Frontiers of Information Technology & Electronic Engineering 2021, Volume 22, Issue 3,   Pages 287-436 doi: 10.1631/FITEE.2000387

Abstract: Indium selenide (InSe) is a typical layered metal-chalcogenide semiconductor that has potential for developing ultrafast optoelectronic devices. In this work, InSe-polyvinyl alcohol (InSe-PVA) film is employed as saturable absorber and prepared by mixing InSe solution and polyvinyl alcohol solution. The nonlinear absorption properties of the InSe saturable absorber (InSe-SA) are investigated, showing that the nonsaturable absorption and modulation depth are 37.5% and 9.55%, respectively. lasers are generated in erbium-doped fiber (EDF) laser-employed InSe as a mode-locker. The central wavelength and pulse duration of the pulse are 1568.73 nm and 2.06 ps, respectively, under a repetition rate of 1.731 MHz. The maximum average output power is 16.4 mW at the pump power of 413 mW. To the best of our knowledge, this is the first demonstration of a pulse with InSe as a mode-locker. The experimental results further demonstrate that InSe is an outstanding nonlinear absorption material in ultrafast .

The Globalization of Traditional Medicines: Perspectives Related to the European Union Regulatory Environment Perspective

Werner Knoess, Jacqueline Wiesner

Engineering 2019, Volume 5, Issue 1,   Pages 22-31 doi: 10.1016/j.eng.2018.11.012

Abstract:

In the Member States of the European Union (EU), a harmonized legislation on medicinal products has been enforced, which specifically defines herbal medicinal products and traditional herbal medicinal products. The scope was to create a regulatory environment that takes into account the particular characteristics of herbal medicinal products. The harmonization of standards is intended to harmonize assessment and facilitate access to the market in different Member States. The standards defined by the EU herbal monographs of the Committee on Herbal Medicinal Products (HMPC) and the quality requirements laid down in the European Pharmacopoeia represent an excellent model of multinational harmonization of the regulatory environment for herbal and traditional medicines. It has also been demonstrated that this framework is at least partially applicable for herbal and traditional medicines from traditional Chinese medicine (TCM) to gain access to the EU market. Moreover, the HMPC provides specific guidance documents and pilot projects on monographs on the safety and efficacy of Chinese herbal drugs. In the European Pharmacopoeia, the number of quality monographs of herbal drugs with an origin in TCM is continuously growing. These developments indicate that globalization of traditional medicines is an ongoing process. Communication and cooperation between regulators, the scientific community, and interested stakeholders will set the stage for the convergence of diverse regulatory environments. This will contribute to worldwide availability of traditional medicines based on appropriate standards.

Abstract:

Projects one-off nature and the difference between Chinese and Western cultures are the root of project management problem in China. Project organization culture is particular and not the same as corporation culture.Integration of Confucianism,Daoism and Buddhism imposed profoundly on the “ soft problem ” and PMBOK “soft module” in project management. More theoretic inovation and practice on communication, human resource, contract management and morality of management, etc. , should be developed.

Xia Xiaole, Wu Jianrong, Chen Jian

Strategic Study of CAE 2021, Volume 23, Issue 2,   Pages 129-137 doi: 10.15302/J-SSCAE-2021.02.017

Abstract:

With Industry 4.0 being promoted globally, the technical status, challenges, and upgrading directions need to be clarified for China’s traditional fermented food industry; strategies and policy suggestions are required for the upgrading of the industry. Field research, questionnaire survey, and literature analysis reveal that China’s traditional fermented food industry is decentralized, intelligent manufacturing has not been properly applied to the industry, and a green manufacturing system has not yet been completed. Meanwhile, the industry faces many challenges such as weak capability in independent research and development of core technologies and equipment as well as lack of a clear upgrading path. Therefore, key technologies should be enhanced by unearthing the fermentation metabolism mechanism and developing independent complete equipment, and standardization shall be strengthened to promote end-toend integration. To establish a novel fermented food industry, China should strengthen top-level design and strategic guidance, promote breakthroughs in key theoretical and technological foundations, nurture a new model of shared manufacturing, encourage policies and support measures, and improve industry standards and ecosystems.

Frontiers of Information Technology & Electronic Engineering 2021, Volume 22, Issue 3,   Pages 287-436 doi: 10.1631/FITEE.2000033

Abstract: We built a Tm:Ho co-doped fiber laser using a TiC material as a saturable absorber (SA). The formation of s (VSs) and s (NLPs) was observed. The SA was prepared by dripping a TiC solution on a side-polished D-shaped fiber and then naturally vaporized. The VS is characterized by two coexisting sets of Kelly sidebands. By modulating the polarization controller in the fiber laser, NLPs with about 3.3 nm bandwidth can be switched from the VS. To the best of our knowledge, this is the first time that VSs have been generated in a fiber laser using a TiC material as the SA.

Strategic Study of CAE 2020, Volume 22, Issue 1,   Pages 73-79 doi: 10.15302/J-SSCAE-2020.01.015

Abstract:

To solve the contradiction between ecological protection and the urgent need of improving people’s livelihood in the Qinba Mountain Area, current situation of traditional industries in this area and the problems affecting the development of traditional industries are analyzed, and countermeasures for the transformation of traditional industries in the Qinba mountain Area is proposed. We propose that governments in this Area should take high-quality development as the goal, highlight regional comparative advantages, and focus on innovative, clustering, service-oriented, and green development. Characteristic industries should be vigorously developed according to regional advantages, e.g., special local products processing industry, traditional Chinese medicine industry, silk and linen textile and clothing industry, aquatic industry, air industry, health care for the elderly, health maintenance, and leisure tourism industry.Manufacturing industries should be upgraded by improving quality and efficiency, such as aviation, CNC machine tools, automobiles and parts, new materials, and high-tech electronics. High energy-consuming and high pollution industries should be strictly restricted, including coal, minerals, building materials, metallurgy, and heavy chemical industry.

Evolution of partnering contracts — new engineering contract trials

Liu Zhengguang

Strategic Study of CAE 2012, Volume 14, Issue 12,   Pages 81-84

Abstract:

With the development of society, the engineering industry has become very complex, so the traditional construction contract can not meet the requirement of increasingly diversified development of enginee-ring. Therefore, through wide study and discussion, the Institution of Civil Engineers (ICE) agreed to improve the construction contract. In 1993, the new engineering contract (NEC) was launched by ICE to encourage the “team spirit” and establish a good partnership. After nearly 20 years of application, it was proved very effective. In 2009, the Hong Kong Special Administrative Region Government introduced NEC tentatively. The experience of the first project using NEC was introduced in the paper. The project results show that the NEC can save the duration and cost, reduce the contract disputes and increase effectiveness, which enhances the confidence of the engineering industry for introducing NEC.

Upgrading Traditional Copper Industry With Advanced Technology

Kong Fanyi

Strategic Study of CAE 2001, Volume 3, Issue 9,   Pages 69-76

Abstract:

Yunnan Smelter (Yunnan copper Co., Ltd.), built in early 1960s, is mainly engaged in smelting of copper concentrate with electric furnace. There had been problems since putting into operation, such as high energy consumption, poor utilization of SO2, serious environmental pollution and high operating cost. By persistent technical upgrading and innovation in the past two decades, especially the introduction of the advanced oxygen-enriched top-blown bath smelting to replace the electric furnace smelting, the enterprise has been enhanced rapidly. It is expected that by 2002 the smelter will become one of China´s three major copper enterprises, and may rank among the top twenty copper producers in the world. By that time the “three waste” disposal will meet the environment requirements, hence clean production will be realized in the plant, and electric power consumption for blister copper will drop from 2314 kWh/t to 1542 kWh/t and, accordingly, the operating cost will be lowered greatly.

New Formulas for the Static Characteristic of Hydrostatic Bearing and Their Application

Meng Xinzhai,Yang Jianxi,Meng Zhaoyan

Strategic Study of CAE 2002, Volume 4, Issue 5,   Pages 63-66

Abstract:

In this paper, the traditional hydrostatic characteristic formulas of hydrostatic bearing, or slide guide, are analyzed. These formulas aren't used to calculate and design the parameters of hydrostatic bearings due to the innate defects. At the same time, new formulas for hydrostatic characteristic of bearing are presented .Using new formulas to design and calculate the parameters of hydrostatic bearing may got exact results quickly and efficiently, because the new formulas can reflect the nonlinear relation between the static load forced on the axle neck and the bearing clearance.

Huang Zhixun

Strategic Study of CAE 2002, Volume 4, Issue 1,   Pages 54-63

Abstract:

This paper is devoted to a survey of wave-particle duality theory of the optical waves and matter waves. The historical notes and the exploration of some paradoxes of this subject are discussed. First,it must be mentioned that the rest mass and the inner construction of photon still be a key problem of science. The papar calls scientits´ attention to that, the wave-particle duality theory established depond on the wavelength being small enough, but the demarcation line is not clear. And so,whether the optical waves and EM waves corresponds to matter, or the character of matter, is discussed. Then, a question for the FTL phase velocity of matter waves is proposed. The analysis shows that how to establish the EM-pulse´s particle image is still to be solved in the future research. Moreover, We connect in the mind, when the EM pulse propagate with a speed higher than the speed of light, will the Special Relativity be disrupted? Finally, the paper presents a discussion on the particlelity of evanescent waves and the virtual photons.

A Dialogue With the Ancient and Reflection on the Interpretation of History of Bian Que and Traditional Chinese Medicine

Fu Youfeng

Strategic Study of CAE 2005, Volume 7, Issue 12,   Pages 7-16

Abstract:

Based on the description of epidemic diseases in the chapter of “The Story of Bian Que” in Records of Historian, the author has analyzed and explored the truthfulness of its background data and the possibility of the plague spreading at that time from both macro and micro angles. The symptoms of plague including chills and fever, the digestive symptoms and the symptoms in central nerve system made great influence on the formation of some doctrines in traditional Chinese medicine (TCM) such as exopathic heat disease doctrine, internal injury of spleen and stomach doctrine and epidemic febrile disease doctrine. The course of exogenous febrile disease was similar to that of the plague, thus the theory of six meridians was formed. According to above phenomena, the author has explored the effect on the initial medical theory, primitive religion and culture due to the spreading of epidemic diseases from the angles of epidemiology, the theory of images and figures, complicated thought ways depending, as well as archaeological studies. Then the hypothesis of medicine originated from epidemic diseases was proposed. The author also put forward some opinions on the relationship between epidemic diseases spreading and traditional education of TCM, sustained development of TCM education, as well as the integration of TCM and WM.

Abstract: We demonstrate the generation of noise-like pulses (NLPs) and soliton rains in a saturable absorber mode-locked erbium-doped fiber laser. Typical NLPs are obtained at a proper pump power and in a cavity polarization state. The soliton rain operation with multiple solitons can be achieved by finely adjusting the cavity polarization state. In addition, distinctive multi-soliton interactions are observed and investigated, including the fundamental mode-locking and multiple pulses. The experimental results can help further understand nonlinear pulse dynamics in ultrafast optics.
