从我国重大工程实践中引出科技创新存在的一些实际问题，提出创新是科技发展的基本动力；论述了保护科技创新的基本原则；提出鼓励科技创新的新思路，以及改革科研立项评审制度的建议等。

This paper draws real questions on technological innovation from major engineering practices in China, proposes that innovation is the basic motive force of the development of science and technology. The authors bring out the basic principles of safeguarding technological innovation, propose the new thinking to encourage innovation and the suggestions to reform appraisal regulations and so on.
