长江经济带生态文明建设若干战略问题研究

摘要

为推进长江经济带生态文明建设,中国工程院于2019 年启动“长江经济带生态文明建设若干战略问题研究”重大咨询项目。本文在项目相关研究成果基础上,系统梳理了地区生态文明建设在顶层设计、绿色示范、生态保护、环境改善等方面取得的系列历史性成效,深入分析了地区生态文明建设在国土开发、产业布局、江湖关系、生态安全、能源开发、环境风险等方面面临的主要挑战,基于“山水林田湖草沙”生命共同体理念,着重从生态空间管控、水生态系统健康、绿色高质量发展、生态保护修复与生态农林业发展、生态产品价值实现、生态文明治理体系等方面提出战略建议,为推进长江经济带生态文明建设提供思路。
