The meaning to implement the Manufacturing Quality Power Strategy was systematically discussed in this research, and the present situation of manufacturing quality development in our country was analyzed. Based on the national conditions in China, the research has proposed the strategic goals, strategic tasks, countermeasures and policy recommendations by 2025 by analyzing the experiences of the major industrial countries.

Maritime Strategies of other Nations and Their Implications for China

Based on a review of existing studies on the development of maritime strategies of the US, UK and China's neighboring countries, this paper summarizes their history and features of each state's maritime strategies and attempt to infer their influence to China's strategy. The findings of this study suggests that, due to difference of historical and environmental backgrounds, each nation took different strategic paths with different features, but their core target was always in pursuit of their own national interests. The success of a maritime power, in achieving its goals, relies on the overall strategy of a nation and its comprehensive national power. Socioeconomic strength and advanced science and technology have formed solid foundations for transforming China into a great maritime power. Other countries' maritime strategies provide useful data for China's development of its own sea power.

Strategies and Policies for the Ecological and Food Security of China’s Grassland

As the largest terrestrial ecosystem in China, grassland plays a strategic role in ensuring the ecological and food security and carrying forward the grassland culture of China. This paper analyzes the current situation, development trend and major influence factors of the resources, ecological functions and productivity of the grassland in China and discusses the current and future challenges, opportunities and potential of China's grassland ecological security and productivity as well as the development of grassland husbandry. Based on the analysis, the author further makes suggestions on the strategic goals and focuses, key measures and major policies for the ecological and food security of China's grassland.

Achieve the Great Leap from a Large Manufacturing Country to a World Manufacturing Power

The joint major consulting project “Manufacturing power strategy research” by the Chinese Academy of Engineering (CAE) and the Ministry of Industry and Information Technology began in 2013. The manufacturing development problems of machinery, aerospace, aviation, railway traffic, ship, automobile, power equipment, information electronics, metallurgy, chemical, textile, home appliance, instrument, and so on a total of 13 areas were researched. The present status, opportunities and challenges on manufacturing industry in China were analyzed. The reason why manufacturing industry in China is huge but not strong was summarized. Meanwhile, the ideas and targets of manufacturing power engineering science and technology strategy were put forward. The study built up an index system for manufacturing nations and forecasted the development trend of the manufacturing industry in China. Finally, the project proposed for guiding principles and strategic countermeasures transform manufacturing. According to the research team, China should become a manufacturing power by 2025, reach a medium level among the world’s best manufacturers by 2035, and rank near the top of the league table by 2045. The project provided scientific decision-making support for “Made in China 2025”.

the seed of tree paeony native to china could be squeezed oil with high seed yield and seed oil quality , which are small shrub and very hardy and adapt to so vast different climate, soil condition areas. It is very important to develop the tree paeony oil industry for the safety of Chinese food oil production , the ecologic conservation of national land as well as the increase income of the person in the desolate countryside and promotion their life level. The paper presents the main problems existing in the new oil industry and propose some strategies in the future.

Manufacturing industry in our country is on the key stage of strategic transformation. Servitization is one of the most important development strategies of manufacturing in China, which includes developing service-oriented manufacturing and developing the manufacture-related service industry. To 2025, in order to make a manufacturing power, China should build the global service-oriented manufacturing base and global manufacturing service outsourcing center. At the same time, the service-oriented manufacturing and manufacture-related service industry will be integrated to a powerful modern service-oriented manufacturing industries.

To achieve the transition from “industrial civilization” to “eco-civilization” in China, Chinese Academy of Engineering joined hands with China Development Bank and Tsinghua University to launch a major consulting research project “Several Strategic Issues on Eco-Civilization Construction”. From the strategic point of view, the research explores the major strategic issues on combining the three pillars of eco-civilization construction (resource conservation, ecological safety, and environmental protection) with new industrialization, urbanization and agricultural modernization. The research proposes homeland ecological security, allocation pattern of soil and water resources, sustainable energy development strategy, ecological protection and construction strategy, environmental protection strategy, new industrialization strategy, new urbanization strategy, agricultural modernization strategy, green consumption and cultural education strategy, and green transportation strategy during the construction of eco-civilization. As well, it presents the goals and obligatory targets of eco-civilization during the “13th Five-Year Plan” period and the policy guarantee for eco-civilization construction, providing decision support for accelerating eco-civilization construction in China.

The strategic oil reserve is very important for every large country in the world. In order to meet the basic requirement of the state safety, 3 months strategic oil reserve in every large country was proposed by the different international organizations such as UN, EU, etc. For China, the total amount of strategic oil reserve must be up to about 30 to 90 millions. It is very difficult to achieve it without enormous capita in short time. Based on a new conception as "function reserve" to replenish the "resource reserve", this goal could be more easy to be accomplished.Namely, storing more methanols replaces some percentage of oil. Moreover, the state safety should be ensured. This topic is discussed in the article in detail.

It presents the basic ideas, basic principle, strategic goals, strategic distribution, primary mission, strategic emphases and policy recommendations of ecological protection and construction, which will play an important role in promoting ecological protection and construction in China.

The Development Strategy of Lube Oil Corporations in China in the New Circumstances

The lube oil corporations in China should create name brand products, and form competition advantage through product serialization, product mix rationalization, mass production and scale marketing, and management modernization. They should realize interregional and international operation, build great scale with strength and rebuild strength with great scale, improve their overall quality to accept challenge. Based on particular analyses of lube oil marketing actuality in China and the future situation, the paper brings forward seven ideas for lube oil corporations development in China. They are： forming great scale management through reforming corporation and strong corporations unity; internationalization management through carrying out image strategy and forming brand advantage, increasing product competitiveness through adjusting product mix; creating core competition ability through increasing investment in science and technology; enhancing product quality credit through strengthening quality management; doing better technical services through reinforcing marketing net construction, and enhancing corporation competition ability through deepening management and modern technique.

The going global strategy of China’s high-speed railway： Guildlines， strategies and measures

The paper elaborates the important practical and strategic significances of the globalization of China’s high-speed railway on China’s diplomacy, security, politics, economy and culture; and the three key strategic points must be emphasized. Furthermore , the paper analyzes the strategic opportunities and threatens facing to the globalization of China’s high-speed railway. Based on this, the paper put forwards to five strategic principles, including the layout importance, the timing urgency, the path feasibility, the regional difficulty and the railway interconnection. Furthermore, this paper makes following suggestions for the globalization strategy of China’s high-speed railway: integrating strategy implementations, rallying industry forces, constructing the training systems, building national research centers and innovating investment and financing.

Development Strategy for China’s Marine Engineering Science and Technology to 2035

It is a critical and long-term strategic goal for China to enhance its capacity to exploit marine resources, develop marine economics, protect the marine ecological environment, uphold maritime rights and interests, and build a maritime power. However, China is still in the preliminary stage of marine exploration; therefore, we need to enhance our ability to utilize and control the ocean from a global perspective. It is urgent that the development and utilization of marine resources—including exploration, engineering exploitation, and environmental protection—and the safeguarding of the rights and interests of the state should be treated as an organic whole in the top-level engineering science and technology designs that are required to build a maritime power. Based on a series of technology foresight analyses that were performed through inter-disciplinary integration, this project puts forward key directions in marine engineering science and technology development. In addition, this paper outlines the development path for China’s marine engineering science and technology in six key aspects, including: marine environment stereo-observation technology and equipment, submarine resources exploration and development technology, marine biological resources exploration and development technology, seawater resources and marine energy comprehensive utilization technology, marine environment security technology, and marine development equipment. This paper presents the scientific and technological vision, key points of development, development strategy, and development path for China's marine engineering science and technology to 2035.
