Abstract:

The article summarizes China's achievements in energy development in recent years, studies and analyzes the situation and challenges, and sets forth the major tasks at present and in the next period.It especially emphasizes that ensuring safe energy supply is the primary, fundamental and long-term task in the energy field, together with the efforts in energy conservation, optimizing energy mix, speeding up home-grown technology innovations, expanding energy international cooperation and promoting scientific energy development, are of great significance to ensure the energy supply for the healthy, sustainable and coordinated development of the economy and the society.

Energy Revolution and Security Guarantee of China’s Energy Economy

Abstract:

Energy is the blood for economic operation. Energy structure adjustment may significantly impact the macroeconomic operation of a country. This study quantitatively estimates the effect of energy structure adjustment on energy prices and further evaluates the impact of the resulted price changes on macroeconomic operations using an econometric model and statistical methods. The results indicate that 1% increase of the proportion of natural gas consumption in the total energy consumption raises energy prices by 0.8% while 1% increase of the coal consumption ratio lowers energy prices by 0.2%. Moreover, technological progress, energy investment growth, increased marketization, and energy efficiency improvement are conducive to reducing energy prices. We conclude that China’s energy revolution is less likely to affect the security of the energy economy and the energy price rise remains within the acceptable range of national economy and energy consumption. To better ensure the security of energy economy in the process of China’s energy revolution, we propose that China should focus on technology innovation and deepen the reforms in the energy market to improve the competitiveness of the energy market. These measures are beneficial for mitigating the energy price increase pressure from energy revolution.

Ensuring Energy Security in China through International Energy Cooperation

Abstract:

Energy security is an overall and crucial issue related to a country’s economic and social development. It is essential to the country’s development, the improvement of people’s lives, and the long-term stability of society. International energy cooperation has always played an important role in ensuring energy security. As the connotation of energy security shifts toward multiple dimensions, the positioning and main tasks of international energy cooperation are facing renewal and evolution. Based on the latest domestic and foreign situations in the energy sector and considering the new connotation of energy security, this study comprehensively elaborates the positioning of international energy cooperation in China in the new era and analyzes the key issues in the recent international energy cooperation. It is pointed out by the research that the new energy security concept proposes new and higher requirements for China’s international energy cooperation. In the near future, it should focus on promoting the establishment of a diversified import and trade pattern for oil and gas, strengthen the interconnection of electricity with neighboring countries, increase cooperation in advanced energy technologies, and actively participate in and lead the global energy governance, so as to lay a solid foundation to ensure energy security under open-up conditions.

Construction on Ecological Civilization and Revolution on Energy Production and Consumption

Abstract:

Energy is the foundation of human activities and has driven the evolution of human civilization and social development. Although fossil fuel causes great progress in industrial civilization worldwide, its consumption also brings negative effects, e.g., environmental pollution, global climate change, energy poverty, and energy safety. In the meantime, the fast growing on high-carbon energy and total energy consumption in China has become one of the primary causes of the ecological unbalance and continues domestic environmental deterioration such as air pollution, water pollution and soil pollution, etc. The key to solving the current environmental and climate problems is to promote energy revolution and realize a green life-cycle process of energy production, transmission, consumption. Pushing forward the construction of ecological civilization will also be the basic factor. This paper reviews the history of human culture and energy evolution. It analyzes the trend of global energy evolution and puts forward suggestions to promote energy revolution under the background of construction of ecological civilization.

The Path for Green Development and Utilization of Energy in China

Abstract:

The green development and utilization of energy is an important component for the new energy security strategy and the ecological civilization in China. To promote energy production and consumption revolution, this study first summarizes the development status and challenges of China’s energy sector, and elaborates the concept and principles of energy green development and utilization. Subsequently, an energy green development evaluation model and an energy utilization system evaluation index model are established to evaluate the economic and environmental benefits of the energy green development and utilization approach; development goals are then predicted for 2030 and 2050 using these two models. The energy green development and utilization can be implemented from two aspects. In terms of energy distribution, China should focus on the clean and efficient development and utilization of fossil energy, the large-scale development and utilization of clean energy, and the intelligentization of energy systems, particularly emphasizing green coal engineering, oil stabilization and gas enhancement, and energy intensification and conservation. In terms of scientific and technological innovation, China should promote breakthroughs for the safe, efficient, and clean utilization of coal; develop key technologies for deep-seated and unconventional oil and gas exploration and development; and advance scientific and technological innovation for large-scale development and utilization of clean energy. To build a clean, low-carbon, safe, and efficient energy system, suggestions are proposed in terms of energy management system innovation, energy price marketization, performance evaluation, and technology innovation system.

State-of-the-Art Analysis and Perspectives for Peer-to-Peer Energy Trading Review

Abstract:

As a promising solution to address the “energy trilemma” confronting human society, peer-to-peer (P2P) energy trading has emerged and rapidly developed in recent years. When carrying out P2P energy trading, customers with distributed energy resources (DERs) are able to directly trade and share energy with each other. This paper summarizes and analyzes the global development of P2P energy trading based on a comprehensive review of related academic papers, research projects, and industrial practice. Key aspects in P2P energy trading are identified and discussed, including market design, trading platforms, physical infrastructure and information and communication technology (ICT) infrastructure, social science perspectives, and policy. For each key aspect, existing research and practice are critically reviewed and insights for future development are presented. Comprehensive concluding remarks are provided at the end, summarizing the major findings and perspectives of this paper. P2P energy trading is a growing field with great potential and opportunities for both academia and industry across the world.

Strategic Analysis of Global Energy Transition and China’s Energy Revolution

Abstract:

Energy revolution is important for realizing the coordinated development of energy system, economic society, and ecological environment. Energy strategies significantly influence the process of national and regional energy revolutions. In this article, we propose a systemic analysis method for energy strategies called SEGO (i.e., sustainable development, energy system, governance of society, and operation of market). Based on this, the global energy transition and China’s energy revolution strategy are analyzed from four aspects: energy challenge, energy system, energy governance, and energy market as well as their relationship. The results show that the world faces multiple energy challenges regarding energy equity, energy security, and green energy. Meanwhile, lack of strong energy governance has led to a low progress of the global energy transition. China is expected to play a more active role in promoting global energy transition. Although China has achieved less energy consumption and less emissions in its development, it still faces severe challenges in multiple aspects such as energy system integration. China should focus on the overall optimization and fine management of its energy system while considering economic development and ecological protection. The co-construction, sharing, and co-adjustment should be further coordinated among different types of energy networks. Moreover, disruptive innovation in new energy technologies and industries should be encouraged.

The concept of energy 4.0, which adapts to industry 4.0 is proposed in this work. Its main feature is that it combines the wind energy, solar energy, nuclear energy and other fossil energies which are energy providers with the high-energy-consuming industries such as electrolytic aluminum, chlorine alkali, large-scale desalination of sea water, hydrogen, clean coal, coal chemical and metallurgy industries by the internet of things. This energy & industry internet is a high efficiency, low cost, sustainable, and regulatory network. energy 4.0 will play an important role in industry upgrading and economic restructuring.

The world energy development is facing serious challenges. With the international political and economic changes and technological progress, the global energy development shows a trend of energy structure change to low carbon, reverse adjustment between energy supply and demand, continuously shocking on energy price, more complicated energy geopolitics, enhancing on climate change constraints, energy technology revolution, and so on. The author puts forward the enlightenment of the world energy development trend to China’s energy production and consumption revolution from the aspects of domestic supply, energy security, green and low carbon, new energy system, science and technology innovation, supporting policy, and international energy cooperation.

Strategies and Countermeasures for Ensuring Energy Security in China

Abstract:

Energy security is important for the security system of a country. Affected by global geopolitics and the COVID-19 pandemic, China’s energy security is currently facing severe challenges. Reducing the import scale of oil and gas based on the comprehensive and efficient utilization of domestic energy to ensure energy security remains a topic that requires research for promoting China’s high-quality and sustainable development. This study first reviews the evolution of the energy security concept and summarizes the energy security strategies of typical countries. Then the energy security in China is defined from five dimensions: sustainable development, guaranteed supply, scientific support, economic affordability, and guaranteed system. Moreover, the situation faced by China’s energy security is studied and corresponding strategies are proposed. We propose that China should make efforts to stabilize the production of traditional energies, ensure the supply of imported oil and gas, promote renewable energy consumption to complement the current energy mix, encourage cooperative innovation of energy science and technology, and improve the energy development mechanism. Furthermore, we propose several policy suggestions to ensure China’s energy security from the aspects of top-level plan, integrated development of gas and renewable energies, scientific innovation of renewable energies, and international cooperation.

Strategic Research on China Energy Technology Revolution System

Abstract:

In order to promote energy technology revolution, the Chinese Academy of Engineering launched a major consultation project in 2015, Strategic Research on China Energy Technology Revolution System. This paper states a development strategy through consultation and investigation in nine key energy areas, including nuclear energy, wind energy, solar energy, energy storage, oil and gas, coal, water energy, biomass energy, and integration of the smart grid and the energy network. Based on the system analysis of China's current situation of energy technologies, this paper proposes an energy technology system in which renewable energies are the main part, electric energy is the main part of the end-use energy, and multiple energies and grids integrate and complement with each other, develops an energy technology route including three stages for development of forward-looking technologies (2020), innovative technologies (2030) and disruptive technologies (2050), and finally puts forward the strategy proposal to promote energy technology revolution, which provides scientific support for making plans and policies about energy in China.

Energy Development Status and Developing Focus of Varied Regions in China

Abstract:

China has a vast territory, so the energy resource endowments of different regions in the country are significantly varied. Promoting regional energy revolution based on local conditions is an effective way to break the bottlenecks that restrict China’s energy development. This study analyzes the current situation of energy development from the aspects of energy production, consumption, and distribution, and investigates the differences regarding energy consumption intensity and the driving force for energy consumption growth in the core regions (i.e., the Beijing–Tianjin–Hebei region, Yangtze River Delta, Pearl River Delta, old industrial bases, the Central China, energy-rich areas, and Southwest China). The medium- and long-term energy development trends and strategic focuses of these regions by 2035 are analyzed. Specifically, the Beijing–Tianjin–Hebei region should focus on the coordinated development of energy, economy, and environment; an energy system with regional linkage should be formed and optimized in the Yangtze River Delta; the Pearl River Delta can strive to build itself as a clean energy production, storage, and transportation base; economic transformation should be promoted in the old industrial bases through value increment and diversification of energy resources; Central China should establish itself as an integrated energy hub; the energy-rich areas should build itself as a green and sustainable energy security base; and clean energy consumption should be encouraged in Southwest China. To coordinate energy development in various regions, China should fully consider the significant differences in local conditions, promote social development and ecologicalprotection with the regional energy revolution, and encourage regional cooperation in energy.

Study on Situation and Direction of China Energy Technology Revolution

Abstract:

Energy technology revolution is the foundation for boosting energy consumption revolution, supply revolution, institutional revolution and strengthening international cooperation. The energy technology revolution is the support of a modern energy system that is clean, low-carbon, safe and efficient. It is an important part of building an innovation-oriented country. This paper states the energy situation and challenges in China, studies future energy structures in three time nodes including 2020, 2030 and 2050, and summarizes the common trend of the technology development to realize the collaboration of multi-field energy technologies. Also, the development direction of energy technology is proposed to realize the leapfrog development, and to build an energy technology innovation system with Chinese characteristics.

The energy rattrap and transition of China

Abstract:

China is endowed with inadequate resources of oil and natural gas, and depends its 50 % of energy demand upon import. Also the quantitative ratio of reservation vs. production has already declined below 50. Among the total energy consumption, coal accounts 70 % in China, and the amount of CO2 emission has been more than the US. Nowadays, energy transition is a worldwide trend, including China. Its major direction is developing clean energy, and taking renewable energy as a focus point. China has a potential of substituting 70 % of present energy consumption, including small hydropower, wind energy and biomass energy. These resources that are economically available are 63 million tce, 123 million tce and 1.047 billion tce separately. Biomass resource is the richest in China, and it can be served to increase farmers' income immediately, promote rural economy, thus it should be regarded as the foremost area of tapping renewable energy and energy transition.

Energy Production and Consumption Characteristics and Energy Development Path in Northwest China

Abstract:

Northwest China is rich in energy resources. However, problems such as low energy efficiency and energy structure mismatch remain. Assessing the energy development level and designing energy development paths are crucial for ensuring energy security and promoting energy development quality in Northwest China. This study analyzed the characteristics of energy production and consumption in Northwest China and clarified the prominent problems in energy development. The gray forecasting and multiple regression methods were used to forecast the energy development level from 2023 to 2030, and the energy development path in Northwest China was designed accordingly. Our results show that in Northwest China, the energy structure has been continuously optimized in recent years, and the production and consumption of renewable energies continued to rise; however, the production and consumption of renewable energies was still far lower than that of traditional energies. In addition, the impact of economic, industrial,and technological issues on energy development is significant. To promote the green renewal and development through energy transition, this study proposed to focus on the integration of traditional and new energies, adopt development methods such as supply revolution, consumption revolution, technological revolution, institutional revolution, exchange and cooperation, and implement an energy development action plan using a multi-subject collaborative approach.
