The 21st century is the century of the ocean. The uniqueness of the marine environment shows that all marine activities must rely on related equipment and technology. Whoever possesses advanced equipment and technology will have an advantage in future marine development. China is a large marine country that has both land and sea. The country has a long coastline, vast jurisdictional sea area, and abundant marine resources. To build marine power, develop marine resources, and safeguard marine rights and interests, China must first strengthen its marine equipment and technology. The major consulting project of the Chinese Academy of Engineering, “Strategic Research on Marine Equipment Development,” is launched based on the overall needs of building marine power. It involves sorting out and summarizing the overall development of various marine equipment types in China, and investigating the innovation-driven development of marine equipment and major developmental directions during the 14th Five-Year Plan period. Measures in key technological research, industrial development, and policy formulation of marine equipment are also proposed. In the information age, network security is the strategic cornerstone of national security. Without network security, there would be no national security or stable economic and social operations, and people’s interests cannot be guaranteed. Maintaining network security is a prerequisite for promoting national development, social progress, and happiness of people. The consulting project of the Chinese Academy of Engineering, “Strategic Research on Cyberspace Security Assurance,” is on cyberspace security in the financial sector, with focus on the analysis of risk control for financial retail payments, fog computing networks, Internet-of-Things security, and other issues. Technical recommendations on strengthening Internet financial security are proposed. (The cover picture is the “Fendouzhe” manned submersible.)
