Current status and prospects of reliability systems engineering in China

摘要： This study provides a systematic overview of the advent and evolution of reliability systems engineering (RSE) in China, and the latest RSE development, that is, model-based RSE (MBRSE), is emphatically introduced. The establishment of the system architecture and conceptual models of MBRSE is first described. The fundamental theory and methodology of MBRSE are then elaborated, with a V-model as the core of this approach. The development of various MBRSE platforms and the effectiveness of their implementation over the past 30 years are presented. The prospective trends in the development of RSE in China are outlined.

Applying an Integrated Systems Perspective to the Management of Engineering Projects

摘要： Engineering projects can be subject to significant complexity, which may result in a number of issues and challenges that need to be addressed throughout the project life-cycle. Traditionally projects have been viewed according to the so called “iron triangle,” i. e., achievement of project milestones according to schedule, cost and quality targets. While these targets are fundamentally important to the performance of engineering projects, it is possible to view projects on a systemic level in order to allow an adequate focus on all the underpinning factors that have the potential to influence the performance of projects. Consequently, a management framework has been developed that is based on an integrated systems perspective of engineering projects, where the performance of projects is a function of six contributing sub-systems that are: process, technology, resources, knowledge, culture and impact.

Energy systems engineering: methodologies and applications

摘要： Energy systems are the major contributor to ever-increasing primary energy consumption and consequent greenhouse gas emissions. To tackle these critical problems, planning and design of energy systems needs to be improved towards a more efficient, cost-effective, and environmentally benign direction. However, although there are many technical choices available, they are often developed separately by their own technical communities and driven by their specific interest, thus methods and experience obtained in planning and design of a certain type of energy systems are usually not applicable to other types of energy systems. Energy systems engineering provides a generic methodological framework to facilitate the planning and design of energy systems and to produce integrated solutions to real-life complex energy problems via a systematic approach.In this paper, we present an overview of key methodologies of energy systems engineering, covering superstructure based modelling, mixed-integer programming, multi-objective optimization, optimization under uncertainty, and life-cycle assessment. Applications of these methodologies in polygeneration energy systems design, hydrogen infrastructure planning, and design of energy systems in commercial buildings are provided to demonstrate the capability of these methodologies.

Exploration and Practice in Systems Engineering Management of Large Coal-based Integrated Energy Projects

摘要： With an analysis of current development of China’s coal industry, this paper, in the perspectives of concept innovation, technological innovation and management innovation, introduces the exploration and engineering practice by Shenhua Group in coordination with coal and the environment, co-development of coal and the associated resources as well as clean and efficient utilization of coal. Based on systems engineering of Shenhua’s coal-based integrated energy projects, the paper also presents practice and experience in technological and management innovation.

Establishing Profiles for Systems Engineering Standards: A Great Help for Companies to Manage Their Processes

摘要： In this paper, we discuss how to establish profiles of system engineering standards for companies. To define an appropriate system engineering standard for a company, this paper presents a detailed comparison between the current releases of the main system engineering sta-ndards (ANSI/ EIA-632, ISO/IEC-15288 and IEEE-1220), and explains how to choose the most adapted one according to the company practices. When no standard completely corresponds, the paper illustrates how to elaborate a tailor-made standard on the basis of specific required characteristics of the company or of the project, following a multi-standard approach, leading to extend and adapt a sta-ndard by importing some elements from another.

Smart systems engineering contributing to an intelligent carbon-neutral future: opportunities, challenges

摘要： This communication paper provides an overview of multi-scale smart systems engineering (SSE) approaches and their applications in crucial domains including materials discovery, intelligent manufacturing, and environmental management. A major focus of this interdisciplinary field is on the design, operation and management of multi-scale systems with enhanced economic and environmental performance. The emergence of big data analytics, internet of things, machine learning, and general artificial intelligence could revolutionize next-generation research, industry and society. A detailed discussion is provided herein on opportunities, challenges, and future directions of SSE in response to the pressing carbon-neutrality targets.

Percolation-based health management of complex traffic systems

摘要： System health management, which aims to ensure the safe and efficient operation of systems by reducing uncertain risks and cascading failures during their lifetime, is proposed for complex transportation systems and other critical infrastructures, especially under the background of the New Infrastructure Projects launched in China. Previous studies proposed numerous approaches to evaluate or improve traffic reliability or efficiency. Nevertheless, most existing studies neglected the core failure mechanism (i.e., spatio–temporal propagation of traffic congestion). In this article, we review existing studies on traffic reliability management and propose a health management framework covering the entire traffic congestion lifetime, from emergence, evolution to dissipation, based on the study of core failure modes with percolation theory. Aiming to be “reliable, invulnerable, resilient, potential, and active”, our proposed traffic health management framework includes modeling, evaluation, diagnosis, and improvement. Our proposed framework may shed light on traffic management for megacities and urban agglomerations around the world. This new approach may offer innovative insights for systems science and engineering in future intelligent infrastructure management.

Research and practice on system engineering management of a mobile payment project

摘要： The popularization of the mobile internet has given rise to demand for flexible and convenient payment methods. For China, it is necessary to keep pace with or even lead the trend of innovation and development in the age of mobile payment. From the perspective of systems engineering, this paper introduces research and implementation of China UnionPay’s mobile payment project. The general requirements and core engineering problems of the mobile payment project are summarized based on analyses of the characteristics and engineering difficulties of this project. Integration of innovative technologies is introduced to resolve the contradiction between ease-of-use and security. A rapid iterative development process is adopted to improve the product release efficiency as well as the users' experience. The launch of the mobile payment project also opens the window to coordinating and upgrading the whole payment industry chains.

Whole-life Thinking and Engineering the Future

摘要： Whole-life thinking for engineers working on the built environment has become more important in a fast changing world. Whole-life thinking is not new, every project attempts to balance the initial capital cost with the operating and maintenance cost of an asset. Engineers are increasingly concerned with complex systems, in which the parts interact with each other and with the outside world in many ways — the relationships between the parts determine how the system behaves. Systems thinking provides one approach to developing a more robust whole-life approach. Systems thinking is a process of understanding how things influence one another within a wider perspective. Complexity, chaos, and risk are endemic in all major projects. New approaches are needed to produce more reliable whole-life predictions. Best value, rather than lowest cost, can be achieved by using whole-life appraisal as a part of the design and delivery strategy.

Foundations and applications of information systems dynamics

摘要： Although numerous advances have been made in information technology in the past decades, there is still a lack of progress in information systems dynamics (ISD), owing to the lack of a mathematical foundation needed to describe information and the lack of an analytical framework to evaluate information systems. The value of ISD lies in its ability to guide the design, development, application, and evaluation of large-scale information system-of-systems (SoSs), just as mechanical dynamics theories guide mechanical systems engineering. This paper reports on a breakthrough in these fundamental challenges by proposing a framework for information space, improving a mathematical theory for information measurement, and proposing a dynamic configuration model for information systems. In this way, it establishes a basic theoretical framework for ISD. The proposed theoretical methodologies have been successfully applied and verified in the Smart Court SoSs Engineering Project of China and have achieved significant improvements in the quality and efficiency of Chinese court informatization. The proposed ISD provides an innovative paradigm for the analysis, design, development, and evaluation of large-scale complex information systems, such as electronic government and smart cities.

大型复杂技术项目的管理者面对着两个重要的系统，即被研制的工程系统和项目所处的组织机构系统（包括项目团队）。系统工程是成功实现工程系统的方法和技术，它综合多种专业技术，通过分析、综合、试验和评价的反复迭代过程，开发出一个整体性能优化的系统。社会组织系统是开放的复杂巨系统。组织机构的整体能力对大型复杂技术项目管理和系统工程方法的效能具有决定性的影响。必须在组织机构管理中强调系统的观点和方法，核心问题是如何发挥人的积极性、形成强大的群体创造力。这正是系统复杂性研究中揭示系统微观因素对宏观规律的影响机制问题。

以科学为基础的复杂系统工程研制

核武器是特殊的复杂系统，对使用有效性、安全性、可靠性有特殊的要求，核武器的工程研制是以科学为基础的方法进行的，强调基础应用研究，加强系统研究和计算机数值模拟。对复杂系统环境适应能力的力学和材料科学的数值模拟是重要的发展方向，数值模拟的关键建模和试验设计，目前对复杂系统还没有普适的建模理论，21世纪科学的发展，必将在各种学科领域中加快数值模拟的应用。
