International Talents Cultivating System in Aerospace Engineering and its Construction Practice

Abstract:

In the historical context of constructing "a community with a shared future for mankind" and the Belt and Road, international cooperation in space can help enhance consensus between China and countries along the Belt and Road and achieve mutual benefit and common development. Moreover, with the continuous development of international cooperation in space, the aerospace industry in China urgently requires a talent team to satisfy its need for leapfrog development. This paper first defines and analyzes international talent cultivation in aerospace engineering. Then, using the international talent cultivation practice of the China Academy of Space Technology of the China Aerospace Science and Technology Corporation as an example, this paper elaborates the implementation of the international talents cultivating system in this academy, and presents the implementation effects of the cultivating system.

Eco-engineering of Jiuduansha Island Caused by Pudong International Airport Construction

Abstract:

Pudong International Airport were suggested to be constructed on the tidal flats of the south bank of the Changjiang estuary, which could save some land, but also make some wetland changes,affecting the estuarine ecosystem. Shanghai seriously considered the contradiction between wetland ecosystem protection and land use in engineering construction. A related ecological engineering had been done on the Jiuduansha Island to compensate the lost ecological functions. The eco-engineering started on April 13 and ended on May 6, 1997.40 hm2 of Phragmite communis and 50 hm2 of Spartina alterniflora were planted in the middle part of Jiuduansha Island respectively to improve its ecosystem structure, which acquired good effects. This kind of synchronous construction of both airport and eco-engineering sets a precedent in the world.

A Framework Design of the Future Engineer Classification of China

Abstract:

The UK pattern and the USA pattern have been acknowledged internationally as the typical certified engineer patterns.  A few developed countries have already established the mutual acceptance agreement on engineer qualification on the basis of the engineer system.  The consistency of engineers'educational background,  working experience,  qualification examination and further education are regarded as the basis of these international engineer agreements.  The Personnel Ministry of China has carried out various engineer management systems in different stages,  which are beneficial to the economic growth of the country, and the Personnel Ministry has also done years of fruitful explorations and obtained rich experience in the trial implementation of qualification logon system.  The authors think that the main principle of China's new engineer specialty classification is to accord with its national conditions and be in line with the international conventions.  China's engineer specialty classification should be fused with the international engineer specialty classification,  consistent with the basic principle of the international engineer mutual identification and its own present engineer specialty classification situation.  According to whether the specialty relates to the social and public benefit and the citizen security of life and property,  the new engineer specialty can be classified into two categories: registered engineers and non-registered engineers.  Drawing on the experience of UK and USA engineer specialty classifications, synthesizing China's present situation,  and summarizing a series of the current occupation classifications and the code table of discipline classification,  the Chinese engineers can be classified into thirty-five categories according to specialties. Certain categories can be further divided into several sub-categories. Suggestions about constructing EMC are provided

Impact of Major Public Emergencies on China's Construction Internationalization

Abstract:

 Major public emergencies represented by COVID-19 have a significant impact on the economic and social development of various countries as well as on China’s construction internationalization which is progressing steadily with the Belt and Road construction. In this article, we first summarize representative major public emergencies and the emergency management experiences, and analyze the impact of COVID-19 on Chinese construction enterprises in domestic and international markets. Subsequently, an overseas engineering project of a Chinese construction enterprise is used as a case for analysis. Through interviews with personnel, we analyze the impact of COVID-19 on the pumping station project in Iraq in terms of materials and equipment, work resumption and recruitment, personnel’s physical and mental health, and project performance, and summarize the effectiveness of relevant coping strategies. Furthermore, to better cope with major public emergencies, we suggest that the government and enterprises should improve the coping mechanism for major public emergencies and share emergency management data. They should also clarify the demand for engineering materials and equipment to plan transportation in advance, and pay attention to logistics risks to ensure that projects are delivered on time. Moreover, subsidies for work resumption should be increased and psychological counseling should be conducted to protect the legal rights and physical and mental health of project staff. Meanwhile, project plans should be adjusted as needed, and a risk mitigation mechanism and a long-term coping mechanism should be established to reduce project performance losses.

The International Practices of Policy Mechanism and Social Consensus for Reaching Carbon Neutrality and Their Key Implications to China

Abstract:

Most developed countries have reached their carbon emissions peak and entered a period of rapid decline in emissions. These countries have introduced active measures in efforts to achieve carbon neutrality while occupying a dominant position in emerging industries. This article aims to sort out the policies and mechanisms in the process of achieving carbon peaks, promoting carbon neutrality, and promoting social consensus in developed countries, so as to provide reference for China’s carbon peaks and carbon neutrality. By reviewing the experiences of different developed countries, this study compares and analyzes their lessons, summarizes the inspirations that developed countries have brought to us in terms of carbon neutral policy mechanisms, and provides suggestions for China’s path to carbon neutrality. International experience shows that carbon neutrality is a systematic project that requires multiple measures and orderly progress. While reducing transformation costs, it is necessary to accelerate the cultivation of emerging industries; the realization of the carbon neutrality vision requires a sound market mechanism to accelerate the energy market reform; carbon neutrality is not only a transformation of energy and economy, it will also bring changes to individuals' lifestyles. Therefore, the general social consensus is an important guarantee for the successful realization of carbon neutrality. The research suggests that in order to achieve China’s carbon neutrality goals, we must do a good job of top-level design and a step-by-step action plan of carbon emission reducetion; accelerate and deepen energy market reforms; raise social awareness and promote people’s overall consensus on carbon neutrality; and continue to deepen international cooperation.

Abstract:

The rapid development of economy and the continuous improvement of technical level form a growing voice to enhance our influence on the international standardization activities. ISO 18186∶2011 Freight Container-RFID Shipment Tag System was officially released in 2011 by International Standardization Organization (ISO), which is the first International Standard launched, drafted and led by Chinese experts in the field of the logistics and the internet of things, since China began to participate in ISO activities. The international standard, with “building a complete industrial chain including platform construction, hardware and software design, commercial mode, and system applications” as the technical support and along the route of “technique patented, patent standardized and standard internationalized”, firstly formed the national standard GB/T 23678—2009 and proceeded with the formulation of relevant international standards. This paper describes the development process and method of this International Standard and shares some experience in order to provide some useful help on how to raise our Chinese innovation up to an international standard.

Frontier Issues and Progress of Controlled Nuclear Fusion Science and Technology

Abstract:

Controlled nuclear fusion energy will be an ideal clean energy in the future. The International Thermonuclear Experimental Reactor (ITER) project is the focus of research conducted by the international magnetic confinement fusion field. Frontier issues in scientific and engineering targets of the ITER project are introduced in this paper. Short-term, mid-term and long-term technical goals of magnetic confinement fusion research in China are proposed, and a roadmap of magnetic confinement fusion research in China is drafted. In the field of inertial confinement fusion (ICF), Z-pinch has potentials to be a future energy source. Remarkable progresses have been made from experiments of Sandia laboratory's Z/ZR machine. In China, a large number of basic researches have been carried out on the physics of Z-pinch radiation source, the driving ICF technology, and especially the energy coupling physics of the driver and the Z-pinch load. It is suggested that China should continue pushing international collaboration on the ITER project, study advanced science and technology on nuclear fusion reactors, actively promote R&D of key components of the China Fusion Engineering Test Reactor (CFETR), and start the CFETR construction at the right time. It is also suggested that China should support the construction of a new-generation high-current pulse power test platform, so as to promote Z-pinch fusion ignition and explore a Z-pinch driven fusion and fission hybrid reactor.

Create Deep Navigation Channel at the Yangtze Estuary, Establish Shanghai International Navigation Centre

Abstract:

In order to establish Shanghai as an international economic, financial and trade centre it is essential to make Shanghai an international navigation centre. With the rapid development of container transport on a global scale, such an international navigation centre should possess hub port with container terminal capable of accommodating large or even super-sized container vessels entering the port. Port Shanghai, located inside the mouth of the Yangtze River, is the only suitable site to build such container terminal, for it has the superiority of being in the immediate proximity of metropolis Shanghai, with superior facilities for conducting international trade and convenient access to the vast hinterland, including the delta area and the entire Yangtze River basin. At present, the only hindrance is the huge shoal forming at the mouth of the estuary, the natural water depth of the channels over the shoal is only 6m, vessels of over 10000 tonnage have to save the tide in entering the estuary. An improvement scheme has been worked out to increase the depth of entrance channel successively to 8.5m, 10.0m and eventually to 12.5m, so that container ships of the 3rd and 4th generations could enter the port all day round, and those of 5th and 6th generations, as well as cargo vessels of 100 000 tonnage, by saving the tide. The improvement scheme consists of regulation works (training jetties and spur dikes) as shown in the figure, in combination with dredging operations.

Overall Strategy for the International Application of BeiDou Navigation Satellite System

Abstract:

To promote the international application of the BeiDou navigation satellite system (BDS) can facilitate the BDS to serve as a global public service infrastructure and better serve the world. This study examines the international application strategies of GPS of the United States, GLONASS of Russia, and GALILEO of the European Union, and proposes several basic strategies considering the current status and trend of the international application of the BDS. Specifically, the international application of the BDS should follow a leap-forward application path and adopt five application modes: building confidence, diversified development, integration and collaboration, government-enterprise linkage, and shaping the international environment. To promote the BDS to the global market, we suggest to take the Asia-Pacific market as the primary development region, the countries and regions along the Belt and Road as the key application region, while taking into account the European and American markets as well as the potential markets in Africa and the Middle East. Moreover, the international application of the BDS can be realized gradually through three steps: reform and adaptation, market expansion, and global application.

Changes of China’s Edible Oil Security Strategies: Domestic Condition and International Situation

Abstract:

The fact that edible oil materials have become the primary agricultural products in China with the largest dependency on international market is the main reason for the trade deficit of international agricultural products. The large import of vegetable oil materials has a big effect on national grain and food security, resident consumption and even national economy. On account of the new grain security strategy, the growth space of our national edible oil materials is limited, the production potential is great but hard to become real production, and the future consumption will increase. Under the new normal of the large import of vegetable oil materials, global edible oil production potential is great, China has the ability to obtain a stable supply of edible oil materials from the international market, and the external environment of edible oil material supply security is complicated. According to the new domestic conditions and international situation, the paper offers the following new security strategies for edible oil: maintaining capacity, keeping benchmark, importing initiatively and healthy consumption.

Design and Implementation of Bank's International Trade Financing System Using Component Technology

Abstract:

While being an essential business in banking industry and its important role in banks getting more and more prominent with the coming of E-commerce era, the computerization of bank's international trade financing is considerably difficult. The difficulty comes from the complicated operation process, the variety, and dynamic requirement of flexibility of the business, which make it almost a mini-banking system itself. The appropriate and sophisticated software method and technology are needed to build a computer system of this kind. This paper presents a methodology based on semi-finished component model, and addresses a technique to design and implement the system. The technique is featured by building system on a standardized data bus interface, a system framework with menu/icon GUI for general controlling, and clusters of basic object components for elementary business. The basic object components can be grouped, wrapped, assembled into main frame and customized to produce a runnable system for a specific application or adapted to business changing. It also provides a flexible interface for integration with general banking systems and a sound foundation for distributed network banking systems.
