Safe development is an important symbol of modern civilization in cities. Since the beginning of the 21st century, China has experienced the largest and fastest urbanization process in the history of the world, and profound changes have taken place in urban development mode, industrial structure, and regional layout. A large number of new industries, formats, and fields have emerged, and cities exhibit notable characteristics of increased floating population, dense high-rise buildings, and economic and industrial agglomeration, which brings about the intertwining of new and old security risks and increased pressure on risk prevention. Therefore, it becomes particularly urgent to accelerate the modernization of urban security governance and improve the capability of cities to prevent and control major risks and emergencies. Consulting projects such as “Strategic Research on the Intelligent Management and Control of National Urban Safety Risks” of the Chinese Academy of Engineering summarized the development ideas and strategic deployment in urban safety-related fields, studied the current status and existing problems of urban security risk perception, assessment, early warning, and response systems, and proposed countermeasures and suggestions to prevent and resolve major risks and promote the safe development of cities from multiple perspectives such as disaster chain response, dynamic prevention and control of security risks, disaster prevention and mitigation via resilience improvement, and urban safety development strategies.
