“智能 +”时代新“互联网 +”行动总体发展战略研究

摘要

“互联网 +”行动融入经济社会各个领域,深刻改变着各领域的发展模式、技术与业态,提升了国家的创新力和竞争力。新人工智能技术、新信息通信技术、新互联网技术与社会各领域技术深度融合,促使各领域加速数字化转型升级,推动我国经济社会发展进入“万物互联、智能引领、数据驱动、共享服务、跨界融合、万众创新”的“智能 +”时代。结合“智能 +”时代背景,本文梳理了我国“互联网 +”行动的发展现状和面临的问题,阐述了“智能 +”时代新“互联网 +”行动的内涵,论证了新“互联网 +”系统的体系架构和技术谱系框架;详细分析了新“互联网 +”行动的战略目标和技术发展路线,针对性提出专项工程建议:打牢基础以支持核心技术攻关,重点推进新“互联网 +”行动在智能制造、现代农业、智慧能源、益民服务、智能交通、智慧环保等领域的深度融合应用。研究提出了建立系统化的新“互联网 +”政策机制、健全法律法规的标准规范体系、建立跨界融合人才培养体系等对策建议,以期为我国“智能 +”时代新“互联网 +”行动的发展提供理论参考。
