Urban eco-environmental degradation is becoming inevitable due to the extensive urbanization, population growth, and socioeconomic development in China. One of the traffic arteries in Shenzhen is an urban expressway that is under construction and that runs across environmentally sensitive areas (ESAs). The environmental pollution from urban expressways is critical, due to the characteristics of expressways such as high runoff coefficients, considerable contaminant accumulation, and complex pollutant ingredients. ESAs are vulnerable to anthropogenic disturbances and hence should be given special attention. In order to evaluate the environmental sensitivity along this urban expressway and minimize the influences of the ongoing road construction and future operation on the surrounding ecosystem, the environmental sensitivity of the relevant area was evaluated based on the application of a geographic information system (GIS). A final ESA map was classified into four environmental sensitivity levels; this classification indicates that a large proportion of the expressway passes through areas of high sensitivity, representing 11.93 km or 52.3% of the total expressway, and more than 90% of the total expressway passes through ESAs. This study provides beneficial information for optimal layout schemes of initial rainfall runoff treatment facilities developed from low-impact development (LID) techniques in order to minimize the impact of polluted road runoff on the surrounding ecological environment.

A new-generation, three-dimensional observing network on the plateau and its peripheral may not only provide a strong precursor for the development of regional disastrous weather and climate events downstream, but may also provide crucial information on cross-hemispheric energy and water cycle and global climate change. In view of the roles of the Tibetan Plateau as the upstream key region for flooding, heavy rainfall, and snowstorms in a large area of eastern China, and the most sensitive region for climate change on the global scale, a plan for setting up an observing network and application of new technology has been proposed. We have designed and constructed this new-generation observing network on the Tibetan Plateau and its peripheral regions. The development of this new observing network has gone through a path of scientific experiment engineering construction- operation application. In particular, utilizing a north-south line of observational data from GPS and AWS stations on the east fringe of the Plateau, we were able to assimilate these data into the WRF(weather research and forcaits) 3Dvar system. The ensuing predictive results indicated that the upstream observations enhanced the ability for numerical prediction of summer heavy rainfall in eastern China and winter snowstorms in south China. Verifications suggested that the observing network had a significant impact on the early warning of disastrous weather events downstream.

MEC-Empowered Non-Terrestrial Network for 6G Wide-Area Time-Sensitive Internet of Things Article

In the upcoming sixth-generation (6G) era, the demand for constructing a wide-area time-sensitive Internet of Things (IoT) continues to increase. As conventional cellular technologies are difficult to directly use for wide-area time-sensitive IoT, it is beneficial to use non-terrestrial infrastructures, including satellites and unmanned aerial vehicles (UAVs). Thus, we can build a non-terrestrial network (NTN) using a cell-free architecture. Driven by the time-sensitive requirements and uneven distribution of IoT devices, the NTN must be empowered using mobile edge computing (MEC) while providing oasisoriented on-demand coverage for devices. Nevertheless, communication and MEC systems are coupled with each other under the influence of a complex propagation environment in the MEC-empowered NTN, which makes it difficult to coordinate the resources. In this study, we propose a process-oriented framework to design communication and MEC systems in a time-division manner. In this framework, large-scale channel state information (CSI) is used to characterize the complex propagation environment at an affordable cost, where a nonconvex latency minimization problem is formulated. Subsequently, the approximated problem is provided, and it can be decomposed into sub-problems. These sub-problems are then solved iteratively. The simulation results demonstrated the superiority of the proposed process-oriented scheme over other algorithms, implied that the payload deployments of UAVs should be appropriately predesigned to improve the efficiency of using resources, and confirmed that it is advantageous to integrate NTN with MEC for wide-area time-sensitive IoT.

The rapid development of artificial intelligence (AI) facilitates various applications from all areas but also poses great challenges in its hardware implementation in terms of speed and energy because of the explosive growth of data. Optical computing provides a distinctive perspective to address this bottleneck by harnessing the unique properties of photons including broad bandwidth, low latency, and high energy efficiency. In this review, we introduce the latest developments of optical computing for different AI models, including feedforward neural networks, reservoir computing, and spiking neural networks (SNNs). Recent progress in integrated photonic devices, combined with the rise of AI, provides a great opportunity for the renaissance of optical computing in practical applications. This effort requires multidisciplinary efforts from a broad community. This review provides an overview of the state-of-the-art accomplishments in recent years, discusses the availability of current technologies, and points out various remaining challenges in different aspects to push the frontier. We anticipate that the era of large-scale integrated photonics processors will soon arrive for practical AI applications in the form of hybrid optoelectronic frameworks.

Processing and analysis of data from microwave humidity sounder onboard FY-3A satellite

Microwave humidity sounder (MWHS) is one of payloads on the Fengyun-3A (FY-3A) satellite. This paper introduces its structure, operation status and data receiving and processing. The paper constructs an inversion model using artificial neural network (ANN) algorithm, and makes comparison with advanced microwave sounding unit advanced microwave sounding unit-B(AMSU-B). The results demonstrate that the model can be operated successfully. Using the simulated brightness temperatures from MWHS from July to December in 2008 in Beijing, the paper derives water vapor density profiles and gives analysis of root mean square. Meanwhile, the paper focuses on brightness temperature values of different scanning lines when the typhoon comes. The paper demonstrates that FY-3A satellite MWHS can retrieve the water vapor density profiles, cloud liquid water and other related information. Also, in the process of monitoring the tropical typhoon and cyclone and judging the trend of them, FY-3A satellite MWHS also plays a very important role.

In order to analyse the pressure sensitivity feature of high-dip fractures in the extra low-permeability sandstone reservoirs, the contrast experiment among matrix sample, bearing natural fracture sample and bearing artifieial fracture sample of extra low-permeability reservoirs in Ordos basin was accomplished. The experiment results indicate quite obvious pressure sensitivity feature of fractures in the extra low-permeability reservoirs. The matrix sample without fracture has medium pressure sensitivity and the samples with fractures have strong pressure sensitivity. The bigger the fracture aperture and permeability, the stronger the pressure sensitivity is. The stronger the pressure sensitivity, the lower the resumptive degree of fracture permeability is. The pressure sensitivity of fractures is of great significance to the development of the extra low-permeability sandstone reservoirs.

A Development Strategy for China’s Healthcare Industry

In order to promote the development of China's healthcare industry, the Chinese Academy of Engineering (CAE) launched a major advisory implement the "Healthy China" strategy and project in 2015: the Research on the Development Strategy of China's Healthcare Industry project. Since the start of the project, the project team has organized 28 academicians and more than 150 experts to conduct an extensive social investigation of a total of 12 cities, including Beijing, Shanghai, Guangzhou, Shenzhen, and other first-, second-, and third-tier cities. Based on this investigation, this paper introduces the concept, implications, and development features of the domestic healthcare industry in China in order to investigate its development status. With the objective of establishing a comprehensive healthcare security system that includes full coverage and complete processes, this paper conducts an in-depth study of the positioning and development concepts of the healthcare industry and of the ideal healthcare modes for urban and rural areas. Next, in view of key problems such as health management system construction, healthcare for the aged, the combination of healthcare with medicine, health insurance, private medical institutions, and financial security for healthcare systems, this paper discusses the security measures that should be introduced in order to comply with the development strategy of China’s healthcare industry, and makes relevant suggestions.

Cell voltage is a widely used signal that can be measured online from an industrial aluminum electrolysis cell. A variety of parameters for the analysis and control of industrial cells are calculated using the cell voltage. In this paper, the frequency segmentation of cell voltage is used as the basis for designing filters to obtain these parameters. Based on the qualitative analysis of the cell voltage, the sub-band instantaneous energy spectrum (SIEP) is first proposed, which is then used to quantitatively represent the characteristics of the designated frequency bands of the cell voltage under various cell conditions. Ultimately, a cell condition-sensitive frequency segmentation method is given. The proposed frequency segmentation method divides the effective frequency band into the [0, 0.001] Hz band of low-frequency signals and the [0.001, 0.050] Hz band of low-frequency noise, and subdivides the low-frequency noise into the [0.001, 0.010] Hz band of metal pad abnormal rolling and the [0.01, 0.05] Hz band of sub-lowfrequency noise. Compared with the instantaneous energy spectrum based on empirical mode decomposition, the SIEP more finely represents the law of energy change with time in any designated frequency band within the effective frequency band of the cell voltage. The proposed frequency segmentation method is more sensitive to cell condition changes and can obtain more elaborate details of online cell condition information, thus providing a more reliable and accurate online basis for cell condition monitoring and control decisions.
