中国制造数控一代产品升级与有组织创新——以泉州数控一代创新工程为案例

摘要

本文围绕数控一代创新工程的实践,以泉州市数控装备升级换代为案例,在创新治理的框架下,讨论多元创新主体协同合作而产生的新一代有组织创新模式。通过分析,说明数控一代创新工程在用户市场强大需求的拉动和研发机构有效技术推动的基础上,政府通过发挥“四两拨千斤”的作用,以少量政策资源撬动广泛的市场资源投入,调动了企业、研发机构、行业中介、金融机构等多元创新主体的积极性,动员和组织了量大面广的制造业企业,在市场经济的原则下克服各种障碍,主动接受关键共性技术,该案例是推广制造业共性技术扩散的成功范例。同时,在总结现有成功经验的基础之上查找存在的不足,为更好地推进制造业广泛升级提供决策依据。
