Abstract:

In order to solve the problem of residents' difficulties in affording expensive medical treatment, we build a community-hospital concept model of a secondary medical service system, and establish a function model and a referral mechanism for patients' preferences. Taking Jiading District in Shanghai as an example, we make use of the AnyLogic system modeling software and demonstrate how this model can be used to study the effect of different medical cooperation modes and medical reform policies through the introduction of actual case data. Our results show that promoting the quality of primary medical care services and increasing the reimbursement ratio of medical insurance can effectively improve the efficiency of the whole medical service system.

Abstract:

As an important part of the Middle-Lower Yangtze Plain, the Poyang Lake Plain is an important commodity grain production base in China, with a good environmental quality, a low level of heavy metal pollution in soil, and a low ratio of pollution sites. Therefore, environmental protection system engineering in Poyang Lake agrees with the environmental protection concept of giving priority to protection, and could be a typical and representative case for the agricultural producing areas in Southern China. This paper clarifies the main environmental problems of the Poyang Lake Plain and analyzes the causes. It proposes environmental quality improvement measures and key projects based on a landscape-forest-lake systemic protection concept, which has important guiding significance for the improvement of environmental quality of the main agricultural producing areas in the Poyang Lake area. The results show that environmental pollution in the Poyang Lake Plain is dominated by heavy metal pollution in soil, the proportion of living-source pollution is increased, livestock and poultry breeding pollution has not yet been effectively curbed, and industrial and mining enterprises as well as the background value of heavy metals in soil are the main causes of pollution. Accordingly, measures should be implemented in the following three aspects. First, multiple environmental factors should be combined to strengthen systematic protection and unified supervision. Second, meticulous management should be performed by focusing on the water environment quality. Third, we should attach importance to environmental emergency plans and strictly control the pollution sources that may enter into the soil.

Experiences and Suggestions for Ecological Civilization Construction in Fujian Province

Abstract:

As the first national ecological civilization pilot zone in China, Fujian Province has made significant progress, with a series of successful experiences in ecological civilization construction. This paper summarizes achievements in economic construction, environmental management, ecological protection, and human settlements construction since 2001 in Fujian Province. The authors find that the constraints on resources and on the environment are still considerable regarding future development in Fujian Province, and that the adaption of the institutional system to ecological civilization needs improvement. The authors also find that the conflict between development and ecological protection is becoming more and more prominent in the mountainous region of Minxi and Minbei. This paper summarizes the experiences gained during the top-level design, transformation from development mode, green governance, and system construction of ecological civilization in Fujian Province. The authors suggest that the national ecological civilization system reform pilot should be demonstrated intensively in Fujian Province, forming a strong institutional system that can lead the way in ecological civilization development and demonstrate its effects. The authors also suggest that Fujian Province should focus on promoting green economic transformation, innovating a supervisory system for the ecological environment, and optimizing the pattern of homeland security for the next stage of development.

Abstract: This study provides a critical review of the concepts of Agile, Lean, Scrum, and Last Planner System (LPS). A comparative analysis is conducted between LPS and Scrum to expand LPS by considering Scrum’s best practices. Eight dimensions, namely, 1) origins, 2) main purpose, 3) overall system/framework process, 4) tools or artifacts maintained by the team, 5) team composition and main roles, 6) regular events or team meetings, 7) metrics/dashboards, and 8) approach to learning, are evaluated. After analyzing side by side the eight dimensions, it was found that many aspects from Scrum already exist in LPS in the same or similar form. However, the authors identify four main elements from Scrum that can be leveraged to improve the LPS benchmark, such as considering the Scrum “Increment” concept into LPS, having a clear definition of roles and responsibilities, or adding an equivalent to a Scrum Master to have a designated “rule keeper” in LPS. These opportunities to be considered in new LPS benchmarks need to be tested and validated with real applications. To the best of the authors’ knowledge, this work is the first to comprehensively compare Scrum (Agile) and LPS (Lean) and could be seen as a contribution toward the evolution of the Last Planner System for the academic and industrial environments.

Moving policy and regulation forward for single-use plastic alternatives

Abstract: Single-use plastics are often used once or cannot be reused for extended periods. They are widely consumed with the rapid development of social economy. The waste generated by single-use plastics threatens ecosystem health by entering the environment and ultimately restricts sustainable human development. The innovation of sustainable and environmentally friendly single-use plastic alternative materials and the joint participation of governments, enterprises and the public are promising technologies and management approaches that can solve the problem of single-use plastics wastes. The development of single-use plastic alternative products can be promoted fundamentally only by improving relevant legislation and standards, providing differentiated industrial policies, encouraging scientific and technological innovation and expanding public participation.
