财税政策是促进新能源发展的一种重要政策手段。美国等发达国家在利用财税政策支持新能源发展方面积累了丰富经验。我国开发利用新能源的时间较短，相关财税政策尚不完善，因此需要借鉴国外有益经验，进一步健全新能源财税政策体系，促进新能源发展。
