Because of the development of the regularization, standardization, marketization of project bidding and tendering, and considering of the significance of bidding to construction corporations, a project bidding decision support system is developed supported by forecast theory, decision-making theory, game theory and computer science. The system is based on the practical flow of project bidding and the whole process. The paper discusses the structure, the function, the technologies that make the system comes true and the application of the system. The system can help construction corporations in consultation of information, selecting project, establishing the total price and interior adjusting of bidding price, presenting standard bidding report.

In March 2006,《The Outline of the 11th Five-Year Plan for National Economic and social Development (Profile)》stated that energy consumption per unit of GDP will be reduced by about 20% in “The 11th Five-year Plan ” period,which indicates the economic growth is transferring from conventional industrialization to new pattern. Due to the economic structure emerging with high energy intensity in “The 10th Five-year Plan”period, the proportion of energy consumption of industrial sector had gradually increased from 68.63% to about 71% of the national energy consumption. Apparently, iron and steel industry had experienced its rapid growth with the steel output increasing from 128.5 million tons to 352.39 million tons and the annual growth rate of 22.36% . Its energy consumption accounted for 21 % of the whole industrial energy consumption. Therefore, how to realize the sustainable development of increasing the output while reducing the energy consumption in those high-energy intensity enterprises would provide the good reference to the industrial sector, even to the whole country. Based on the investigation and analysis on WISCO, some important inspiration and experiences were summarized.

The prevalent significance of the three-stage division method of engineering project management is discussed. Though there are universal rules for engineering project management, it is not necessary to advocate a fixed model, because every engineering project has its own characteristics. Engineering project management should abide by the principle of proceeding from actual condition, managing scientifically and creating management characteristics. The Three Gorges project was taken as an example to discuss practice of engineering construction and management.

Current Enterprise Innovation from the Perspectiveof the Three Gorges Project Construction

Enterprise innovation is the basic requirement for building an innovative country. Since the launch of the Three Gorges Project in1993, the project has been faced with a lot of world-class difficulties. Based on reality, the Three Gorges builders realized great breakthroughs in the dam fast-concreting technology, the hydro design, installation and manufacturing of the700kW turbine, the stability of the high-side-slope of the double-way five stage ship lock, the water system on extra high water head, the manufacturing and installation of the grand scale door and some other key technologies through the means of technology integration and innovation, introducing new technologies into China, fully absorbing them and innovating or innovating in some original technologies. As a result, the Three Gorges Project has accomplished great achievements. According to the" Diamond System" model by Michael E. Porter in analyzing the national competitive strength, the Three Gorges Project has its own characteristics in production factors, requirement conditions, and the performances of related and supporting industries, and also in the strategy and structure of the enterprise, competitors of the enterprise and some other aspects. To rely on the support of the government and the society and seize the precious opportunity for hydropower development, the builders take the Three Gorge Project construction as a big stage for technology innovation and winning honor for the country. Nevertheless, talking about most enterprises in China at present, some protruding problems like low rate of technology introduction and absorption, the lack of intellectual property right and the lack of research input still exist, which severely hamper innovation. To realize the goal of building an innovative country in2020, domestic enterprises should foster and improve the innovation ability in six aspects, namely, relying on the resources of the country and the society, bringing their innovative ability into full play, carrying out the scientific development concept, tapping their self-independent innovation ability, strengthening the construction of the innovation team, and increasing in research input and exerting a coordinated effect and collective scale advantage of innovation.

China-Africa Cooperation in Edible Fungus Industry Technology

The backwardness in agricultural technology has seriously hindered agriculture in Africa. As a responsible nation with a long history of farming and culture, China can develop a win-win cooperation with Africa through export of its practical production technologies. Since enterprises are the main bodies for China’s agriculture to “go global”, this paper takes Jilin Province Overseas Agricultural Investment and Development Group Limited Company as an example. The competitive edible fungus industry in China and Africa’s own resources and market advantages make it possible for China’s edible fungus industry technology to expand its market to Africa. To promote this cooperation in edible fungus industry technology, suggestions are proposed, including selecting leading varieties suited to local conditions, controlling the production scale expansion speed, strengthening the training of technical personnel, and making full use of preferential national policies.
