航运安全保障智慧化管控模式发展研究 ——以上海市为例

摘要

航运业是我国经济社会发展重要的基础产业,航运安全保障体系高效运行是实现其健康可持续发展的关键,立足智能化时代促进我国航运安全保障智慧化发展,是实现体系结构优化调整的必由之路。着眼于我国航运智慧化管控模式的发展需求,本文综述了国内外先进港口城市航运安全保障的现状和发展趋势;厘清了数字孪生、大数据、智能船舶、无人船、船联网等新兴智能技术在我国航运安全保障中的应用方向;以上海市为例,分析了航运安全保障的总体态势,提出了一体化的上海市航运安全保障智慧化管控创新模式和“五层两面”目标架构;研究从加强顶层布局共建“基础底座”、强化共享协作“涉海一盘棋”、配套政策促进技术发展、建立新法规新机制等方面提出具体工程和政策发展建议,以期为智能技术与航运安全保障交叉研究、航运安全保障高水平发展提供借鉴。
