In the policy system, market occupies a dominant position, and the role of government is to make the market fully playing the decisive role through improving market functions, expanding market scope and making up for the inadequacy of the market in public domain. Implementing the strategy of manufacturing power, the government needs to play a positive role in the key areas including deepening the reform and strengthening the innovation system of manufacturing technology.
