新兴服务业体系安全的高端标准困境与突破路径研究
High-End Standards for System Security in Emerging Service Industry: Dilemmas and Breakthrough Paths
新兴服务业是在传统服务业转型基础上形成、以新技术应用和平台化运营为主要特征的新型服务活动。由于其生产交付高度依赖技术规则和平台体系,高端标准建设成为该领域的关键问题,直接关系国家体系安全。本文以数字文化智能装备、数字内容生成与创作、数字贸易服务和智慧城市平台服务4个重点赛道为研究对象,考察标准缺位、更新滞后及实施不足引发的安全风险。本文从各领域的服务形态出发,识别高端标准的关键环节及其安全后果,归纳出技术自主、产业生态、公共服务运行及国际规则与市场准入四方面风险。研究发现,我国新兴服务业已形成较大的市场规模和较好的工程应用基础,但在关键架构、基础接口和评测认证等方面的自主能力与规则影响力仍显不足。人工智能生成内容标识、内容来源和真实性联盟凭证等典型案例表明,高端标准一旦进入平台接口、证书信任和检测认证等关键环节,其影响便可能由单项技术延伸至产业协作、公共服务运行和国际市场准入。为完善新兴服务业高端标准治理,研究建议,加强关键高端标准自主供给能力,推动标准研制与技术研发同步部署;建立标准试验联盟,完善参考实现、公共测试集、检测认证与认证采信机制,支撑产业协作和跨平台兼容;建立重要服务系统全过程动态复审与韧性保障机制,强化切换与灾备测试,并将资金支持与实施成效相衔接;统筹国际规则参与与市场准入安排,在推进国际标准合作与认证互认的同时,保留自主技术方案和备用接口,完善必要的安全审查。
The emerging service industry has grown out of the transformation of traditional services and is characterized by the application of new technologies and platform-based operations. Given that the production and delivery of the industry depend heavily on technical rules and platform systems, the development of high-end standards becomes a critical issue that bears directly on national systemic security. Focusing on intelligent equipment for the digital culture, digital content generation, digital trade services, and smart city platform services, this study examines the security risks arising from missing standards, delayed updates, and inadequate implementation. Starting from the service forms of each field, it identifies the key links at which high-end standards matter and the resulting security consequences, and groups the risks into four categories: technological self-reliance, industrial ecosystem security, public service operations, as well as international rules and market access. The study finds that China's emerging service industry has already developed a substantial market scale and a strong foundation for engineering applications, but it still lacks self-reliance and rule-setting influences regarding critical architectures, core interfaces, as well as evaluation and certification. Typical cases, such as labelling rules for artificial intelligence generated content and content provenance credentials formulated by the Coalition for Content Provenance and Authenticity (C2PA), demonstrate that once high-end standards are incorporated into such key links as platform interfaces, certificate trust systems, and testing and certification processes, their influence can extend from individual technologies to industrial collaboration, public service operations, and access to international markets. To improve the governance of high-end standards in the emerging service industry, this study recommends strengthening the self-supply of critical high-end standards and aligning standards development with technological research and development. It also proposes the establishment of a standards testing alliance to improve reference implementations, shared test datasets, testing and certification, and certification recognition mechanisms, thereby supporting industrial collaboration and cross-platform compatibility. Moreover, a dynamic review and resilience assurance mechanism should be established throughout the lifecycle of critical service systems, with a focus on strengthening switching and disaster recovery testing, and aligning financial support with implementation outcomes. Additionally, it is essential to coordinate participation in international rule-making and market access arrangements while preserving independent technical options and backup interfaces, and enhancing necessary security reviews.
