This paper analyzes and sorts out the new generation of information technology sector as a strategic emerging industry during the 12th Five-Year Plan. This study also extrapolates the general direction of the industry in terms of technological shifts and industry practices during the 13th Five-Year Plan. Development ideas and constructive opinions for this area are put forward as references for the development of the new generation of information industry during the 13th Five-Year Plan.
