Research and practice on system engineering management of a mobile payment project

摘要： The popularization of the mobile internet has given rise to demand for flexible and convenient payment methods. For China, it is necessary to keep pace with or even lead the trend of innovation and development in the age of mobile payment. From the perspective of systems engineering, this paper introduces research and implementation of China UnionPay’s mobile payment project. The general requirements and core engineering problems of the mobile payment project are summarized based on analyses of the characteristics and engineering difficulties of this project. Integration of innovative technologies is introduced to resolve the contradiction between ease-of-use and security. A rapid iterative development process is adopted to improve the product release efficiency as well as the users' experience. The launch of the mobile payment project also opens the window to coordinating and upgrading the whole payment industry chains.

摘要： From the perspective of systems engineering, this paper analyzes the characteristics of China’s bank card industry, including its accessibility, scale, and complexity. The author proposes a series of management methods for the financial informatization project by researching the general requirements of the financial information system and the characteristics and implementation of informatization in the bank card services. The paper concludes with an outlook on the future development of China’s bank card industry.

Does financial development lower energy intensity?

摘要： The growth-induced effects of financial development have been well-established in the empirical literature, as well as the significance of financial development to energy demand behavior. However, the empirical evidence on the relationship between financial development and energy intensity remains sparse in the literature. Given the multifaceted nature of the effects of financial development, the proposed relationship seems a complex one and warrants an empirical investigation. Using the case of Ghana, this study provides an empirical answer to the question: does financial development lower energy intensity? To provide solid grounds for either rejection or acceptance of the null hypothesis, this study performed several robustness checks. Generally, the evidence revealed that financial development lowers energy intensity. Further, the results revealed that the price of energy, trade liberalization and industry structure play significant roles. These results have important implications for the design of macro energy efficiency policies and the creation of a ‘Green Bank’.

Development of environmental management system in China's financial sector

摘要： The establishment of the environmental management system in the financial sector can be effectively promoted through the introduction of the environmental protection concept and its implementation by the financial sector. The impact of a sustainable development system on the sector is analyzed in this article from three aspects: environmental risk assessment, financing support for environmental protection projects, and financial services to environmentally friendly corporations and individuals. Influential factors on the development of the environmental management system in China’s financial sector are discussed from the perspective of various entities such as financial institutions, financial regulation authorities, environmental protection departments, corporations, and the public. It is pointed out that China’s financial sector is now in the transitional phase from a defensive attitude to a preventive attitude. Strengthening governmental guidance, the supervision of regulators as well as public awareness of environmental protection should be used to enhance the initiative in the development of the environmental management system in the Chinese financial sector.

Optimal portfolio design of energy storage devices with financial and physical right market

摘要： With the continuous development of the spot market, in the multi-stage power market environment with the day-ahead market and right market, the study associated with the portfolio of energy storage devices requires that attention should be paid to transmission congestion and power congestion. To maximize the profit of energy storage and avoid the imbalance of power supply and consumption and the risk of node price fluctuation caused by transmission congestion, this paper presents a portfolio strategy of energy storage devices with financial/physical contracts. First, the concepts of financial/physical transmission rights and financial/physical storage rights are proposed. Then, the portfolio models of financial contract and physical contract are established with the conditional value-at-risk to measure the risks. Finally, the portfolio models are verified through the test data of the Pennsylvania-New Jersey-Maryland (PJM) electric power spot market, and the comparison between the risk aversion of portfolios based on financial/physical contract with the portfolio of the market without rights. The simulation results show that the portfolio models proposed in this paper can effectively avoid the risk of market price fluctuations.

By integrating the meta-synthesis methodology and the financial information system engineering, the paper proposes basic principles and processes of the giant and complex financial information system engineering management, and further explores its paradigm and toolkit.

金融零售支付风险控制的现状、挑战与对策研究

摘要：

随着我国金融开放、普惠金融与金融科技的发展，金融零售支付产业正在由高速度增长向高质量增长转型升级，当前金融零售支付风险呈现出更加复杂严峻的态势。新型冠状病毒肺炎疫情的发生，使得人们的消费和支付习惯发生了很大变化，已经对金融零售支付风险控制研究提出了新的课题。本文分析了金融零售支付风险控制的新特点与不足，梳理了金融零售支付风险控制的现状，产业主体在合规履职、账户管理、交易监测、信用评估、数据安全、身份验证、技术风险等七方面的挑战。研究提出了关键在于建立完善与复杂严峻态势相匹配的全面风险管理体系与智能风控体系的观点，具体从数据共享、智能模型、系统架构、管理体制、人才培养五方面提出了对策建议。

The Exploration and Practice of the Development of Green Eco-Urban Areas in Guangzhou International Financial

摘要： Active exploration has been carried out to determine a pattern for developing green eco-urban areas in the Starting Area of Guangzhou International Financial City with an emphasis on the core role of comprehensive green arrangement. By comparing and analyzing existing research, development of green technologies at home and abroad, and indicator systems of green urban areas of similar sizes, the builders developed a green ecological indicator system. They proposed a new concept called “district-level indicator” in order to emphasize the importance of classifying indicators according to different project situations. By verifying the indicators for all land parcels and assessing future costs and efficiency, experience accumulated in this project can be beneficial for future green eco-urban area development projects.

Real option-based optimization for financial incentive allocation in infrastructure projects under public–private

摘要： Financial incentives that stimulate energy investments under public–private partnerships are considered scarce public resources, which require deliberate allocation to the most economically justified projects to maximize the social benefits. This study aims to solve the financial incentive allocation problem through a real option-based nonlinear integer programming approach. Real option theory is leveraged to determine the optimal timing and the corresponding option value of providing financial incentives. The ambiguity in the evolution of social benefits, the decision-maker’s attitude toward ambiguity, and the uncertainty in social benefits and incentive costs are all considered. Incentives are offered to the project portfolio that generates the maximum total option value. The project portfolio selection is formulated as a stochastic knapsack problem with random option values in the objective function and random incentive costs in the probabilistic budget constraint. The linear probabilistic budget constraint is subsequently transformed into a nonlinear deterministic one. Finally, the integer non-linear programming problem is solved, and the optimality gap is computed to assess the quality of the optimal solution. A case study is presented to illustrate how the limited financial incentives can be optimally allocated under uncertainty and ambiguity, which demonstrates the efficacy of the proposed method.

面向金融场景的下一代数据库测试基准研究

摘要：

银行是我国最主要的金融主体，对数据库及数据服务解决方案有着更高的性能与安全要求。随着金融数据应用服务的快速发展，银行数据库所涉及的数据类型、业务场景更加多样化，用户很难在种类繁多的数据库产品和数据服务解决方案中做出最优选择。为此，结合金融行业的数据应用发展需求，本文通过采用文献调研和理论分析等方法，全面分析了银行数据库的应用现状，特别是近几年数据库国产化替代的情况与面临的挑战，系统调研了国内外主要的数据库测试基准，展望了构建面向金融场景的下一代数据库测试基准的必要性和重要性。研究发现，由于金融场景中业务逻辑更复杂、数据模式更多样、安全性要求更高等多方面原因，现有数据库测试基准在应对金融场景下的数据库测试时存在多处不足，面临着诸多挑战，基于此，本文从工作负载、数据模式、度量指标以及技术架构等方面出发，对面向金融场景的下一代数据库测试基准的构建提出针对性建议和要求。

分析了评价财务危机的指标体系和财务危机等级的划分，论述了粗神经网络的结构和基本原理，叙述了基于粗神经网络的财务危机预警方法，并给出了一个基于粗神经网络的财务危机的预警实例。实验结果表明，该方法应用于财务危机预警中是有效的，为财务危机预警提供了一条新的研究思路和方法。

Protein security and food security in China

摘要： Food security, the need to meet nutritional requirements, and four main problems for food protein security in China are analyzed. From the perspective of residents’ nutritional requirements and balanced dietary patterns, the conclusion is that food security in China is in essence dependent on protein production and security of supply and that fat and carbohydrates supply in China can reach self-sufficiency. Considering the situation of food protein production and consumption in China, policy suggestions are made, which could ensure a balanced supply and demand for food protein and food security in China.

Search for a natural scientific measure of economy

摘要： Through human history, wealth has been measured in grain, gold, and, now, dollars. Though counterfeiting of coins and notes goes back a long way, it is only with electronic financial accounting in a global economy tainted by toxic loans and imaginary funds that there is an urgency to search for a realistic objective way to monitor and regulate what we are doing to our Earth and ourselves. Various schemes using analysis of utility functions, oil equivalents, entropy, energy, and other units have been tried and, while helping to understand some basic processes and flows, have always been swamped by the machinations of financiers and the attention big sums of money attract. Now, the concept of exergy, pioneered in Eastern Europe in the 1950s, is being researched, developed, and applied, especially in China, driven by the desperation to measure the reality beyond the twin specters of global financial and environmental crises. A rough inventory of the matter in the biosphere at the coordinate details of an angstrom and an appreciation of how humans harness and manipulate electromagnetic forces can be enlightening as to what is and is not sustainable. Without that understanding, any financial estimate and proposed stimulus packages or IMF reform will be wildly wrong and may even be headed in the wrong direction.

An overview of the environmental finance policies in China: retrofitting an integrated mechanism for environmental management

摘要： Considering the significant roles of the policies in developing environmental finance, an overview is conducted on the environmental finance policies (EFPs) in China. This paper analyzed the definition, scope, evolution and main instruments of EFPs. The implementation progress of financial activities on each instrument are investigated respectively. Then the experiences learned from and failures discovered in the development of the EFPs are discussed well recommendations for further improvement of the EFPs and their implementation are provided. Our study found that the EFPs have been established in China after a four-phase evolution since the early 1980s. The policies have played a critical role in leading to a rapid development in environmental finance by involving more financial instruments to accomplish the objective-led environmental plans. Driven by the policies, the new green credit (GC), green security (GS), and green insurance (GI) instruments have been phased in as supplements to the conventional command and control approaches to improve the environmental governance of financial activities and pollution sources. However, the market mechanism of financial institution is limited due to their defensive and incapable performance on implementation some of EFP instruments. To further strengthen the effectiveness of EFPs in facilitating environmental management, recommendations are made mainly on the aspects including developing more specific policy guidelines, enhancing information sharing and disclosure, providing sufficient economic incentives, establishing environmental liabilities with financial activities, and involving issues related to climate change, and biodiversity and ecosystem service.
