China has been active in promoting further integration between Internet technologies and numerous fields of social and economic development. Its Internet Plus action plan provides a comprehensive framework of practical strategies. Moreover, the Smart Plus concept, which involves the aspiration to “build industrial Internet platforms, expand the application of Smart Plus, and empower manufacturing transformation and upgrading,” was framed by the government in its 2019 Working Report for the first time. With the Smart Plus era of the future accelerating implementation of the “New Infrastructure” program, it is expected that Internet Plus actions could more significantly support and lead social and economic development. The major consulting project, titled Strategic Studies on the Internet Plus Action Plan (2035), has adopted a holistic approach in terms of technical research, industrial deployment, and demonstration of applications. It not only promotes the implementation of the Action Plan and facilitates the convergence of Internet technologies with other practical technologies but has also developed medium and long-term development strategies for the 2035 Action Plan. Specifically, the project covers: (1) technological premises for the Smart Plus era; (2) achievements and issues in implementing the Action Plan in key fields; (3) new genealogy of technologies, definitions, and framework of the Action Plan in the Smart Plus era; and (4) updated recommendations for promoting the Action Plan in dimensions such as technical research, industrial development, industrial applications, and policymaking.
