At present, smart agriculture, which is characterized by digitization, networking, and intelligence, has become a new direction for the world’s agricultural development. As per the 14th Five-Year Plan and 2035 long-term goal, China’s strategic task is to ensure the development of smart agriculture. It is an important means of improving the quality, efficiency, and competitiveness of agriculture and a crucial support for seizing the commanding heights of the international agricultural science and technology. Based on the strategic needs of rural revitalization, “Smart Agriculture Development Strategy Research,” a major consulting project of the Chinese Academy of Engineering, has comprehensively formulated and summarized the overall development of China’s smart agriculture construction by focusing on agricultural big data and information services, smart planting, smart breeding, smart agricultural product supply chain, agricultural resources and environmental monitoring and information service systems, and smart agriculture-related technology industries; it has proposed recommendations on strategic tasks, technical routes, and development path to promote the development of smart agriculture. China’s high-speed industrialization has contributed to large-scale manufacturing, while high-speed urbanization has given rise to large-scale construction projects. China Manufacturing, China Creativity, and China Construction are working together toward changing the face of China. Although China is considered as a large construction economy, it is not a strong construction economy yet. It still faces challenges in the context of core technology, project quality, construction efficiency, and globalization. “Strategic Research on the High-Quality Development of China’s  Construction Industry,” a major consulting project of the Chinese Academy of Engineering, has taken the historic opportunity to initiate a new round of scientific and technological revolution, considering green construction as the development goal, intelligent construction as the technical support, construction industrialization as the industrial path, and construction internationalization to enhance the enterprise brand and competitiveness; further, it has been formulating a high-quality development strategic plan for China’s construction sector, promoting the transformation and upgrade of engineering construction and sustainable development, and providing strategic support in the context of modernization and implementation of the Belt and Road initiative.
