北斗卫星导航系统国际化应用总体策略研究

摘要
推动北斗卫星导航系统（北斗系统）实现国际化应用，是发挥北斗系统全球公共服务基础设施作用，让北斗系统更好地服务全球、造福人类的必由之路。本文在分析美国全球定位系统（GPS）、俄罗斯格洛纳斯卫星导航系统（GLONASS）、欧洲伽利略卫星导航系统（GALILEO）国际化应用策略的基础上，结合北斗系统国际化应用的现状和形势，提出了北斗系统国际化应用的基本策略。研究建议，北斗系统国际化应用应当遵循跨越式发展的应用路径，采取构筑信心、多元化发展、融合协同、政企联动、塑造国际环境的五大应用方式；在应用区位的选择上，以亚太市场为首要发展区域，以“一带一路”沿线国家和地区为重点应用区域，兼顾欧美市场和具有发展潜力的非洲和中东地区市场等，向全球市场辐射；经过第一阶段的改革适应、加速前进，第二阶段的扩大市场、全速前进，第三阶段的全球应用，逐步实现北斗系统国际化应用。
