Strategic Thinking and Suggestions on Promoting Regional Energy Revolution Based on Local Conditions

Abstract:

The coordinated development of energy, economic society, and ecological environment has always been one of the major issues facing China. Although achievements have been made in some regions in China regarding the coordinated development, varied contradictions and problems still exist. Therefore, China should consider these significant differences in regional development while promoting energy revolution. This study elaborates the significance of regional energy revolution and analyzes the current status of economic society, energy, and ecological environment in the Beijing–Tianjin–Hebei region, Yangtze River Delta, Pearl River Delta, old industrial bases, the central region, energy-rich areas, and the Southwest in China. To promote the regional energy revolution, China should strengthen the top-level design for energy revolution and clarify the strategic objectives and key tasks for medium- and long-term development. A mode of well-planned and coordinated development should be established by clarifying the functions of regional energy revolution. The pilots of regional energy revolution should be promoted, thus to explore an efficient mechanism for the energy revolution. Moreover, the responsibilities of the regional governments should be clarified and an assessment and supervision mechanism should be established, so as to ensure that the regional energy revolution achieves expected effects.

Typical Paradigms and Implementation Paths for Ecological Civilization Construction Based on Rural Energy Revolution

Abstract:

The weak link of ecological civilization construction in China lies in rural areas. Rural energy revolution plays an important role in promoting ecological civilization construction in rural areas and implementing the strategy of rural revitalization. In this paper, the current situation of energy consumption and production in rural areas in China and the main problems facing it are summarized, and the vast rural areas in China are categorized into developed suburban rural areas, underdeveloped traditional rural areas, and remote rural areas, according to economic development levels, resource endowment, and energy consumption. Furthermore, typical paradigms and implementation paths for ecological construction based on rural energy revolution are proposed. Developed suburban rural areas is recommended to conduct overall planning, improve their facilities, and interact with urban areas to realize energy interconnecting.The underdeveloped traditional rural areas is recommended to take measures according to local conditions, employ multiple energies, and prioritize energy conservation while focusing on efficiency. The remote rural areas is recommended to exploit energy resources in a concentrated manner and focus on external delivery, thus to satisfy energy consumption and demand. This study is hoped to provide references for energy revolution and ecological civilization construction in the rural areas in China.

Soil Pollution Risk Assessment and Comprehensive Prevention Strategy for Major Agricultural Producing Areas in North China

Abstract:

As the two largest “granaries” in China, the Northeast and Huang-Huai-Hai Plains are the main agricultural producing areas in North China, and the soil environmental risk management and control of these areas are vital to the national food security supply lifeline. This study analyzed the soil heavy metal pollution risks of main agricultural producing areas in North China by the potential ecological risk index method. The high-risk areas of Cd pollution are mainly distributed in Shenyang City in the east of Liaohe Plain, Jinzhou City and Huludao City in the south of Liaohe Plain, Shuangyashan in the Sanjiang Plain, Tianjin City in the Haihe Plain, and Xinxiang City in the southwest of the yellow river flood plain; Hg pollution high-risk areas are mainly distributed in Beijing and Tianjin of the Haihe Plain, and around the Shenyang City of the Liaohe Plain. The chemical industry, followed by the livestock and poultry industry, as well as the metal smelting and processing industry, is the major potential source of heavy metal pollution of soil in the Northeast and Huang-Huai-Hai Plains. This study proposed the “one area, one policy” pollution prevention strategy and key environmental protection projects from the aspects of environment monitoring and warning of agricultural products producing areas, clean production of industrial and mining enterprises, and comprehensive treatment of livestock and poultry pollution, which is based on local conditions and classification guidance. This study can provide important references for the strategic planning of sustainable development of the ecological environment of major agricultural producing areas in North China.

Study on the waterproof and drainage principle and technology for karst tunnels in Yichang-Wanzhou railway

Abstract:

The establishment of tunnel waterproof and drainage principle is the base of determining water treating method, technology and lining design. The Yichang-Wanzhou railway tunnel is with complex geological conditions and various karst cavities, treating of the solution cavities with high water pressure is the emphasis and difficulty. Based on the water rich classification of filling cavities, the waterproof and drainage principle is put up. A universe schedule and a series of protective schedules are put forward in order to control water drainage. For filling cavities that must be dealt with blockage principle, full face curtain grouting and periphery grouting are studied, and a new grouting method "blocking water out of tunnel profile and consolidation in the profile"  is put forward,which helps to accelerate the construction. The structure waterproof and drainage principle is blockage and drainage associating based on actual condition, more waterproof measures are advocated in the principle. The successful experience is helpful for other karst tunnel construction.

Abstract:

The obligation of decryption assistance by Internet service providers reflects the conflict between public power (the power of investigation) and the right of privacy (the right of communication privacy, private rights). Internet service providers should gather data under encryption by users on the basis of the principles of controllability and traceability, proportionality, and necessity. Providers should consider choosing their path prudently, supervised by strict procedure. Thus, the overall utility of social governance control, the tranquility of private life, and the business interests of Internet service providers can be maximized. Severe violations of private rights and disorderly situations due to governmental failure can be avoided if these suggestions are carried out.

Abstract:

The talents resource is the foundation of knowledge-based economy and taking full advantage of talents is the key to the development of enterprises; effective motivation mechanism is a guarantee of beginning environment for talents. Thus, building motivation mechanism based on talents is essential to improving the competitive force of enterprises.

The article deals with the necessity of building motivation mechanism based on talents from the perspective of improving the competitive force of enterprises. The article mainly discusses the eight innovation in building motivation mechanism and enumerates the economic and social effects of innovation in respect of technology, product and personnel training after implementing the motivation mechanism, demonstrating the vitality and competitive force brought about by the motivation mechanism.

On the direct use of recovered scrap Cu and saving Cu with Al in the Chinese cable industry

Abstract:

The Cu consumption by the chinese cable industry amounted to 3.54 million tons in 2006, taking over 70 % of the total Cu consumption in China in that year. At present, making Cu rod directly from recovered scrap Cu and saving Cu with Al have become topics of general interests in the chinese cable industry. The quality of the Cu conductors in the industry is declining, resulting in sharp decrease in the rate of qualified wire and cable products. More and more Cu wires are drawn from the rods made directly from scrap Cu. The manufacturers know well some of the wires or rods are unqualified products though, they continue to use or produce products,not complying with standards in order to make profits. Now the consumption of Cu-clad-aluminum and Cu-clad-steel is growing gradually. In 2006, the consumption of Cu-clad-aluminum in China amounted to ca. 50 000 tons. But in some applications, neither the common understanding between buyer and supplier nor the results of feasibility study are achieved in the product orientation and technical/economic feasibility in terms of saving Cu with Al. This paper presents the status-quo, problems arisen and suggestions in terms of making Cu rod directly from recovered scrap Cu and saving Cu with Al, in a view to promote these two topics of general interests to go toward a virtuous circle.

Abstract:

Nuclear weapons are complex systems with special requirements on effectiveness, safety and reliability and, therefore, science-based engineering studies have been conducted, while enhancing system engineering and computer simulation. To further study mechanics and material science for environmental adaptability of the complex systems, theoretical and computational advances must be pursued. The most important issues are theoretical modeling and test designing. Unfortunately, appropriate theories and models for complex system have not been formed yet so far. Following the science development in the 21st century, applications of computer simulations will be speed up for complex systems investigations in various disciplines.

Research on brackish water desalination by new energy—Take Gansu Province for example

The paper proposes to apply one new technology base on the research results of “973” project of non-grid-connected wind power to gain freshwater in some areas (such as Gansu Province) which is shortage of freshwater resources,but rich in Brackish water. Then,efficiency advantages of the new technology are analyzed from the perspective of energy consumption and energy conservation. Some suggestions about this application of large-scale technology were put forward.

Energy consumption structure in China and the economic analysis of coupled wind power and coal to substitute natural gas

Abstract:

In this paper,taking an annual output of 1×109 m3 coal to substitute natural gas(SNG) as an example,Shell coal gasification technology was used to produce synthesis gas. The equipment investment of air separation system(ASU),water gas shift system(WGS),wind power plant(WP) and electrolyzed water system(EWS) was compared between traditional coal-to-SNG and wind/coal SNG. The oxygen consumption,water steam consumption,electricity consumption and CO2 emission were also analyzed. Results show that although the investment of WP and EWS replacing the ASU and WGS is huge, its average annual operating cost(equipment investment,raw materials,power consumption) is lower,and CO2 emission is only 1.3 % of the traditional coal-to-SNG technology. This paper provides a reference for the development of coal-to-SNG industry.

Coal to gas single cell protein-contribute to resolving the food crisis of China in future

Abstract:

It is predicted that the population of China will be growing to 1.45 billion, the urbanization rate will be 70 % by 2030, the total urban population will be exploded to 1 billion comparing with 0.7 billion urban population of 2013. As the continuously growing of population of China and urban population, China will face severe food crisis, especially the protein shortage problem in future. This paper presents a new theoretical model that by combining non-grid-connected wind power and coal to gas with bioengineering to produce single cell protein to contribute to resolving the food crisis. By combining non-grid-connected wind power and coal to gas with bioengineering to produce single cell protein can not only use the coal resource more efficiently, environmental friendly, but also produce nutrient rich protein for forage and human food.
