Ecological civilization construction is the theoretical innovation of the path to socialism with Chinese characteristics, and the fundamental element in building a beautiful China and implementing the “moderate prosperity” program in a well-rounded way. At the 17th National Congress of the Communist Party of China, strategic mission for the construction of ecological civilization is established. Since then, ecological civilization has been developed vigorously all over the country. Nevertheless, in terms of the performance, ecological civilization construction in our country is still at an early stage, and faced with various challenges, such as rapid development of urbanization, gradually increased pollution reduction pressure, poor ecological environment productivity, imperfect management system, insufficient support of engineering technology, and increasingly complex international situation. Ecological civilization construction needs to launch ecological civilization education, strengthen the comprehensive management of the environment, reasonably exploit and utilize resources, establish and improve the ecological civilization regime, strengthen the engineering technology innovation, and enhance international cooperation in the future work.

his paper aims to clarify the emerging concept “great power of mineral resources” in China and to offer some policy proposals based on the development of international mineral resource industry. First, we analyzed the intensions of “great power” concepts which have existed in the history, and extended them as the intensions and definition of “great power of mineral resources” after combining the characteristics of the mineral resources industry. Next, we examined the definition through case analysis of the mineral resource industries in the United States and China. Finally, we proposed that the “great power of mineral resources” be defined as “a specific nation that has the goal to promote sustainable development and global governance of mineral resources, possesses the capability to exert its influences on production, finance, governance, and knowledge structure of the global mineral resource industry, and thus can maintain its own political and economic interests”. To develop a “great power of mineral resources,” China should enhance its influence on finance, governance, and knowledge hierarchy of the global mineral resource industry based on its strong production capability.

The concept of disruptive technology has been widely used since it was introduced. And there is no uniform definition due to different research perspectives. Since disruptive technology has transformative effects of defining times and reconstructing patterns, it plays increasingly significant role in national strategy. Understanding disruptive technology from the national perspective has a practical guiding significance in the development of disruptive technology. After explorations on the concept of disruptive technology from different perspectives, this paper points out that developing disruptive technology from the national perspective opens up a new technology trajectory based on new principles, combinations, and applications of science and technologies. It is a strategic innovative technology that will reorganize value network of the traditional industries, decisively affect the upgrading of social technology systems, or reconstruct present national foundations, capabilities, and structure. Furthermore, a deconstruction framework of disruptive technology is proposed from the perspectives of source, structure, span, scale, level, and path. On this basis, to develop disruptive technology, this paper proposed to focus on the combination of frontier research and practical use, the process, the balance between reality and future, innovative management modes, and strategic research.

Connotation and Implementation Paths of High-Quality Development of Light Industries in China

Light industries are crucial for China’s economic and social development, and the high-quality development of these industries is conducive to promoting China’s economic and social transformation, improving the quality of residents’ lives, and forming a new development pattern in which domestic and international cycles promote each other. In this study, the basic development pattern of the light industries and major problems faced by China’s economic transformation and upgrading were analyzed, and the common strategic directions for the development of China’s light industries were summarized, including green manufacturing, high-end manufacturing, intelligent manufacturing, and industrial cluster development. Focusing on major light industry categories such as paper-making, leather, plastic processing, and fermentation industries, key engineering issues that urgently require breakthroughs were proposed, and key equipment, components, raw materials and additives, strains, and process technologies were analyzed. We suggest to promote scientific and technological progress through the construction of innovation platforms, improve relevant industrial policies, optimize development environment, and cultivate talents, thereby promoting the high-quality development of the light industries and enhancing international competitiveness.
