Revealing Engineering Management System and Education Model in Developed Countries for Engineering Management

摘要： Different developed countries have differences in regulations for engineering management systems. The related education modes and their curriculum arrangement in universities in the US, UK, and Germany show their specializations. Through comparative research into engineering management systems and professional education modes between China and these developed countries, the paper proposes suggestions for improving the education of engineering management majors in China, which could speed up development of Chinese engineering general contracting enterprises and engineering project management enterprises.

Research on Emergency Management System for Military Engineering Projects

摘要： Emergency management systems for military engineering projects have been established to enhance the capacities of wartime logistics and emergency logistical support. This study focuses on the combat characteristics of the warfare information system and based on analysis of emergency response for military combat systems, utilizes the concept of systematic combat and comprehensive integrated approach to investigate management of military engineering projects. Also, a basic mode for emergency management of military engineering projects based on the concept of “pre-war intelligent engineering on demand, wartime early engagement warning and monitoring, post-war emergency repair and rescue” and “strategic, comprehensive, integrated response” is proposed.

Research and Practice on the Engineering Management Method of Financial Informatization Project

摘要： From the perspective of systems engineering, this paper analyzes the characteristics of China’s bank card industry, including its accessibility, scale, and complexity. The author proposes a series of management methods for the financial informatization project by researching the general requirements of the financial information system and the characteristics and implementation of informatization in the bank card services. The paper concludes with an outlook on the future development of China’s bank card industry.

Research and practice on system engineering management of a mobile payment project

摘要： The popularization of the mobile internet has given rise to demand for flexible and convenient payment methods. For China, it is necessary to keep pace with or even lead the trend of innovation and development in the age of mobile payment. From the perspective of systems engineering, this paper introduces research and implementation of China UnionPay’s mobile payment project. The general requirements and core engineering problems of the mobile payment project are summarized based on analyses of the characteristics and engineering difficulties of this project. Integration of innovative technologies is introduced to resolve the contradiction between ease-of-use and security. A rapid iterative development process is adopted to improve the product release efficiency as well as the users' experience. The launch of the mobile payment project also opens the window to coordinating and upgrading the whole payment industry chains.

On the Core Essence of Engineering Management Theory

摘要： At present, China’s economy is in rapid growth. The scale of engineering construction is significantly increasing and a number of major projects have been completed and put into use, bringing the engineering management practice new issues and challenges with each passing day. In the meantime, Chinese scholars are constantly summarizing what they have learnt in these activities and making great effort to gradually establish their own theoretical system of engineering management, of which the core essence of theoretical system of engineering management becomes a critically important topic. By studying our engineering management theory and practice, this paper preliminarily sums up the core essence of the engineering management theory in China as: “establishing a perfect harmony between human and nature through a people-oriented approach and dual innovation”, with a hope to help and enrich the research on the theoretical system of engineering management in China.

Integrated Optimization and Management of Mining Engineering—Coordinative Operation and Optimal Managementof Five processes in Mining Engineering

摘要： In the view of engineering philosophy, the mining engineering is a dynamic operating process of ferrous material flow, in which the ferrous material flow is processed orderly through a series of continual coordinated procedures. It is also a process of discarding the dross, selecting the essential, and extracting the original metal. The object of management is to fulfill the multi-objective optimization. The proportion of lean ores in iron ore resources is 82% in the world and even 97% in China but their utilization is very low. Aiming at the bottleneck and weakness of China’s resource development, this paper analyzes and plans the mining engineering system as a whole based on the ideas and methods of system theory and engineering philosophical thinking. And the paper proposes the “grade decision-based multi-system integration” engineering management mode, which considers the relationship between engineering and environment and complies with the natural law. In the mode, the mining engineering, including geologic mining, ore blending, concentration and pelleting, can be viewed as a whole and the geological grade, mined ore grade, feed grade, concentrate grade and feed grade of blast furnace can be considered comprehensively. The mode reflected the overall structural optimization idea, realized the analysis, coordination and optimization among the multiple functions and processes, and thus drove the overall efficient and profit optimization throughout the processing flow. The establishment and the application of the “grade decision-based multi-system integration” mode have solved the lean iron ores exploitation problem and supported the “self-sufficiency” resource strategy.

System engineering for water pollution control at the watershed level in China

摘要： The present water pollution situation at watershed level in China has been systematically analyzed. The causes of water pollution are attributed to the extensive economic developmental pattern, poor wastewater treatment, and a lack of nonpoint pollution control. The problems of water pollution control at watershed level include a lack of thought and approach, developmental delay in the environmental standard system, an inadequate monitoring ability, and an inefficient implementation of laws and regulations. From 2006 to 2020, water pollution control and governance will be a national key specific project of science and technology in China. The strategies of this project include establishing a water pollution control system at watershed level, orienting a healthy aquatic ecosystem, conducting risk management, and using comprehensive methods. The goal is to establish and complete a technological system of pollution control and management in three five-year phases. The main tasks are to develop common technologies, management systems, and mechanisms for lake eutrophication control, river pollution control, urban water environmental pollution control, potable water safety, and water environmental management. The bottlenecks of water pollution control and management in China could be systematically removed, and the demonstration of the system engineering approach will be conducted at selected key watersheds.

Strategic Project Management to Use the Grand Challenge Scholars Program to Address Urban Infrastructure

摘要： Throughout the world, infrastructure to support cities is critical to support sustainable and responsible economic development. This can include new infrastructure projects in the case of growing areas. It can also include the renewal and upgrading of existing infrastructure in areas that have been inhabited and already developed. Infrastructure includes roads, bridges and transportation systems; power grids and energy service; internet and telecommunications; and water and sewer services. This development can be part of a system of systems, in which government, industries, and universities can contribute knowledge, skills, and abilities. This paper will investigate the strategic project management taken by one university to provide an academic experience that will prepare engineering students to address several of the Grand Engineering Challenges of the 21st Century, as identified by the US National Academy of Engineering. The challenges relating to energy, water, information, and urban infrastructure can be approached using the functions of teaching, research, and service. By approaching the challenges strategically, resources of faculty time, student effort and laboratory facilities can be leveraged to achieve greater results. This case study will describe the efforts and results to date and identify opportunities for future growth.

当前，我国经济快速增长，工程建设的规模日益扩大，诸多大型工程相继完工并投入使用，工程管理实践日新月异；与此同时，学者对工程管理也在不断地总结归纳，并努力逐步形成工程管理理论体系，探究工程管理理论体系的核心成为构建工程管理理论体系的关键。本文通过研究我国工程管理的理论和实践，初步总结出工程管理理论的核心：“以人为本，天人合一，协同创新，构建和谐”，并试对工程管理做了全面的定义。希望有助于工程管理理论体系的研究。
