacturing in fields such as aeronautics, astronautics, and medicine. This study summarizes the current status and trends of the LAM technology for metals in China and abroad using questionnaires, on-site surveys, and literature review. It also analyzes the gap between China’s technology development and the international advanced level and proposes a tentative strategy for the development of the LAM technology in China, hoping to provide support for the top design of national technological and industrial strategies and for the formulation of development goals for the LAM technology by 2035. Currently, the research on LAM technology focuses on active control of structure properties while comparatively ignoring control of geometric shapes in LAM. To satisfy the requirements of high-quality manufacturing, process monitoring of LAM equipment is highly valued. To improve the manufacturing capability and efficiency of high-value components, hybrid additive/subtractive manufacturing equipment has become a new research and development hotspot. The sound development of the LAM industry requires integration among the whole industrial chain including material, process, equipment, test, standards, and personnel training. China should fully explore the functions of the material genome technology for strengthening its fundamental research and improve its independent development capacity of core components and research on equipment integration. Moreover, the engineering application of the LAM technology should be conducted gradually.

Large-Scale Renewable Energy Transmission by HVDC: Challenges and Proposals Review

Abstract:

Renewable energy transmission by high-voltage direct current (HVDC) has attracted increasing attention for the development and utilization of large-scale renewable energy under the Carbon Peak and Carbon Neutrality Strategy in China. High-penetration power electronic systems have gradually formed at the sending end of HVDC transmission. The operation of such systems has undergone profound changes compared with traditional power systems dominated by synchronous generators. New stability issues, such as broadband oscillation and transient over-voltage, have emerged, causing tripping accidents in large-scale renewable energy plants. The analysis methods and design principles of traditional power systems are no longer suitable for HPPESs. In this paper, the mechanisms of broadband oscillation and transient over-voltage are revealed, and analytical methods are proposed for HPPESs, including small-signal impedance analysis and electromagnetic transient simulation. Validation of the theoretical research has been accomplished through its application in several practical projects in north, northwest, and northeast region of China. Finally, suggestions for the construction and operation of the future renewable-energy-dominated power system are put forward.

Engineering Technology Cooperation in Energy and Resource Industry along the Belt and Road

Abstract:

Recently, China has become the world’s largest consumer of primary energy and mineral resources, and its import percentage of energy and resources has increased by years. The countries along the Belt and Road are rich of diverse energy resources, which complements China well. Energy and resource cooperation is an important part of the development of the Belt and Road, and is crucial in transforming geographical proximity and resource advantages into economic growth with mutual and sustainable development. This paper reviews the basis for China’s participation in engineering technology cooperation in the energy and resource industries of the Belt and Road, analyzes the problems in the cooperation, studies the cooperation prospects, and proposes measures for strengthening energy and resource cooperation.
