矿产资源安全巨系统理论方法与实践

摘要

矿产资源的自然属性、经济属性和社会属性,决定了矿产资源安全涉及众多资源类型、宏大空间分布、超长产业链条、巨大产业规模、跨越时空配置、复杂因素影响、层次纷繁多样。矿产资源安全规模之大、层次之多、影响因素之复杂难以穷尽,是一个复杂巨系统。使矿产资源安全巨系统高效运转以服务经济社会发展,是一项复杂性科学难题。本文引入系统科学的研究思路,提出了矿产资源安全巨系统概念,刻画了矿产资源安全巨系统的结构和组成,揭示了自然资源、经济、社会等因素对矿产资源安全巨系统的驱动机理,形成了矿产资源安全巨系统理论。在此基础上,建立了涵盖以系统思维研究构建矿产资源安全保障的理论知识模型、构建基于大数据平台的仿真实验系统、积极推动政府决策与反馈三大环节的矿产资源安全系统工程学研究新方向,提出了建立矿产资源安全的总体设计部战略思想。研究成果已应用于国家资源安全保障工作实践,有效支撑了国家矿产资源安全保障工作。
