The rapid development of artificial intelligence is profoundly changing human society’s scientific and technological level, work and lifestyle, economic and industrial structure, and even national and social security patterns. The major consulting project of the Chinese Academy of Engineering, “Strategic Research on the Security and Independence of New-Generation Artificial Intelligence,” conducted in-depth research on the current development trends and challenges of global artificial intelligence technology and industry. This project summarized the experiences related to security and development strategies of artificial intelligence in major countries and global regions. It put forward the basic ideas, goals, principles, strategic positioning, and security technology system for the security and development of China’s artificial intelligence. In addition, it established an independent innovation system and architecture for new-generation artificial intelligence. This project explored the mechanism and path for making technological breakthroughs and for guiding original innovation and development of China’s new-generation artificial intelligence field. Furthermore, it proposed systematic policy measures and suggestions. Standardization is a comprehensive manifestation of a country’s soft and hard power and it is essential for participating international competition. China attaches great importance to standardization work and has promoted standardization to a strategic height. Therefore, China actively promotes the standardization work to practice new development concepts and builds a new development pattern to serve high-quality development. Since 2018, the Chinese Academy of Engineering has organized more than 30 academicians and over 300 experts to conduct a series of strategic consulting research, including “China Standards 2035,” “Strategic Research on National Standardization Development,” and “Research on Major Issues of China’s Standardization Strategy.” These research projects have conducted in-depth investigations and discussions on a series of standardization issues from different perspectives; moreover, they put forward many innovative views and achieved productive theoretical and policy research results.
