摘要:

中国学界已经普遍认识到乡村问题能否妥善解决事关中国现代化的成败和社会的长期稳定。在新型城镇化背景下,本文着眼于我国新型城镇化政策的关键 “既要现代化的城市,也要现代化的乡村”,在经济、土地、管理制度、环境、文化等方面,探索满足乡村地区现代化需要的重要手段。通过文献分析、实地调研和系统研究后发现,村镇规划建设与管理,已被国际经验证明是引导农村有序健康发展的重要力量。因此,针对乡村发展滞后和“乡村病”频发的现实,立足于乡村地区差异化、多元化、绿色化的发展趋势,建立一套有序引导乡村现代化发展的规划理论和方法至关重要。其关键在于尊重乡村发展规律、构建城乡一体且城乡有别的制度、完善适应乡村发展建设和保护需要的技术手段。同时也提出村镇规划、建设与管理制度改革的具体建议,包括法规制定、制度创新、乡土设计、平台管理、环境整治和空间建设等方面。

摘要:

城市化是经济发展的潜在因素,经济发展是发展社会的主要途径。随着城市化规模的扩大,城市水环境的质量可能发生恶化,并对城市化的可持续性产生负面影响。因此,必须全面了解城市水环境的功能,包括安全、资源、生态、景观、文化和经济等方面。此外,有必要对城市水环境的理论基础进行深入分析,这一基础与景观生态和低碳经济相关。本文阐述了构建城市水环境系统的主要原则(包括可持续发展、生态优先和区域差异),并提出了城市水环境系统的内容。此系统包括自然水环境、经济水环境和社会水环境。其中,自然水环境是基础,高效的经济水环境是中心,健康的社会水环境是本质。建设城市水环境离不开综合安全体系、完整的科学理论和先进的技术。

以生态文明的工程管理实现新型城镇化

摘要:

本文阐明了生态文明产生的科学基础与工程内涵,像土木工程依靠地基一样,认识生态承载力是生态文明工程建设的核心。提出了地域生态承载力的指标体系,指出新型生态工程是适应生态承载力的工程,以桂林地区的水利工程为例提出了生态工程的“四生”原则。指出新型城镇是叠加在地域自然生态系统上的人工生态系统,新型城镇的大规模工程建设应遵照生态工程原则进行。

Climate change and its consequences for water and wastewater management

摘要: Life, in combination with solar radiation and abiotic processes, is most probably the reason why liquid water has existed on Earth for over billions of years, and the global mean temperature has remained in a life-enabling range. Efforts to limit or even reverse global warming must be derived from the knowledge of the Earth’s complex life-support system. In this context, the balance between liquid and gaseous water plays a crucial role, and water management becomes an important field of innovation and action, globally, on the scale of watersheds but also on the very local level. Cascading use, reuse, and temporary storage of water in urban settings must be considered to limit over-extraction of water from natural resources, and to maintain the life supporting function of ecosystems. At the same time, public health requirements, cost efficiency, and reliability demands are to be met.

Toward sustainable intensification of agriculture in sub-Saharan Africa

Across the African continent efforts to intensify agriculture have been limited to specific commodities, locations or particular production schemes. The causes for the widespread failure to overcome low land and labor productivity while maintaining ecosystem services have often be analyzed but remain poorly understood. A social-ecological system approach may help to better understand the complex nature of ecological disadvantages, postcolonial structures, limited connect between producers and consumer markets, low off-farm livelihood opportunities, partial underpopulation and lacking experience with the concept of sustainable production as a major impediment for sustainable intensification of the agricultural sector. Nevertheless, recent success stories in agro-pastoral systems as well as urban vegetable and animal production and associated value chains in West Africa, and in intensive mixed-cropping systems of the Great Lakes Region show the potential of stakeholder-driven agricultural intensification. Proper interpretation of these cases may provide lessons for a more widespread eco-intensification of smallholder agriculture in sub-Saharan Africa.

中国新型城镇化生态文明建设模式分析与战略建议

摘要:

过去30年我国的快速城镇化进程带来了资源过度消耗、环境污染等各种问题,存在大量不符合生态文明的现象,是不可持续的。城镇化和生态文明两个概念的核心都是人,新型城镇化和生态文明建设在核心和目标上具有一致性。综合考虑资源、环境、经济、人口四大子系统对城镇发展的反馈机制,应将生态文明理念贯穿于城镇化发展的全过程和城镇建设中的经济、政治、文化、社会等各个方面,对城镇生产方式、消费方式、基础设施建设等方面进行生态规划和智能设计,实现环境友好和资源节约的新型城镇化发展模式。

Interactive effects of high-speed rail on nodal zones in a city: exploratory study on China

摘要: The arrival of the high-speed rail (HSR) era has accelerated the pace of urban development, but its broad socioeconomic impact remains subject to intense debates. This research aims to propose a model for measuring the impact of HSR operation on HSR stations and the surrounding areas, which this research call the HSR-based nodal zone (HNZ). The proposed model is composed of two variables (i.e., transportation situation and vitality) and three subsystems (i.e., economic, societal, and environmental). Data were collected in China through questionnaire survey. Results indicate that the effects of HSR operation on HNZ are multidimensional, transportation vitality has an intermediary role in the effects, and the effects on the physical environment are negative. This study presents an early examination of the impact of HSR operation on the HSR stations and relevant areas and contributes new evidence to academic debates on the contribution of HSR to urban development. Accordingly, urban development policies should be built on the mechanism of HSR in driving the growth of HNZ.

Industrial land expansion in rural China threatens environmental securities

摘要: Abstract • China’s rural industrial land (RIL) area quadrupled from 1990 to 2015. • RIL expansion cost 9% of China’s crop production and threatened human/ecosystem safety. • The underprivileged population bears a disproportionally large share of the risks. China’s rural industrialization has been a major driver for its rapid economic growth during the recent decades, but its myriad environmental risks are yet to be fully understood. Based on a comprehensive national land-use data set, our study shows that the area of China’s rural industrial land (RIL) quadrupled during 1990–2015, reaching 39000 km2 in 2015, comparable to urbanization in magnitude but with a much greater degree of landscape fragmentation which implies stronger ecological and environmental impacts. About 91% of the protected areas in the central China were within 50 km from rural industrial land, thus exposed to industrial disturbances. Accelerated rural industrial land expansion, particularly in regions under high geo-hazard risks, led to dramatically increased environmental risks, threatening the safety and health of both rural industrial workers and residents. Moreover, negative effects from rural industrial land expansion could partially offset the crop production growth in recent decades. The underprivileged rural population in the west bears a disproportionally large share of the increased environmental risks. China urgently needs to design and implement sustainable policies to restrict and reshape its rural industrialization. This study aims to inspire policy makers and researchers to rethink the current model of industrial expansion and improve rural industrial land planning, which is important for achieving the sustainable development goals of China.

摘要:

随着城镇化的推进、产业和经济的快速发展、能源的大量消耗,我国城镇化正遭遇一系列严重的环境问题。英国、德国、美国三个发达国家先后经历了类似的阶段,各国为应对这些环境问题,在城镇化50 %的时期针对大规模污染提出了多种应对策略。本文基于对上述三国城镇化发展中经历的环境问题与环境治理策略的回顾,以及对现阶段我国生态城镇化转型压力与挑战的分析,提出我国新型城镇化过程中生态文明建设的应对战略措施。

摘要: Since the onset of human societies, settlement patterns and social structures have been shaped by access to water. Solutions to the dilemma will require broad stakeholder-based agreements on water use taking into account the available data on water resources, their current and potential use efficiency, recycling of water after effective treatment, and social-ecological approaches of improved governance and conflict resolution.

首先我们要站在人类社会生产与自然环境协调的可持续发展的高度着手综合的国土规划,建立从总体到单体的规划设计科学序列。现阶段城市的本质应为人类聚居并藉以生存的生活环境。城市化进程与自然环境间并非针锋相对的破坏关系。城市形象不仅仅是建筑加道路的形象,而是以人工美入自然,将城市和建筑融汇到自然环境中的形象。我们美好的前景是将城市和建筑建在绿色环境中。风景名胜区和城市园林的建设当前仍须将保护自然资源放在首位。要创造特色,从各市的自然环境和人文脉络中捕捉城市风景园林的特色,不要盲目跟风。秀丽山川,大器晚成。扎实积累,功到必成。

Advances in LID BMPs research and practice for urban runoff control in China

摘要: China is at present experiencing a very rapid urbanization process, which has brought a number of adverse impacts upon the water environment. In particular, urban runoff quantity and quality control have emerged as one of the key concerns for municipal officials. One of the strategies being considered is the use of a Low Impact Development type of Best Management Practices (LID BMPs) for urban storm water runoff quantity and quality control. In this paper, the situation surrounding urban runoff control in China is reviewed first. Then the conventional strategy and technologies for the construction and management of urban drainage systems are discussed, while exploring their inherent dilemmas. The LID BMPs are then introduced to control urban runoff in the context of urban sustainable water systems. After the comprehensive analysis of the various LID BMPs, the advances in LID BMPs research and practice for urban runoff control in China are investigated and summarized. At last, the difficulties of implementing LID BMPs in China are discussed, and a direction for the future is proposed.
