Nexus security: governance, innovation and the resilient city

摘要： Nexus security is a compound mix of ideas: reconciling human needs and wants with access to multiple resources; diversity of access to those resources and services; resilience in the face of weather- and climate-related variability; resilience likewise in the face of infrastructure failure; and the personal, individual sense of belonging. At the level of Systems Thinking there is a very close relationship between resilience in the behavior of natural (ecological) systems and resilience in the social dynamics of governance within communities, where such resilience establishes the viability of these communities over centuries, which in turn entails successful stewardship of the man-environment relationship. We use insights from this cross-system mapping — across natural, built, and human systems — to assess, first, the role of city governance in achieving nexus security (or not) and, second, the role of technological innovations in serving the same purpose. More specifically, eight principles, covering resilience and diversity of access to resources and services, are used to gauge security-enhancing features of city buildings and infrastructure. Case studies include new designs of resilient office blocks, nutrient (nitrogen and phosphorus) recovery systems for sanitation and wastewater treatment, and the reconstruction of urban parks for the provision of ecosystem services. Throughout the paper, matters of risk in the face of meteorological variability are prominent. We do not conclude, however, that the presence of risk implies nexus security.

On water security, sustainability, and the water-food-energy-climate nexus

摘要： The role of water security in sustainable development and in the nexus of water, food, energy and climate interactions is examined from the starting point of the definition of water security offered by Grey and Sadoff. Much about the notion of security has to do with the presumption of scarcity in the resources required to meet human needs. The treatment of scarcity in mainstream economics is in turn examined, therefore, in relation to how each of us as individuals reconciles means with ends, a procedure at the core of the idea of sustainable development. According to the Grey-Sadoff definition, attaining water security amounts to achieving basic, single-sector water development as a precursor of more general, self-sustaining, multi-sectoral development. This is consistent with the way in which water is treated as “first among equals”, i.e. privileged, in thinking about what is key in achieving security around the nexus of water, food, energy and climate. Cities, of course, are locations where demands for these multiple resource-energy flows are increasingly being generated. The paper discusses two important facets of security, i.e., diversity of access to resources and services (such as sanitation) and resilience in the behavior of coupled human-built-natural systems. Eight quasi-operational principles, by which to gauge nexus security with respect to city buildings and infrastructure, are developed.

Integrated management of cardiac failure: the cardiac failure clinic

摘要：

The prevalence of the risk factors and the risk of cardiac failure are both increasing in China. This might be the consequence of the changes of the life conditions (emigration to the urban areas, changes in the diet and life style, lack of physical exercise, etc.). The wide range of clinical presentations of cardiac failure (acute or chronic) and of therapeutic approaches (medical or surgical) makes necessary the integration within the same structure of the various experts involved in the diagnosis and the treatment of cardiac diseases. Technologic and human resources required to offer all the options represent a multifaceted commitment which should be focused optimally in dedicated centers. In these centers, collaboration should replace competition between the medical and the surgical cardiac specialists. Development of team work should permit to optimize the cost efficacy of the treatments. Most of all, such a structure will facilitate the translation of innovative therapies between the research centers and clinical facilities.

Potential advantages in combining smart and green infrastructure over silo approaches for future cities

摘要： Cities are incorporating smart and green infrastructure components in their urban design policies, adapting existing and new infrastructure systems to integrate technological advances to mitigate extreme weather due to climate change. Research has illustrated that smart green infrastructure (SGI) provides not only climate change resilience but also many health and wellbeing benefits that improve the quality of life of citizens. With the growing demand for smart technology, a series of problems and challenges, including governance, privacy, and security, must be addressed. This paper explores the potential to transition from grey, green, or smart silos to work with nature-based solutions and smart technology to help change cities to achieve considerable environmental and socio-economic benefits. The concepts of grey, green, and smart infrastructure are presented, and the needs, benefits, and applications are investigated. Moreover, the advantages of using integrated smart, green nature-based solutions are discussed. A comprehensive literature review is undertaken with keyword searches, including journal papers, stakeholder and case study reports, and local authority action plans. The methodology adopts multimethod qualitative information review, including literature, case studies, expert interviews, and documentary analysis. Published data and information are analysed to capture the key concepts in implementing SGI systems, such as storm-water control, flood and coastal defense, urban waste management, transportation, recreation, and asset management. The paper investigates the elimination of silo approaches and the alleviation of the destructions caused by extreme weather events using these interdependent SGI systems supported by novel data-driven platforms to provide nature-based solutions to boost the health and wellbeing of the residents.

Progressive failure analysis of notched composite plate by utilizing macro mechanics approach

摘要： In this study, gradual and sudden reduction methods were combined to simulate a progressive failure in notched composite plates using a macro mechanics approach. Using the presented method, a progressive failure is simulated based on a linear softening law prior to a catastrophic failure, and thereafter, sudden reduction methods are employed for modeling a progressive failure. This combination method significantly reduces the computational cost and is also capable of simultaneously predicting the first and last ply failures (LPFs) in composite plates. The proposed method is intended to predict the first ply failure (FPF), LPF, and dominant failure modes of carbon/epoxy and glass/epoxy notched composite plates. In addition, the effects of mechanical properties and different stacking sequences on the propagation of damage in notched composite plates were studied. The results of the presented method were compared with experimental data previously reported in the literature. By comparing the numerical and experimental data, it is revealed that the proposed method can accurately simulate the failure propagation in notched composite plates at a low computational cost.

Experimental study of face passive failure features of a shallow shield tunnel in coastal backfill sand

摘要： Face passive failure can severely damage existing structures and underground utilities during shallow shield tunneling, especially in coastal backfill sand. In this work, a series of laboratory model tests were developed and conducted to investigate such failure, for tunnels located at burial depth ratios for which C/D = 0.5, 0.8, 1, and 1.3. Support pressures, the evolution of failure processes, the failure modes, and the distribution of velocity fields were examined through model tests and numerical analyses. The support pressure in the tests first rose rapidly to the elastic limit and then gradually increased to the maximum value in all cases. The maximum support pressure decreased slightly in cases where C/D = 0.8, 1, and 1.3, but the rebound was insignificant where C/D = 0.5. In addition, the configuration of the failure mode with C/D = 0.5 showed a wedge-shaped arch, which was determined by the outcropping shear failure. The configuration of failure modes was composed of an arch and the inverted trapezoid when C/D = 0.8, 1, and 1.3, in which the mode was divided into lower and upper failure zones.

Sustainable Program Quality Management of International Infrastructure Construction

摘要： Management of the program quality for international infrastructure construction projects is complicated. Sustainability of these programs is the key for them to succeed in their lifecycles. This paper investigated current program quality management and compared it with the results of recent surveys of KGMP. A method for the sustainable program quality management of the international infrastructure construction management is proposed and demonstrated by research projects. The cycle of accountability, predictability, balance ability, and policy was proposed. The findings from the KGMP’s survey and this research show that the trend of the sustainable program quality management of the international infrastructure construction is transferring from agility to alacrity in the balancing of the metrics among economy, ecology, culture, and politics.

Silk Roads for the 21st Century: Engineering Mega-Infrastructure for Development and Sustainability

摘要： Infrastructure facilitates the movement of people, the production and distribution of goods and services, and underpins development. Infrastructure is expensive and long-lasting, and needs long-term policy, planning and management, in terms of design, construction, operation and maintenance. Infrastructure relates particularly to engineering and technology. All technological change brings economic, social, cultural and environmental change, planned and unpredicted. Mega levels of technology bring mega levels of change, effects and impacts. Mega infrastructure such as the Silk Road Economic Belt and 21st Century Maritime Silk Road, the “One Belt, One Road” (OBOR) initiative, announced by President Xi Jinping in 2013, will require equally mega policy, planning and management. This paper will discuss policy, planning and management issues relating to mega infrastructure and the OBOR initiative, with particular reference to energy, communications, transportation, health, emergency preparedness and response, and less predictable areas of change, for example in disease prevention and control, within the overall need for economic, environmental and ecological sustainability. The paper will discuss associated needs for education, training and capacity building in engineering. The paper will also refer to lessons learnt from the original Silk Road in the context of the development of civilizations and intercultural dialogue through the transfer of goods, services, technologies, ideas, knowledge, customs, cultures and philosophies, less predictable and unwanted transfers, for example of disease, and the need for awareness, policy, planning and management of such wider issues.

Unified method for typical gear failure modeling and stiffness calculation based on the matrix equation

摘要： The failure types in gear systems vary, with typical ones mainly including pitting, cracking, wear, and broken teeth. Different modeling and stiffness calculation methods have been developed for various gear failure types. A unified method for typical gear failure modeling and stiffness calculation is introduced in this study by considering the deviations in the time-varying meshing stiffness (TVMS) of faulty gears resulting from the use of different methods. Specifically, a gear tooth is discretized into a large number of microelements expressed with a matrix, and unified models of typical gear failures are built by adjusting the values of the matrix microelements. The values and positions of the microelements in the tooth failure model matrix have the same physical meaning as the parameter variables in the potential energy method (PEM), so the matrix-based failure model can be perfectly matched with PEM. Afterward, a unified method for TVMS is established. Modeling of healthy and faulty gears with pitting, wear, crack, and broken tooth is performed with the matrix equation, and the corresponding TVMS values are calculated by incorporating the matrix models with PEM. On the basis of the results, the mechanism of typical fault types that affect TVMS is analyzed, and the conclusions are verified through the finite element method. The developed unified method is a promising technique for studying the dynamic response characteristics of gear systems with different failure types because of its superiority in eliminating stiffness deviations.

Overview on acute-on-chronic liver failure

摘要：

Liver failure (LF) is defined as severe dysfunction in hepatic synthesis, detoxification, and metabolism induced by various etiologies. Clinical presentation of LF typically includes severe jaundice, coagulation disorder, hepatic encephalopathy, and ascites. LF can be classified into acute LF, acute-on-chronic LF (ACLF), and chronic LF. ACLF has been demonstrated as a distinct syndrome with unique clinical presentation and outcomes. The severity, curability, and reversibility of ACLF have attracted considerable attention. Remarkable developments in ACLF-related conception, diagnostic criteria, pathogenesis, and therapy have been achieved. However, this disease, especially its diagnostic criteria, remains controversial. In this paper, we systemically reviewed the current understanding of ACLF from its definition, etiology, pathophysiology, pathology, and clinical presentation to management by thoroughly comparing important findings between east and west countries, as well as those from other regions. We also discussed the controversies, challenges, and needs for future studies to promote the standardization and optimization of the diagnosis and treatment for ACLF.

Dynamic performance of submerged floating tunnel with different mooring styles subjected to anchor cable failure

摘要： Submerged floating tunnels (SFTs) are novel structures for transportation across long- and deep-strait regions. Owing to severe wave and current excitation as well as the effects of underwater structures and corrosion, the risk of local anchor cable failure is high, which can result in the progressive failure of the entire structure. In this study, experimental and numerical investigations are conducted to analyze the dynamic behavior of an SFT with different mooring styles under local cable failure. A custom-designed cable failure device and the birth-and-death element method are used to simulate cable failure (i.e., progressive failure) via experiments and numerical simulation, respectively. A physical-scale segmental model of an SFT with different mooring styles under anchor cable failure is developed in this study. A segmental and entire-length mathematical model is developed using the ANSYS program to perform the numerical simulation. The results of the segmental numerical and experimental models indicate good agreement. The dynamic response of an SFT with different mooring styles under cable failure is comprehensively investigated by investigating the effects of key parameters (wave period, buoyant weight ratio, and cable failure mechanism). Moreover, the progressive failure of the SFT under cable failure is investigated via a segment model test and a numerical simulation of its entire length. The present study can serve as a reference for the safer designs of the SFT mooring style.

Bending failure performance of a shield tunnel segment based on full-scale test and numerical analysis

摘要： This study focuses on the bending failure performance of a shield tunnel segment. A full-scale test was conducted to investigate deformation and failure characteristics. During the loading, the bending failure process can be divided into four stages: the elastic stage, working stage with cracks, failure stage, and ultimate stage. The characteristic loads between contiguous stages are the cracking, failure, and ultimate loads. A numerical model corresponding to the test was established using the elastoplastic damage constitutive model of concrete. After a comparative analysis of the simulation and test results, parametric studies were performed to discuss the influence of the reinforcement ratio and proportion of tensile longitudinal reinforcement on the bearing capacity. The results indicated that the change in the reinforcement ratio and the proportion of tensile longitudinal reinforcement had little effect on the cracking load but significantly influenced the failure and ultimate loads of the segment. It is suggested that in the reinforcement design of the subway segment, the reinforcement ratio and the proportion of tensile longitudinal reinforcement can be chosen in the range of 0.7%–1.2% and 49%–55%, respectively, allowing the segment to effectively use the reinforcement and exert the design strength, thereby improving the bearing capacity of the segment.

Fire hazard in transportation infrastructure: Review, assessment, and mitigation strategies

摘要： This paper reviews the fire problem in critical transportation infrastructures such as bridges and tunnels. The magnitude of the fire problem is illustrated, and the recent increase in fire problems in bridges and tunnels is highlighted. Recent research undertaken to address fire problems in transportation structures is reviewed, as well as critical factors governing the performance of those structures. Furthermore, key strategies recommended for mitigating fire hazards in bridges and tunnels are presented, and their applicability to practical situations is demonstrated through a practical case study. Furthermore, research needs and emerging trends for enhancing the “state-of-the-art” in this area are discussed.

Social responsibility in infrastructure mega-projects: A case study of ecological compensation for

摘要： Ecological compensation plays an important role in implementing the social responsibility of infrastructure mega-projects. Based on the results of a field study, an in-depth interview, and archive data, this paper introduces the ecological compensation for (the Indo-Pacific humpbacked dolphin) during the construction of the Hong Kong-Zhuhai-Macao Bridge. It studies the concrete measures, decision-making processes, and organizational collaboration of the ecological compensation, using the method of a case study. The present study not only enriches our understanding of the ecological compensation practice during the construction of infrastructure mega-projects, but also extends the literature on the social responsibility of infrastructure mega-projects. This sheds light on the protection of the environment as well as biodiversity in the construction of future infrastructure mega-projects.

LSSVM-based approach for refining soil failure criteria and calculating safety factor of slopes

摘要： The failure criteria of practical soil mass are very complex, and have significant influence on the safety factor of slope stability. The Coulomb strength criterion and the power-law failure criterion are classically simplified. Each one has limited applicability owing to the noticeable difference between calculated predictions and actual results in some cases. In the work reported here, an analysis method based on the least square support vector machine (LSSVM), a machine learning model, is purposefully provided to establish a complex nonlinear failure criterion via iteration computation based on strength test data of the soil, which is of more extensive applicability to many problems of slope stability. In particular, three evaluation indexes including coefficient of determination, mean absolute percentage error, and mean square error indicate that fitting precision of the machine learning-based failure criterion is better than those of the linear Coulomb criterion and nonlinear power-law criterion. Based on the proposed LSSVM approach to determine the failure criterion, the limit equilibrium method can be used to calculate the safety factor of three-dimensional slope stability. Analysis of results of the safety factor of two three-dimensional homogeneous slopes shows that the maximum relative errors between the proposed approach and the linear failure criterion-based method and the power-law failure criterion-based method are about 12% and 7%, respectively.
