A Method of Evaluating the Design of Evacuation Based on the Using Rate of Unit Effective Evacuation Width

Abstract:

During designing a building, the design of evacuation is very important. The rationality of the design of evacuation determines whether people can evacuate from buildings. But the existing criterion does not relate to how to evaluate rationality of various designs of evacuation. This paper advances a method which uses the using rate of unit effective evacuation width as the major parameter to reflect the difference of various designs. And this method can give advices to adjust the design to profit personal evacuation.

An Algorithm of Evacuation Time Which Simulates the Evacuation Course

Abstract:

In practice, if available safety egress time is longer than required safety egress time, people can evacuate the building in urgency successfully. In this paper, the evacuation facilities such as doors were abstracted as units of the net, and the evacuation course was simplified as series-wound net, shunt-wound net or their built-up system. The expressions of the algorithms for the four different systems were presented.

Abstract: With the fast development of consumer-level cameras, real-world indoor three-dimensional (3D) scene modeling and robotic applications are gaining more attention. Evacuation Reliability Calculation in Case of Building Fire Based on Genetic Algorithms

Abstract:

The risk of people under building fire is expressed by genetic algorithms (GAs) reliability index β. Elementary program of genetic algorithm is basically discussed. This method is convenient to calculate evacuation reliability when performance function of evacuation is complex and difficult to get differential coefficient. Being compared with the result based on Monte-Carlo, the result of case analysis shows its efficiency, and genetic algorithm can be used to calculate the evacuation reliability with high precision. GAs can give a good new way to study the reliability of evacuation in case of building fire.

Evacuation Analysis of a Large Shopping Mall

Abstract:

Along with the development of the society, it flows out more and more high-rise, underground and large-space buildings, of which the fire protection designs are sometimes beyond the requirements of existing national fire protection codes of China. Therefore, the performance-based fire protection design of buildings has been getting more and more chances of application. Evacuation analysis is one of the key problems in the performance-based design. In this paper, the performance-based design of a large shopping mall is introduced, and a cellular automata (CA) based evacuation model, i.e. the CAFE model is used to analyze the efficiency of evacuation. Because the interactions among pedestrians and those between pedestrians and environment are quantified in CAFE model, the values of evacuation time obtained through the model are slightly larger than those of an evacuation software, Simulex, indicating that the CAFE model is to some extent more conservative and the analysis results are with higher reliability.

Performance-based Fire Protection Designs and Analyses for Occupant Evacuations in Super-long Road Tunnels

Abstract:

In this paper,  the evacuation characteristics of occupants in super- long road tunnels in the case of fires were analyzed and the corresponding safety criteria for evacuations were given.  Numerical simulation studies were conducted on the evacuation of occupants under conditions of normal traffics and local jams respectively in a tunnel by taking its structure and the vehicles flows into consideration.  Influences of various fire locations,  spacing between and widths of transverse passageways were considered.  Results show that the available and the required safe evacuation time (ASET and RSET,  respectively) are both functions of positions in the longitudinal direction of the tunnel,  which is different from the case in building evacuations.  Peaks occur on the time curves of occupant evacuations at the gate of each transverse passageway,  which is mainly caused by the aggregating and waiting behaviors at each gate.  When a local traffic jam occurs,  the RSET for the region near the gate of transverse passageways is dramatically enhanced,  the same are the hazards.  And the performance-based fire protection designs for occupant evacuations in super-long tunnels should consider the influences of fire source locations on occupant loads and the ASET at evacuation gates comprehensively.  The investigation for the performance- based fire protection designs for the occupant evacuations in super-long road tunnels could provide the valuable references for the optimization designing of the safety evacuation establishments for the road tunnels.

Abstract:

Considering the emergence of recent network security threats, this article presents network security features and the current situation. Updated attack methods, enhanced attack technology, and expanded attack scope have changed emergency work. Some problems exist in emergency management of the status quo; the core technology and security assurance are relatively backward. Learning from the emergency response system in traditional areas in order to improve current emergency technical measures becomes an important part of network security. In this paper, the author proposes a multi-linkage elimination method that can mobilize system strength and protect against network threats based on the system and the mechanism.

Some significant inspirations have been received based on the study of anti -seismic relief practice in the major disaster of the Wenchuan Earthquake which shocks the whole world.These inspirations are as follows:saving lives is the first task, information maintains lives, emergency pre -plan has been broken through,professional emergency rescue plays a role,and the public scientific accomplishment was examined, and so on. Seizing these inspirations, persisting in puting people first, perfecting the construction of earthquake emergency rescue system, one may get ready for major disaster rescue at all times, and will realize the purpose of saving people's lives and reducing property lose.

Study of Evacuation Jamming Transition in Crossing Exit

Abstract:

Under the condition of open boundary, pedestrian evacuation dynamics in crossing exit is simulated through the lattice-gas model of biased random walkers without back step. Attention is concentrated on the mean velocity of pedestrian flow while simulating and analyzing, for it is the key factor to study the fundamental rules between the boundary density and width of route and to estimate jam transition during evacuation. In the simulation, the jamming transitions are observed at the longitudinal route or latitudinal route or both routes when the longitudinal pedestrian boundary density increases under the constant values of latitudinal pedestrian boundary density. Fixing the width of latitudinal route, a series of critical boundary densities which indicate the jamming transition are gained under different values of width of longitudinal route. By plotting the relation in certain coordinate system, the phase diagram can be concluded, which can express the jamming transition clearly. It is found in the phase diagram that the longitudinal and latitudinal dynamical phase transitions present different patterns. In the end, it should be pointed that the simulation results in this paper will be helpful for the design of evacuation routes.

A Modification of Evacuation Time Computational Model andSimulation Comparison Analyses With Olympic Stadium

Abstract:

In this paper, a computational evacuation discrete time model(EDTM) has been presented to analyze the building egress evacuation time problem with previous works, and discusses the advantages of the use of the modified model over the use of the previous model. EDTM uses crowd flow theory and discrete computational methods to identify various width of egress that are available to the occupants for movement,  which is more accurate and practicable because the crowd flow rate is variable, while the crowd flow rate as the function of crowd density based on the empirical relations between density and velocity of crowd movement. A case of stadium stand egress is chosen for the validity of EDTM, and a comparison of EDTM with previous model and computer simulation indicates that both the EDTM and the simulation curves are found to give better predictions than the previous model. Based upon the results, EDTM shows great value in dealing with stadium,  especially the2008Beijing Olympic stadium, evacuation time calculation, egress performance design, selecting and optimizing of routes and so on.

Public Health Emergency Command System of China

Abstract:

China has formed a national emergency management system consisting of “one contingency plan and three sets of institutions” since the outbreak of the severe acute respiratory syndrome (SARS) in 2003. This system is further improved after the establishment of the Ministry of Emergency Management in 2018 and the great achievements made in the fight against the coronavirus disease 2019 (COVID-19). This study aims to improve China’s public health emergency command system via investigating the history, current status, and challenges of the system. In this article, we summarize the emergency command systems responding to the SARS outbreak, the H1N1 2009 pandemic, and the COVID-19 pandemic using literature research, theoretical analysis, and case comparison. China’s public health emergency command system played a significant role in dealing with these public health emergencies and has been increasingly improved; however, it still faces various challenges. Therefore, we propose several policy suggestions to address these challenges, which involve the aspects of joint prevention and control mechanism, law system for public health emergencies, advisory board, and central–local relations.

Abstract:

An informationtized, digitalized, and intelligent emergency response mode is currently required in China to address the weaknesses and low efficiency in public health emergency management in the aspects of quick response mechanism, multi-department collaboration, and information interaction; this new mode can promote the response capabilities of China’s public security sector. A descriptive research method is adopted to analyze the status quo of public health emergency response systems and intelligent emergency response development in other countries, and summarize the requirements, current status, and main problems of health emergency management in China. The development goals, major research tasks, and technological approaches are further proposed. To develop a preventative public health emergency response network in China, we suggest that a major national biological monitoring and early-warning project should be established for health emergency response, relevant laws and regulations promulgated and revised, data integration and sustainable development of the emergency management mechanism maintained, an intelligent health emergency response industry encouraged, and professionals for medical care and preventative medicine integrated.

This paper briefly introduced the barrier risk eliminating and emergency dredging of Bailong River in Zhouqu County, including the scheme compilation and perfecting, and the key aspects and actual considering etc. Based on the target decision-making, systemization and dynamics, the important meaning and effect of the disaster reduction project management in handling natural disasters and risk eliminating succor were analyzed, and the methods for improving the capacity of scientific disaster reduction were also discussed.
