绿色贸易壁垒下我国绿色环保产业安全研究
Security of China's Green Environmental Industry Under Green Trade Barriers
在全球绿色贸易壁垒重塑产业格局的背景下,碳核算体系已成为统筹我国产业安全与低碳转型的战略枢纽。本研究立足产业安全视角,剖析了国际碳治理标准的演进特征与多极化格局,重点分析了我国绿色环保产业的发展现状以及在数据主权、市场准入、核算标准及关键技术方面面临的安全风险,并构建了产业安全发展战略路径,包括基础产业通过循环经济夯实稳健底线,传统产业采取防御策略实施系统降碳,新兴产业采取进取路径聚焦技术攻坚与海外输出。研究提出,应通过健全产业市场化转型与政策保障、优化绿色贸易应对与防御机制、完善碳核算标准与数据治理体系、突破绿色关键技术自主化瓶颈四大路径,提升产业链韧性与国际话语权,实现高质量发展与高水平安全的有机统一。
Against the backdrop of global green trade barriers reshaping the industrial landscape, the carbon accounting system has emerged as a strategic hub for China's industrial security and low-carbon transition. From the perspective of industrial security, this study examines the evolutionary characteristics and multipolar patterns of international carbon governance standards, with a focus on the development status of China's green environmental industry. It identifies the security risks China faces regarding data sovereignty, market access, accounting standards, and key technologies. Furthermore, it constructs a synergy framework for industrial carbon reduction and security based on carbon accounting: basic industries consolidate their foundation through the implementation of a circular economy; traditional industries adopt defensive strategies toward systemic decarbonization; and emerging industries pursue proactive strategies focusing on technological breakthroughs and overseas expansion. To strengthen industrial chain resilience and international influence, the study proposes four pathways that focus on improving policy coordination mechanisms, optimizing systems for addressing green trade challenges, refining carbon accounting standards and data governance, and making breakthroughs in core technologies, thus to achieve the integration of high-quality development and high-level security.
