The effect of different agricultural management practices on irrigation efficiency, water use efficiencyand green and blue water footprint

摘要: This paper explores the effect of varying agricultural management practices on different water efficiency indicators: irrigation efficiency (IE), crop water use efficiency (WUE), and green and blue water footprint (WF). We take winter wheat in an experimental field in Northern China as a case study and consider a dry, average and wet year. We conducted 24 modeling experiments with the AquaCrop model, for all possible combinations of four irrigation techniques, two irrigation strategies and three mulching methods. Results show that deficit irrigation most effectively improved blue water use, by increasing IE (by 5%) and reducing blue WF (by 38%), however with an average 9% yield reduction. Organic or synthetic mulching practices improved WUE (by 4% and 10%, respectively) and reduced blue WF (by 8% and 17%, respectively), with the same yield level. Drip and subsurface drip irrigation improved IE and WUE, but drip irrigation had a relatively large blue WF. Improvements in one water efficiency indicator may cause a decline in another. In particular, WUE can be improved by more irrigation at the cost of the blue WF. Furthermore, increasing IE, for instance by installing drip irrigation, does not necessarily reduce the blue WF.

A comparison of the water management systems in France and China

摘要: This paper compares legal systems for water management in France and China, with a focus on integrated water resources management and regarding in particular the formulation of policies and their implementation. The research shows that China has committed itself to the efficient management of water resources through the development of various policy tools during the current period. This commitment, however, has often been interrupted and distorted by politics, resulting in the neglect of socioeconomic and environmental priorities. France has developed a legislative framework and practical instruments to apply integrated water resources management at the river basin level since the 1960s. This experience and the current implementation of the European Water Framework Directive brings elements that can contribute to Chinese society meeting its water challenges.

Diagnosis and recommendations for transjurisdictional water pollution management in China

摘要: Large-scale water environmental deterioration is one of the most prominent environmental issues in current China. Transjurisdictional water pollution is an important reason for water environmental deterioration of river basins, and currently there are some major defects that exist in China s management system related to transjurisdictional water pollution. With seven major river basins in China as an object of study, this paper is designed to perform a diagnosis of major problems about the transjurisdictional water pollution management in China from three aspects, i.e. institution, mechanism, and legislation. On the basis of this, it gives an overall train of thoughts on the reform of transjurisdictional water pollution management in China, and proposes specific recommendations from the aforesaid three aspects.

SPATIOTEMPORAL VARIATION OF WATER QUALITY AND ALGAL BIOMASS IN ERHAI LAKE AND ITS ENVIRONMENTAL MANAGEMENT

Elucidating the spatiotemporal pattern of water quality and algal biomass is crucial for accurately tracing pollution sources and reducing the risk of algal blooms in lake systems. This study analyzed the spatiotemporal variability of water quality and algal biomass in Erhai Lake from 1994 to 2021 using water quality index (WQI), Mann-Kendall test and Sen’s slope combined methods. The potential causes of water quality deterioration and algal biomass dynamics were also elucidated. The results showed that the historical changes in the water environment of Erhai Lake mainly had three stages: satisfactory (1994‒2001), deteriorating (2002‒2010) and improving (2011‒2021). The changes in water quality and algal biomass were primarily affected by total nitrogen, total phosphorus and chemical oxygen demand in different stages. The water environment of Erhai Lake is currently improving significantly, starting in the southern area that is furthest from the sources of agricultural pollution, especially in summer and autumn. This is attributed to the implementation of control measures resulting in lower pollutant loads at particular times and places. Therefore, it is necessary to continue to promote standardized livestock farming, to strengthen rural wastewater collection and to investigate measures such as the interruption of the endogenous cycle.

Ecological Risk Management of Drinking Water Project: The Case Study of Kunming City

摘要: Following rapid infrastructure development and industrialization, the problems of water pollution and water shortage have become more severe. Whether there is safe drinking water in cities has attracted wide attention. The ecological risk management of drinking water project is an important means of ensuring the safety of a drinking water source. Based on ecological risk assessment and management theories, this paper establishes an ecological risk management model and assessment system with the aim of providing theoretical guidance and scientific basis for formulating a policy on the safety and protection of drinking water sources in a city. Kunming is one of the cities plagued by severe water shortage in China. Its ecological risk management of drinking water has attracted the attention of both the local government and the public. Using Kunming as the case study, this paper conducts a comparative analysis and assessment on three major reservoirs that face ecological risks. It highlights the existing problems and gives helpful suggestions.

Climate change and its consequences for water and wastewater management

摘要: Life, in combination with solar radiation and abiotic processes, is most probably the reason why liquid water has existed on Earth for over billions of years, and the global mean temperature has remained in a life-enabling range. Efforts to limit or even reverse global warming must be derived from the knowledge of the Earth’s complex life-support system. In this context, the balance between liquid and gaseous water plays a crucial role, and water management becomes an important field of innovation and action, globally, on the scale of watersheds but also on the very local level. Cascading use, reuse, and temporary storage of water in urban settings must be considered to limit over-extraction of water from natural resources, and to maintain the life supporting function of ecosystems. At the same time, public health requirements, cost efficiency, and reliability demands are to be met.

创建资源系统工程管理新学科——兼谈“首都水资源规划”新型工程管理

摘要:

近20多年来系统科学及系统工程在我国得到高度重视和迅速发展,资源系统工程管理是其在资源领域的交叉学科新分支。面对世界和我国人口膨胀、环境污染、生态退化和技术迅猛发展的现实,有必要在更大的系统中建立一门不同于以前以机械承载能力为基础的工程管理学。这就是以自然资源系统承载能力为基础的、有一系列新理念的资源系统工程管理学,用来全面、协调、可持续地解决上述问题。在资源系统工程中可能不出现大坝等巨型标志建筑,工程中也包括体制、经济、技术和生态等非传统工程手段,但能更科学地解决问题。已经制定并正在执行的《21世纪初期首都水资源规划》就是这样一个例子。

Unintended nutrient imbalance induced by wastewater effluent inputs to receiving water and its ecological

摘要: Eutrophication is the most widespread water quality issue globally. To date, most efforts to control eutrophication have focused on reductions of external nutrient inputs, yet importance of nutrient stoichiometry and subsequent shift in plankton composition in aquatic ecosystem has been largely neglected. To address eutrophication, improved sanitation is one of the United Nations Sustainable Development Goals, spurring the constructions of wastewater treatment facilities that have improved water quality in many lakes and rivers. However, control measures are often targeted at and effective in removing a single nutrient from sewage and thus are less effective in removing the others, resulting in the changes of nutrient stoichiometry. In general, more effective phosphorus removal relative to nitrogen has occurred in wastewater treatment leading to substantial increases in N/P ratios in effluent relative to the influent. Unfortunately, high N/P ratios in receiving waters can impose negative influences on ecosystems. Thus, long-term strategies for domestic wastewater management should not merely focus on the total reduction of nutrient discharge but also consider their stoichiometric balances in receiving waters.

Water environment security indicator system for urban water management

摘要: Water environment security (WES) is defined in terms of three aspects: first, that it meets basic demands due to industrial and domestic usage; second, that it protects public health from acute and chronic threats; and third, that measures are adopted to ensure sustainable ecological functioning of freshwater resources. Limitations associated with current water environment security indicators in China — including inefficiency in terms of environmental monitoring, inappropriate indicators and parameters that do not take sufficient account of local water characteristics, and a lack of management targets — leads to a failure of effective water management. To achieve better water environment management, a systematic approach, encompassing several steps including establish ideal indicator system and narrow down the scope, screen priority pollutants, identify local characteristics and organize discussion workshop, should be followed to establish a comprehensive water environment indicator system. A case study in Suzhou is included to demonstrate the detailed operational procedures used to assess the risks associated with poor management practices relating to water environment security as well as design an appropriate water environment security indicator system.

Analysis of Sydney’s recycled water schemes

摘要: Recycled water provides a viable opportunity to partially supplement fresh water supplies as well as substantially alleviate environmental loads. Currently, thousands of recycled water schemes have been successfully conducted in a number of countries and Sydney is one of the leading cities, which has made massive effort to apply water reclamation, recycling and reuse. This study aims to make a comprehensive analysis of recycled water schemes in Sydney for a wide range of end uses such as landscape irrigation, industrial process uses and residential uses (e.g., golf course irrigation, industrial cooling water reuse, toilet flushing and clothes washing etc.). For each representative recycled water scheme, this study investigates the involved wastewater treatment technologies, the effluent quality compared with specified guideline values and public attitudes toward different end uses. Based on these obtained data, multi criteria analysis (MCA) in terms of risk, cost-benefit, environmental and social aspects can be performed. Consequently, from the analytical results, the good prospects of further expansion and exploration of current and new end uses were identified toward the integrated water planning and management. The analyses could also help decision makers in making a sound judgment for future recycled water projects.

System engineering for water pollution control at the watershed level in China

摘要: The present water pollution situation at watershed level in China has been systematically analyzed. The causes of water pollution are attributed to the extensive economic developmental pattern, poor wastewater treatment, and a lack of nonpoint pollution control. The problems of water pollution control at watershed level include a lack of thought and approach, developmental delay in the environmental standard system, an inadequate monitoring ability, and an inefficient implementation of laws and regulations. From 2006 to 2020, water pollution control and governance will be a national key specific project of science and technology in China. The strategies of this project include establishing a water pollution control system at watershed level, orienting a healthy aquatic ecosystem, conducting risk management, and using comprehensive methods. The goal is to establish and complete a technological system of pollution control and management in three five-year phases. The main tasks are to develop common technologies, management systems, and mechanisms for lake eutrophication control, river pollution control, urban water environmental pollution control, potable water safety, and water environmental management. The bottlenecks of water pollution control and management in China could be systematically removed, and the demonstration of the system engineering approach will be conducted at selected key watersheds.

辽河流域水污染治理和水环境管理技术体系构建 ——国家重大水专项在辽河流域的探索与实践

摘要:

水体污染控制与治理科技重大专项是国家中长期科技发展规划的16个重大专项之一,辽河流域是国家水污染治理的重点流域。在总结辽河流域水环境问题的基础上,阐述了水专项在辽河流域构建水污染治理和水环境管理两大技术体系的目标、思路、框架和内容。通过“十一五”的实施,水专项已经在辽河流域成功实施了流域水生态功能分区、水质基准制定、流域水生态承载力、控制单元水质目标管理、重点工业行业水污染治理以及水环境风险预警与风险管理等关键技术示范。两大技术体系的构建与实施对辽河流域的水质改善和生态恢复发挥了积极明显的作用。辽河流域已经初步形成流域统筹、“分区、分类、分级、分期”的水环境管理新模式,为流域水质目标管理在全国的推广起到了很好的示范作用。
