绿色船舶低碳发展趋势与应对策略

摘要

近年来,船舶航运业带来的环境污染问题受到国际社会的高度关注。规制船舶环境污染和降耗减排的国际公约及相关规划文件相继出台,且标准、规范日益严苛,绿色低碳已成为船舶航运业发展的必然趋势。本文在分析国际海事组织碳减排初步战略的基础上,阐述了挪威、日本、英国在绿色船舶领域的发展现状,归纳了国外在政策引导、技术方向、国际合作等方面促进绿色船舶发展的共性优势。结合国内绿色船舶发展情况,从强化政府主导、制定国家和行业层面的绿色船舶发展规划,布局技术攻关、加快推进船舶替代燃料的市场化应用进程,实施开放合作、在提升核心竞争力的同时引领国际行业发展三方面就我国绿色船舶发展提出建议。
