福建省农业资源价值测算及生态价值实现路径分析

摘要

以福建省农业资源价值为研究对象,借鉴相关理论研究模型,从生产功能的经济价值和服务功能的生态服务价值两类研究视角出发,完成了福建省农业资源价值测算研究。据此阐明了农业资源价值的实现过程和路径,提出了福建省农业资源价值提升的政策建议。研究表明,2015 年福建省的农业经济价值为3553.6 亿元,农业生态服务价值为11939.5 亿元,即农业的生态服务价值是其经济价值的3.4 倍,农业资源资本化具有较大潜力;农业生态服务价值中,休憩服务、温度调节、气体调节、土壤保持、水源涵养、生物多样性服务价值分别为3161.3 亿元、1119.2 亿元、748.0 亿元、1321.1 亿元、2178.1 亿元和3411.8 亿元。福建省农业资源价值实现的途径主要有农产品品牌建设、农业农村三产融合、农业生态补偿及绿色金融扶持,应从加大财政扶持、加强“三品一标”建设、推进农业农村产业融合、健全农业生态补偿体制机制和强化生态意识教育宣传等方面着手,进一步提升福建省农业资源价值。
