Abstract: This paper critically assesses the geopolitical and geo-economic impact of novel fuel resources on both resource exporters and importers. Presently, very strong political and economic forces drive the utilisation of domestic, unconventional oil and gas recovery in the West as these enhance energy security and ease balance of payment issues. The additional capacity generated by this trend has, supported by other effects such as Saudi Arabia’s decision to maintain current production, triggered a significant reduction of oil prices. Consequently, it is now oil exporters that struggle with the balance of payment issues and often these countries base their fiscal budget completely on fossil fuel revenues. In fact, these unconventional resources help turn the tide while oil exporters are now politically significantly weakened due to the increased energy sufficiency of the West. The catch is that the extraction of unconventional types of oil has many environmental implications. So, internalising the environmental externalities have to be considered. This paper, therefore, assesses, next to geopolitics and geo-economics, the environmental implications of this trend.

Abstract:

Developing forage/livestock farming in cropping areas can help to enhance the integration, in both spatial and temporal dimensions, of forages into food and/or cash crop systems and thus to improve the use efficiency of agricultural resources. Currently the advantages of forages in cropping areas have not been well exploited mainly because of the traditional thinking of agricultural production and the government policies that favour food crops. In this article, the current status and future potential of forage industry development on croplands are analyzed and relevant policy recommendations are proposed.

Analysis of the Development of Water Resources of the Minqin Oasis

Abstract:

Water scarcity of the Shiyang River Basin becomes more and more severe in recent years, which has led to a rapid degradation of ecological environment and human civilization created for a long period of time in the Minqin Oasis at the down stream and has caused deep concerns of all circles of life. The paper focuses on the utilization of water resources of the Minqin Oasis in different periods, analysis of the methods of ecological environment rehabilitation and reasonable water utilization. It shows that the Minqin Oasis will be destroyed if there are no new rescuning measures, according to balance calculation of water demand and supply. The paper delivered three proposals for the sustainable development of the Oasis and adequate water recovery of the Qingtu Lake at the end of the Shiyang River.

This paper delves into the rural orientation depicted in the 7th-edition Japanese spatial planning, rural planning guidelines and contents of typical regions, and rural governance in Japan. Under the guidance of local governments and village selfgovernment committees and by exploring and promoting regional features, Japanese rural planning, construction, and governance focus on traditional culture protection, characteristic industry revitalization, planning formulation, and construction behavior governance. Japan’s experiences have reference significance for China in the aspects of future rural orientation, rural planning target and content, as well as division of rural grassroots governance.
