Abstract:

This paper summarizes the implications of research on marine environment and ecological engineering development strategy, analyzes the current situation of marine environment and ecology development in China. It also provides a comparative analysis of international experiences in the marine environment and ecological engineering field explains, and the main problems China faces at present. Meanwhile, the strategic goals, main tasks and major recommendations for the development of China's marine environment and ecological engineering improvement are presented in this paper.

Research on Environment Protection Strategy in New Era

Abstract:

In order to achieve the goal of “Beautiful China” and the strategic task of ecological civilization construction, it is objectively required to further strengthen the strategic position of environmental protection. Based on the development trend of global economy, science and technology, as well as China’s economic social development trend, resources and energy demand, environmental protection target in the next 10–15 years, this study deeply analyzes the current situation, predicts the development trend and shows the existing issues in the field of environmental protection, comprehensively understand the characteristics and requirements in the “new period”, and propose the strategic thinking and major initiatives in the national environmental protection focusing on the fields of atmospheric environment, water environment, rural and soil environment, solid waste pollution prevention and control, marine environment, environmental risks and health, international environmental protection in the next ten years, especially during the period of the “13th Five-Year plan”.

Status Quo and Development Trend of Light-Weight, High-Strength, and Durable Structural Materials Applied in Marine Bridge Engineering

Abstract:

This paper focuses on the requirements of marine long-span bridges for durability and light-weight. It summarizes the research status and development tendency of high-performance steel, high-performance concrete, and fiber-reinforced polymer (FRP), after a thorough investigation on light-weight, high-strength, and durable materials. The application technologies of the aforementioned materials to key zones of bridges are introduced, and the strategic recommendations for the development of light-weight, highstrength, and durable structural materials in marine bridge engineering are proposed. The research results contribute to satisfying the requirements of marine bridge engineering for high performance, long life, and light weight, and overcoming the challenges in durability and span of long-span bridges in marine environment.

Traffic Engineering Considering Cooperative Vehicle Infrastructure System

Abstract:

The development of transportation engineering is performed with a focus on the coupling between human, vehicles, and roads to improve the level of efficiency, safety, and environmental friendliness. Technologies associated with the cooperative vehicle infrastructure system (CVIS), which is based on the concepts of intelligent vehicles and V2V and V2I communication, will cause the transportation system configuration to gradually change from human-vehicle-road coordination to vehicle-infrastructure cooperation, thereby greatly improving traffic efficiency and safety. Under the CVIS environment, conventional human factors affecting traffic have less influence, and the coupling of human-vehicle-road is enhanced; thus, the systems can be controlled and evaluated effectively, and the randomness in traffic systems can be reduced. The processes of perception, decision-making, and control are performed by robots instead of humans, and this could lead to numerous changes and challenges to the theory of transportation. This paper discusses the influence of CVIS on transportation engineering, and the associated scientific issues.

The Sustainable Exploitation of Marine Fish Resources and the Research Directions of Science and Technology for Marine Fish

Abstract:

The implementation of proliferation and culture of marine fishes is the fundamental measure and effective avenue for the reasonable and sustainable exploitation of marine fish resources. Therefore, the establishment and development of modern techniques for the proliferation and culture of marine fishes is one of the important research areas in the marine biotechnology. The reproductive physiology and endocrinology, the growth and developmental biology, the immunology and the molecular biology are the theoretical basis of the proliferation and culture in marine fish. Deeply and systematically carrying out basic research and applied research of these disciplines nowadays has become the frontier and major research direction of the science and technology for marine fish.

Development Strategy for Marine Scientific Equipment and Technologies

Abstract:

Marine research equipment is critical for the development of marine science. In recent years, China has made breakthroughs regarding the independent research and development of marine research equipment, and some types of the equipment have reached the advanced international level; however, technologies for the equipment still face various challenges. In this paper, the current status of the marine research equipment is reviewed, including research vessels, underwater vehicles, buoys, marine sensors, and marine observation networks. The problems encountered in the technical development of China’s marine research equipment are analyzed from the aspects of key components, technology research and development, data management, basic support, and demand matching. The future development trends are summarized, namely, green, unmanned, intelligent, and collaborative development for deep sea and polar sea research needs. Meanwhile, the key and core technologies for the overall and each category of marine research equipment are analyzed. To provide references for further promoting the rapid development of marine research equipment, the following development suggestions are proposed: sorting out the technical shortcomings, strengthening the coordination of resources to improve supporting capacity, improving the innovation mechanism to promote interdisciplinarity, strengthening the role of the market to promote the industrialization process, and relying on advanced scientific research platforms to expand international cooperation.

Satellite ocean exploration of space in China

Abstract:

This article reviews the developing tendency about the ocean exploration technology on the satellite remote sensing and its effect on the oceanic science. It looks back the developed status on the ocean satellite remote sensing technology, compares the domestic ocean remote sensing technology with overseas status simply and gives their differences. It presents the developing key technology in 2007—2020 years about our country's application technology on satellite ocean remote sensing. The first developing keystone about ocean remote sensing is to launch subsequence HY-1 satellite and HY-2 satellite. The satellite application will be stress on monitoring the ocean disaster such as red tide, overflow oil, water quality and sea ice etc. It is to table a proposal and policy about developing the application technology on the satellite remote sensing in our country.

Development and Challenges of Antarctic Marine Protected Areas

Abstract:

The Antarctic marine protected areas (MPAs) have developed rapidly in the past decade and are the focus of ocean governance in the Antarctic, attracting much attention. This paper introduces the establishment process and legal basis of the Antarctic MPAs, discusses the challenges in the development process, and raises some policy proposals. Some disagreement and controversy remain among the members of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) in terms of legal regime, political issues, scientific basis, management, and monitoring, which are the major challenges in the development of Antarctic MPAs. In order to implement the important concept of “Marine Community of Shared Future” and fulfill the obligations as a member of CCAMLR, China should deeply participate in the affairs of the Antarctic MPAs, improve domestic legal regime on MPAs, and strengthen scientific research on marine ecology and environment of the Antarctica.

Game Theory Analysis of Marine Rights Protection

Abstract:

This study discusses marine rights protection from the perspective of game theory. It introduces the role of marine rights protection in handling marine disputes, as well as the nature, direction, and elements of the game in China’s marine rights protection. Currently, to minimize marine disputes through the game theory and pursue joint governance accord with China’s national interest. To this end, this study categorizes marine rights protection into three basic game processes, i.e., entry to disputed sea areas, cross-border operation by fishing boats, and non-cooperative fishing, and then conducts corresponding game analysis to determine the key directions for building the marine right protection force of China. It is concluded that improving technological means for marine rights protection can effectively change the game revenue and achieve a beneficial game equilibrium. In particular, the development of technologies for high-tech interference, underwater protection, marine wide-area surveillance, and remote sea fishery development can assist China to gain an advantageous position in repeated game processes.
