从世界发展大趋势与部队装备建设的实际出发，依照科学发展观，对我国科技人才问题，特别是我国工程科技人才的分类、现状、需求，以及21世纪科技人才的培育和选用等问题做了战略性评述。

Starting from the general developing trend of the world and practice of weaponry construction of armed forces, on the basis of scientific outlook on development, this paper lays stress on questions on qualified scientists and technicians, especialy on the classification, present condition, demand,as well as the strategy of fostering and select of engineering qualified scientists and technicians in the 21st century.
