北斗卫星导航系统全球服务的风险分析和应对策略

摘要
北斗卫星导航系统（北斗系统）开通全球服务后，北斗规模应用进入市场化、产业化、国际化发展的新阶段，加强北斗系统全球服务风险及应对研究，是支撑国家战略、推动北斗系统国际化发展的内在要求，也是应对国际竞争、助力北斗系统行稳致远的必然选择。本文从卫星导航国际发展形势、北斗系统全球服务发展特征的角度入手，分析研判了北斗系统全球服务的风险现状与发展态势；梳理总结了北斗系统全球服务面临的5 种风险类型，包括国家风险、战略风险、市场风险、安全风险、法律风险，细致分析了相应的风险成因。针对北斗系统全球服务面临的风险，提出了应对策略：加强北斗系统全球服务风险应对的顶层谋划，建立要素齐全的北斗系统全球服务风险应对制度体系，提升北斗系统全球服务相关主体的风险应对能力，筑牢北斗系统全球风险应对工作基础。
