IT applications in land resources management: from content management to knowledge management

This paper firstly reviews the development of IT applications in land resource management, describes the relevant progresses in detail, then it summarizes the relationship between knowledge management and the IT applications, which is based on the analysis of the application characteristics. It points out that the new development of stage and direction is the use of knowledge management in the IT applications for land resource management. At the end of this paper, it preliminarily plans major tasks for the construction of land resource knowledge engineering.

As cropland and water resources are most valuable, the rational development and utilization of agricultural water and land resources are crucial for national food, ecological, and resource security. Therefore, obtaining timely and accurate information about the quantity and utilization of these resources is vital for national stability and socio-economic development. Here, we summarize the status quo and problems of the monitoring and information services of agricultural water and land resources in China, and expound on the framework of a monitoring and information service system. Additionally, we propose the strategic goals, namely, realizing automatic, intelligent, and unmanned monitoring of agricultural resources and environment and marketing the monitoring information services. These goals can be achieved by increasing the efficiency and outcomes of water and land use and optimizing the spatial allocation of agricultural land and water resources. Moreover, we analyze the technological routes for agricultural water and land resource monitoring in the context of the deep integration of information technology and agriculture, and propose specific projects from the aspects of infrastructure construction, core technology development and integration, and information services. Furthermore, we propose the following policy suggestions: (1) strengthening the top-level design, (2) enhancing scientific and technological innovation, (2) building a sharing platform for agricultural resource monitoring, (4) deepening the interaction of government, industry, universities, research institutes, and users of agricultural resources, and (5) promoting high-level talent training. Our study is expected to provide theoretical references for the development of the agricultural water and land resource monitoring in China.

During the life-cycle of the large projects,the operational phase which lasted the longest and cost the most,is the major link project benefits reflected. In the whole phase, energy, human resources and the equipment maintenance may cost a lot. Effective control of such cost is one of the main targets of engineering management informatization(EMI). In the phase of project operation, project management institution,customers and partners are the stakeholder of EMI. Through the case of the airport management informatization, inherited and innovation of EMI has been discussed.

Resources are the basis for the sustainable development of a country. From the viewpoint of chemistry, the product, resulted from the usage of a natural resource is still a substance, a kind of resource. Mankind should not exploit natural resources (minerals) unlimitedly, but make full use of them repeatedly and establish resources recycling gradually. Resources recycling is a kind of science that studies how to build the recycling system for making full use of the products. Resources recycling is a law, and also an only road for human being living in harmony with nature and for social sustainable development. Natural resources exploitation is closely related to environment pollution. Socializing resources recycling as early as possible may completely solve the problems of resource shortage and environment pollution. Building a society of resources recycling is a system engineering. To achieve this goal, the Government's determination, the related laws and regulations, keeping science, technology and education going first, as well as the joint effects from the whole society are necessary.

Informatization of Mechanical Product —Some Information Techniques for Mechanical Equipment

Mechanical engineering is the basic content in traditional industry in China. Especially, the development of mechanical equipment will confine the development of many fields in national economy. The information technology is a frontier subject with rapid progress, and has been penetrated into many domains. This paper discusses how to use information technology to motivate and develop the traditional mechanical engineering from the viewpoint of mechanical product, i. e. mechanical product informatization. The paper introduces in detail the connotation, characteristics and realization steps of informatization. Combining with some achievements in authors' research practice, the paper mainly analyzes information fusion and feature extraction during the process of mechanical product informatization. In the end, the paper proposes that the theoretical breakthrough is essential for assuring autonomous intellectual property and kernel techniques.

Building Information and Physical Model: A Novel Form of Information Description for Buildings

Information is the core element to drive human‒cyber‒physical collaborations and promote the orderly operation of building activities in the entire lifecycle of buildings. More realistic and efficient description and sharing of building information has always been an important theme pursued in the field of architecture. To meet the rapidly growing demand for interactive collaboration between virtual and real building conditions, this study proposes a novel form of information description for buildings, namely a building information and physical model (BIPM), for realizing the true mapping and collaboration from building physical entities to the information space. The BIPM is composed of a building basic information model, a physical model, and an interaction model, and unifies the description of the external geometric attribute information and the internal physical mechanisms of buildings. The theoretical foundation and key technical system of the BIPM are discussed, and the application effectiveness and benefits of the BIPM are demonstrated using building chillers as an example. Furthermore, the application ecologies and values of the BIPM are analyzed. Research suggestions are proposed as follows: (1) deepening the research on BIPM theories and key technologies, (2) formulating serialized BIPM standards and specifications, and (3) developing BIPM building industry software tools to expand the BIPM application ecosystem. This study is expected to provide support for the development of new basic software for the building industry,involving architectural design, construction, operation and maintenance, and urban digital twins.

The era of information agriculture is commencing in the new century. Information agriculture will be the research frontier for the reasonable exploitation and utilization of agricultural resources, increase of crop yield, reduction of agricultural costs, mitigation of environment pollution and improvement of the international market competitive power of agricultural products. It is foreseen that biological engineering and agricultural information technology will be the two technical backbones for China's agriculture in the new century, and will be essential to realize China´s agricultural modernization. The agricultural information science, technology and engineering are brifly summarized in this paper. In the 21st century, China's agricultural information science, technology and engineering should closely follow the international frontier and implement span development :not only develop and apply existent agricultural information technologies, those internationally hotspot topics should also be studied and tested in advance, to speed up the agricultural modernization in China through the development of agricultural information engineering.
With the development and wide application of information science in agriculture as a new branch from agricultural technology system, agricultural information engineering has been gradually developed. It is a promising applied technology and an important technologyical support for realizing China's agricultural modernization. The scientifically combining of agriculture and information science created the science of agricultural information. The embodiment and application of information technology in all of the agricultural fields have pushed the development of agricultural information technology. Agricultural information engineering results from the research and application of agricultural information science and agricultural information technology. The basic contents of agricultural information science include the mechanism of agricultural information, information feature, information classification and coding, information reproducing and information linkage, etc. Agricultural information technology is associated with the technology of agricultural information resource acquisition and management, technology of information system, technology of information precise positioning, technology of agricultural auxiliary decision-making, computer modeling, simulation and virtual technologies, artificial intelligence and expert system technologies, automation technology, multimedia and network technologies, etc. The technological system of agricultural information engineering consists of agricultural information resource acquisition system, information management system, agricultural exploitation decision-making system, synthesis modeling system of regional resource exploitation, agricultural expert system and the virtual environment system of agricultural science knowledge innovation, etc.

Review and Development Strategy of Irrigation with Unconventional Water Resources in China

With the increasing shortage of water resources, the development and utilization of unconventional water resources have received more and more attention from various countries. Using unconventional water resources to irrigate is one of the important measures to deal with the shortage of water resources. Unconventional water resources mainly include the reclaimed water and brackish water. In China, the agricultural unconventional water resources have relatively high potentials. It has been predicted that the amount of unconventional water available for agriculture will reach 3.438×1010 m3 in 2030 and the irrigation amount of reclaimed water and brackish water will be 1.645×1010 m3 and 2.48×109 m3, respectively. In areas where the fresh water resources are lacking and the unconventional water resources are relatively abundant, especially in the arid area in the north, developing and using unconventional water resources can be regarded as a good solution for the shortage of fresh water. In this paper, based on the situation of China, the irrigation mode of unconventional water resources was summarized. From the aspects of zoning technology, suitable crop classification, pollution identification technology, high-efficient irrigation technique, monitoring and evaluation technology, and integrated application mode, this paper proposes the safe irrigation measures of unconventional water resources in China. Finally, in order to establish a technical system of agricultural unconventional water resources utilization suitable for China, this paper puts forward the development and utilization strategy, which is to further strengthen the technical research and popularization of the agricultural unconventional water resource utilization technology, to improve the recycling standards and regulation system, to bring the unconventional water resources into the planning of water resources development and utilization, and to formulate incentive policies.
