煤炭行业高质量发展研究

摘要

我国已进入高质量发展的新阶段,随着碳达峰、碳中和目标的提出,应加速构建绿色低碳循环的能源新发展格局。煤炭作为我国的基础能源类型,为经济平稳运行提供了坚实保障,但煤炭行业在效率、技术、市场、安全、环境等方面的发展不平衡不充分问题,已不再适应能源高质量发展、积极应对气候变化的新要求。本文系统分析了煤炭行业发展面临的3 个不平衡、6 个不充分问题,结合新形势下能源发展的新要求,界定了煤炭行业高质量发展内涵;从动力变革、质量变革、效率变革3 个方面着手,构建了包含创新驱动、智能高效、多元经济、安全健康、绿色低碳5 个维度共23 个指标的三级评价指标体系,并应用GRA-TOPSIS 综合评价法对煤炭行业发展水平进行了评价。研究提出了煤炭行业高质量发展的重点任务:创新驱动的绿色智能发展体系,协同融合的绿色低碳发展体系,竞争有序的市场体系,合作共赢的全面开放体系,高素质的人才队伍体系;从顶层制度安排、推进煤炭行业碳减排、提升煤炭产需平衡能力等方面给出了发展建议。
