Supplementary Suggestion for Countermeasures for Exploitation and Utilization of Water Resources of the Northwestern Region of China

Abstract:

Freshwater resources are the material basis for human subsistence and economic and social development. The problem of water resources is very severe in the process of development in the northwestern region of China. This paper further discusses the problem concerning the implementation of the uprinciple of harmonious co-existence of man and nature” during the development of the northwestern region, and suggests that in the process of exploitation and utilization of water resources in the northwestern region it is necessary to consider issues from the fact that the region has only a small total amount of water resource but very large annual evaporation and very small annual precipitation. Efforts should be made to broaden sources of water and economize on water, prevent various kinds of waste of water resources, raise the effectiveness of water use, reduce water pollution, recover water resources and improve the environment. It is advisable to take actively the way of “storing water under the ground”,expanding groundwater and developing groundwater rationally, and meanwhile to adhere to expanding usable freshwater resources continuously.

Based on analyzing research achievements and technical trend of modern water-saving agriculture in China, combining technical development and demand on modern water-saving agriculture, the author suggested five of technical research emphases on modern water-saving agriculture in the future, including the biological water-saving technique,inferior water resources development technique, water-saving irrigation technique and equipment, dryland water high-efficient agriculture, and the regional development mode of water saving in field for water-saving agriculture.

Rational Distribution of Water Resources of North China and South-to-North Water Diversion

Abstract:

According to the present status of China´ s water resources and the needs of sustainable development, it is imperative and possible to carry out the south-to-north water diversion project, that is to divert water from the Yantze River valley, which has plentiful water resources, upward to the north part of China.

The principle of south-to-north water diversion should be as follows: Establish the sociaty of water-saving, do not supply water according to the “exaggerated needs”; distribute water rationally, and pay attention to tapping the potential; the east and weet water diversion routes are existing side by side and playing a part together, not irreconcilable to each other; make budget estimate in a practical and realistic way, avoiding endless supplementary budgets; the partial and local interests must be subordinated to the interests of the whole, and the temporary interests, subordinated to the long-term enes; implement unified management, scientific allocation and the charginy system for use of water resources; to divert water from the southwest region is not realistic, better to put off.

Strategic Study on Allocation of Water Resources, Conservation and Upgrading of Eco-environment and Sustainable Development in North-west China

Abstract:

The northwestern region of China is a vast territory rich in resources and dwelt by many ethnic groups. It is of strategic importance so far as economic development, social security and national defense are concerned and is also an extremely important ecological buffer zone of China. In the last fifty some years, commensurate with the rapid economic development of the region, such environmental problems as land desertification and water pollution have also come into being. Of all problems, that of water resources allocation is the most crucial. It imposes a serious constraint on the sustainable development of the local society and economy.

Pursuant to the directives issued by the Central Government on “the development of China´s west” in harmony with that in ecology and environment, Chinese Academy of Engineering, on approval by the State Council, launched a strategic study on allocation of water resources, conservation and upgrading of eco-environment and sustainable development of the northwest region. On the basis of detailed investigations and scientific research, this group has come to realize that, in order to ensure sustainable development of economy, it is imperative to insist on observing the co-existence between human being and nature as the peremptory guideline of development. In this connection, sustainable development of social economy must be supported by sustainable utilization of water resources. Rational plans must be drawn up for the overall upgrading of the regional ecology and environment. The structure of industry and the way to effect economic growth must be revamped. A society with its economy based on resources saving, efficient and pollution-proof use of water should be developed. Under the condition of sustainable utilization of water resources and protection of eco-environment, water resources should be rationally allocated. A suitable policy of population control must be enforced, in order to prevent excessive growth in population. Ten strategic measures are proposed including unified administration of water resources, development of manufacturing and mining industries, acceleration of urbanization, establishment of coordinating mechanism for the conservation and upgrading of eco-environment and others.

Abstract:

Western China is an important area for increasing oil and gas reserves and production in China, and it is also the most arid and water-deficient area in the country; there is a complex linkage between energy and water resources in this region. Hence, it is important to promote the coordinated management of energy and water resources. In this article, we review the prospects and deployment of oil and gas production in Western China, investigate the development mode and water utilization status of different oil and gas fields from seven companies of China National Petroleum Corporation in Western China, and analyze the guarantee risks of water resource and water environment during gas and oil development. The research shows that oil and gas production has steadily increased in Western China in recent years, and the consumption of fresh water in oil and gas fields has changed little, owing to the continuous improvement in sewage treatment and recycling efficiency. However, considering the progressive development of unconventional oil and gas resources, future oil and gas development in Western China is likely to significantly affect the surface and underground water systems. It is suggested to develop precise water injection and waterless fracturing technology to stabilize oil production and control water use, increase the recycling of produced water to strengthen scientific water management, and improve the comprehensive allocation guarantee system of water resources, so as to reduce the impact of oil and gas development on water system while ensuring water use security for energy industry, thereby realizing the coordinated development of energy and water resources in Western China.

A “One Engine with Six Gears” System Engineering Methodology for the Economic Development of Unconventional Oil and Gas in China Article

Abstract:

Unconventional oil and gas resources have become the most important and realistic field for increasing China's domestic oil and gas reserves and production. At present, the production scale does not match the massive amount of resources and the rapid growth of proven geological reserves. The challenges of technology, cost, management, and methodology restrict large-scale and economic development. Based on successful practices, a "one engine with six gears" system engineering methodology is put forward, which includes life-cycle management, overall synergy, interdisciplinary cross-service integration, marketoriented operation, socialized support, digitalized management, and low-carbon and green development. The methodology has been proved to be effective in multiple unconventional oil and gas national demonstration areas, including the Jimusar continental shale oil demonstration area. Disruptive views are introduced—
namely, that unconventional oil and gas do not necessarily yield a low return, nor do they necessarily have a low recovery factor. A determination to achieve economic benefit must be a pervasive underlying goal for managers and experts. Return and recovery factors, as primary focuses, must be adhered to during China’s development of unconventional oil and gas. The required methodology transformation
includes a revolution in management systems to significantly decrease cost and increase production, resulting in technological innovation.

Abstract:

Northwest China has abundant light, heat, and land resources, but limited water resources which has restricted the sustainable development of food security in this region. Water-use efficiency in crop production, water resources stress, and virtual water output of crops in Northwest China are evaluated using water footprint and virtual water as analysis tools. Grain production and agricultural water use in Northwest China are predicted. Furthermore, policy suggestions are proposed to guarantee the sustainable development of water resources and food security in Northwest China, including gradually reducing the scale of agricultural water use in this region, optimizing the crop planting structure, and implementing a virtual water project along the Silk Road Economic Belt. This study is hoped to provide a reference for the rational utilization of regional water resources and the formulation of food security strategies.

The Good Social Cycle of Water and the City Water Resource

Abstract:

The solution ways of the crisis of the city water resource shortage are discussed from the viewpoint of whole processe of social cycle of water. It is pointed out that the possible ways to pass the crisis of city water resource are as follows : treatment and reuse of urban wastewater and industrial wastewater, saving water, pollutant removal treatment of drinking water, good quality water for effective use, reasonable allocation of water, utilization of rainwater and seawater, and long distance transfer of water on the basis of full demonstration.

Abstract:

The Characteristics of water and the issue of water resources in China are mainly discussed in the paper. The viewpoint that the situation of water resources in China cann´t be judged simplily by the amount of average yearly precipitation, and the exploitation and utilization of water resources depend on the humen´s control and management are expounded. In general the water resources in China is enough for using, its unbalnced distribution in space-time is the most problem. Lots of experiences about bringing water under control and using water were accumulated by the Chinese farmers in thousand-years-histroy´s practice. Saving water in agriculture is very important,the key measure is to advocate “decentralized storage and decentralized utilization of water” so that the loss and pollutiion of runoff can be controled. In order to raise the efficiency of water use,a series of research and practical work needs to be carried out.
