Modern cities have highly dense populations, concentrated wealth, concentrated security factors, and highly coupled operating systems. Under the dual driving force of rapid urbanization and macro environmental changes, the systematic, sudden, cumulative, and amplification effects of urban safety are becoming increasingly prominent, posing unprecedented challenges to the normal operation and sustainable development of cities. The Chinese Academy of Engineering organized the "Research on the Development Strategy of Urban Safety Resilience Technology in China", adhering to a forward-looking, strategic, and systematic orientation, focusing on the technological strategy of modern safety resilience city construction, systematically sorting out the new situations, challenges, problems, and tasks faced by urban safety in China, constructing a technical system for identifying and preventing urban safety risks, proposing technical solutions for urban safety resilience planning and construction, exploring the construction of resilient safety in urban underground spaces, providing scientific support and policy references for urban safety in China, and serving high-quality urban development and long-term social security and stability.
