Soil Pollution Prevention Strategies and Typical Engineering Cases of Agricultural Products Producing Areas in Beijing–Tianjin–Hebei Region

Abstract:

The coordinated development of Beijing, Tianjin, and Hebei is the core strategy of China’s political, economic, scientific, and cultural construction. The environmental protection of regional agricultural producing areas is a strategic location for the battle against pollution. The problem of excessive heavy metals Cd and Hg in the soil of agricultural producing areas is prominent in Beijing and Tianjin, and the pollution risk cannot be ignored. The main causes of soil pollution in the agricultural producing areas in the Beijing–Tianjin–Hebei region are heavy metal pollution by industrial development zones, sewage irrigation, inadequate sewage treatment capacity, imperfect regulations and policies, and backward technical standards. This study proposed to comprehensively deploy a “sky-ground integrated” environment monitoring system for the agricultural producing area, implement the clean production of in-dustrial and mining enterprises, and promote comprehensive strategies of soil pollution prevention and control such as comprehensive management of livestock and poultry pollution. Engineering cases for environmental pollution prevention and control of a pit-pond pollution site and an informal refuse landfill in Tianjin are enumerated to provide references for strategic decisions of soil pollution prevention and control in the Beijing–Tianjin–Hebei agricultural producing areas.

Soil Pollution Risk Assessment and Comprehensive Prevention Strategy for Major Agricultural Producing Areas in North China

Abstract:

As the two largest “granaries” in China, the Northeast and Huang-Huai-Hai Plains are the main agricultural producing areas in North China, and the soil environmental risk management and control of these areas are vital to the national food security supply lifeline. This study analyzed the soil heavy metal pollution risks of main agricultural producing areas in North China by the potential ecological risk index method. The high-risk areas of Cd pollution are mainly distributed in Shenyang City in the east of Liaohe Plain, Jinzhou City and Huludao City in the south of Liaohe Plain, Shuangyashan in the Sanjiang Plain, Tianjin City in the Haihe Plain, and Xinxiang City in the southwest of the yellow river flood plain; Hg pollution high-risk areas are mainly distributed in Beijing and Tianjin of the Haihe Plain, and around the Shenyang City of the Liaohe Plain. The chemical industry, followed by the livestock and poultry industry, as well as the metal smelting and processing industry, is the major potential source of heavy metal pollution of soil in the Northeast and Huang-Huai-Hai Plains. This study proposed the “one area, one policy” pollution prevention strategy and key environmental protection projects from the aspects of environment monitoring and warning of agricultural products producing areas, clean production of industrial and mining enterprises, and comprehensive treatment of livestock and poultry pollution, which is based on local conditions and classification guidance. This study can provide important references for the strategic planning of sustainable development of the ecological environment of major agricultural producing areas in North China.

A Review on Heavy Metal Pollution of Agricultural Land Soil in the Yangtze River Delta and Relevant Pollution Control Strategy

Abstract:

The Yangtze River Delta is an important industrial and agricultural production base in China. It is significant to pay attention to the heavy metal pollution of agricultural land in the Yangtze River Delta for promoting the healthy development of social economy and for ensuring the safety of ecological environment in China. In this paper, the accumulation and pollution status of typical heavy metals in the agricultural land soil in different regions of the Yangtze River Delta were comprehensively analyzed and the main reasons for the pollution were systematically discussed, according to the heavy metal content data reported in relevant literatures published over the past 20 years. The analysis revealed that due to industrial “three wastes” emissions, transportation, and the extensive use of fertilizers, pesticides, and agricultural films, Cd accumulation and pollution in the agricultural land soil of the entire Yangtze River Delta is the most serious, followed by Cu, Hg and Pb pollution; specifically, Taizhou (in Zhejiang Province) has a compound pollution problem of Cd, Hg, and Cu while Tongling (in Anhui Province) has a compound pollution problem of Cd, Pb, and Cu. To meet the urgent need for the prevention and control of heavy metal pollution in the Yangtze River Delta and considering the main causes of pollution, some suggestions were proposed, including source control, rapid and dynamic monitoring, hierarchical management of agricultural land, research and development of new technologies for soil remediation, and legislation on prevention and control of agricultural land soil pollution. It is hoped that this research can provide a reference for improving the soil ecological environment in the Yangtze River Delta and promoting the sustainable development of a high-quality and efficient agriculture.

Evaluation on the Implementation of Industrial Water Pollution Control in China

Abstract:

The provisions of industrial water pollution prevention and control have been well implemented since the newly revised Law of the People’s Republic of China on Prevention and Control of Water Pollution was issued on January 1, 2018. The national policies and facility construction related to industrial water pollution prevention and control have achieved significant progress. National departments and provinces have issued over 60 related policies and regulations. Outdated production facilities were eliminated to actively promote cleaner production, and over 1400 centralized sewage treatment facilities were constructed in industrial agglomeration areas. However, investigation and evaluation indicate that the progress in the implementation of some legal provisions and the control of industrial water pollution is slow. Moreover, the implementation of provisions between regions and industries is imbalanced, excessive discharge of pollution occurs, and the regulatory capacity to support new national/local emission standards is insufficient. We suggest that entire-process control should be conducted over industrial water pollution while focusing on cleaner production, and drainage indicators should be optimized to further promote environmental information disclosure.

Prevention and Control Strategy for the Pollution of Agricultural Plastic Film

Abstract:

Coverage and use of agricultural plastic films in China has been increasing year by year, and its use area expands rapidly from west to east. Based on these characteristics, this paper discussed the pollution condition of residual plastic films, the deterioration of soil physicochemical properties caused by residual plastic films, and the risks of ecological environment deterioration. And then four causes of plastic film pollution were summarized. Common PE plastic films are difficult to degrade and are always substandard; the plastic films are difficult to recycle and have a low reuse efficiency; the technology of degradable plastic films is immature; and there is a lack of substitute products and supervision mechanism. On these bases, some control strategies for agricultural plastic film pollution were put forward to provide references for the rational utilization of agricultural plastic films in China. For example, standardized production of the plastic films should be promoted and the national standard of plastic film thickness≥0.01 mm should be strictly enforced; the scientific and rational use of plastic films in the field should be emphasized and the timely film uncovering technology should be promoted; the efficiency of residual film recovery machines should be improved, striving to realize zero residual of plastic films; greater efforts should be devoted to the research and development of degradable plastic films and the field application of degradable plastic films should be popularized.

A Research on the Bioremediation and the Fate of Oil Pollutant in Soil

Abstract:

Bioremediation is now a promising way to treat oil-polluted soil. In this paper, the author arranged the 7 main factors influencing the bioremediation found in former experiments on 16 samples with the help of orthogonal table and performed a series of experiments. The relative weights and optimal levels of these factors are found; the fates of different components in oil during the late phase of the bioremediation are studied; the structure differences among the residues are analyzed. The 7 factors influencing the bioremediation of oil-polluted soil are: pollution intensity, nutrients (NH4NO3, K2HPO4), oxidant (3%H2O2 Solution), surfactant (TW80), temperature, water ratio and soil disturbance. The weights and optimal levels of factors can change during different phases of the bioremediation. In the late phase of the bioremediation, the main residues of oil pollutant are n-alkanes and isomeric alkanes. The spectrogram of n-alkanes changs from a symmetrical bell shape to an unsymmetrical bell shape. The proportion of isomeric alkanes increases and the base line from C15 to C21 is driven up.

Suggestion on Prevention About Environmental Pollution and Safety of Toxic Chemistry Substances

Abstract:

This paper briefly introduces the current situation and tendency of environmental pollution research on toxic chemicals and its prevention at home and abroad. Also, it analyzes the domestic pollution status about environmental carriers. It points out that toxic chemical substance pollution is a safety problem of a country and illustrates its importance and urgency. It makes a suggestion to carry out investigation, and collect enough information so as to formulata regulation and standards and enhance supervision and prevention.

Prevention and Control of Waste Plastics Pollution in China

Abstract:

Prevention and control of waste plastics is an important component of the national strategy in China. In this study, the sources as well as the current situation and measures for recycling of waste plastics in China were comprehensively analyzed. We proposed an all-rounded tactic for the prevention and control of plastic pollution in China based on the life-cycle assessment of plastics. Technically, waste plastic pollution should be prevented and controlled throughout the entire process covering plastic synthesis, processing, utilization, and recycling; specifically, it includes reduction of waste plastics from the origin by developing new degradable raw materials and their environmentally friendly alternatives, design and processing of high-performance plastic products with extended service life, development of new technologies offering efficient and large-scale capacity for recycling waste plastics, as well as safe disposal of the ultimate plastic wastes. At the government level, policy guidance must be strengthened, and administrative supervision be implemented. At the enterprise level, an effective recycling system should be instituted to clarify recycling responsibilities of producers, sellers, and consumers, providing policy and technical suggestions for the prevention and control of waste plastics. At the public level, citizens’ environmental awareness must be aroused to promote a nationwide participation in waste management. These suggestions are favorable to a more green and sustainable development of China’s plastic industry and even national economy.

Comprehensive Evaluation on China's Law on Water Pollution Prevention and Control

Abstract:

The newly revised Law of the Peoples Republic of China on Prevention and Control of Water Pollution is crucial for pollution prevention and control in China. In this paper, we first review the achievements of the law in eight aspects since its implementation on January 1, 2018. Subsequently, we analyze the issues in implementing the law from four perspectives: (1) water environment management system and mechanism, (2) supervision over water pollution law enforcement, (3) drinking water source protection and groundwater pollution prevention, and (4) water pollution prevention and control. Accordingly, four countermeasures are proposed from the aspects of management system, law enforcement capabilities, water source protection, and pollution prevention. Specifically, efforts should be put into coordinated watershed management, river chief system perfection, and water quality improvement, thus to promote the up-to-standard discharge of industrial wastewater, pollutant interception and treatment of municipal pipe networks, recycling of municipal activated sludge, low-carbon and economical treatment of rural sewage, and rural non-point source pollution prevention.

The evaluation of best available technology for pollution control and analysis of the potential for pollution abatement in the EMM industry

Abstract:

Electrolytic manganese (EMM) industry with a large amount of waste water and high density of pollution, belonging to the high polluting industries, is one of the main threats of pollution control and emission reduction. Based on the analysis of the pollution prevention status of EMM industry, index system for pollution prevention technological evaluation was built. This paper obtained weight and quantifying value of each index with analytic hierarchy process (AHP), and evaluated the technology of pollution prevention using comprehensive index. On this basis, prediction of pollution reduction potential of best available technologies (BATs) was made using bottom-up model. The result showed the total emissions of waste water would be reduced more than 2.7×106 t, the reduction of ammonia nitrogen emission could be 6.6×104 t, recovered manganese and potassium bichromate could be 1.9×105 t and 3.747×107 t respectively, the reduction of manganese slag emission could be 4×106 t in 2015, comparing to the baseline year 2010. It also proved that clean production technology was superior to end treatment, and clean production technology would be widely used.

Abstract:

Pollution prevention and treatment of livestock and poultry farms in scale is a priority in the pollution prevention of China´s rural environment,and also is key to blocking the problem sources of pollution in village. . Based on in-depth investigation, research and successful experience in the world, this paper puts forward techniques of pollution prevention and treatment involving solid muck treatment and recycling use, wastewater treatment and multipurpose utilization,and the deodorization in farms. The paper focuses on various techniques of wastewater treatment and multipurpose utilization in farm, It also evaluates the common techniques such as natural bio-treatment of wastewater, anaerobic bio-treatment, aerobic bio-treatment and advanced techniques (such as anaerobic-aerobic combined treatment, eco-engineering treatment technique).

Groundwater Pollution Prevention and Control: Current Status and Countermeasures

Abstract:

Groundwater is a significant source of drinking water and a strategic resource for China. However, the groundwater quality in China is unoptimistic and China faces a severe situation regarding groundwater environment protection as its groundwater pollution prevention and control started late. Therefore, problems faced by groundwater pollution prevention and control should be researched and targeted countermeasures be proposed to curb the trend of groundwater pollution and improve groundwater quality. The study reviews the existing regulations and policies, management status, and requirements of groundwater pollution prevention and control in China, and predicts the future management trend. The results indicate the following challenges. (1) The groundwater pollution status is still unclear and hierarchical and classified management of groundwater pollution is lacking. (2) The groundwater pollution forms become increasingly complex and the regulatory system requires improvement. (3) The groundwater pollution control becomes increasingly difficult and only few control technologies were applied to underground pollution treatment. (4) The requirements of groundwater environmental management are constantly improving; however, the innovation impetus is insufficient. Therefore, we proposed several countermeasures. The pollution status should be identified through continuous investigation and assessment of groundwater environment in key regions, to support the construction of a hierarchical and classified management system. Intelligent, visualized, and coordinated supervision should be achieved by establishing a multilevel groundwater environmental monitoring network and adopting supervisory measures based on information technologies. Green and sustainable models should be formed and promoted through the experimental implementation of groundwater pollution prevention and control projects and by constructing 21 pilot sites. The original innovation and management capacities should be enhanced by focusing on key technical issues such as groundwater pollution traceability, standards system construction, and development of relevant software with proprietary intellectual property rights.

Abstract:

In allusion to the many river nets, consanguineous relation between cities, characteristic of regional distributing of environmental pollution in Pearl River Delta basin,the mechanism of united prevention and treatment of environmental pollution in Pearl River Delta basin was brought forward. In order to hold back the situation of environmental pollution effectively in Pearl River Delta area, united treatment and united planning of the treatment of environmental pollution should be pushed zealously and environmental pollution surveillant management of river basin should be strengthened.

Abstract:

The main causes for water pollution in the Three Gorges Reservoir Area were discussed . The key to water pollution prevention in the Three Gorges Reservoir Ar ea is to control and abate the production and discharge of pollutants from sources . The basic way to prevent water pollution is to fulfill scientific development view and complete three strategic transformations . In the reservoir bay and reaches that has been polluted ( for example : water bloom) , the pollution treatment should include measures of source control , end treatment and ecological restoration .

Suggestions for Management and Control of Antibiotics in Farmland Soil in China

Abstract:

Antibiotics are important for sustaining the livestock and poultry industry in China; however, duo to the agricultural utilization of livestock and poultry manure, the risk of antibiotic resistance transmission becomes increasingly prominent. Therefore, the risk control of antibiotics and antibiotic resistance genes in the farmland soil becomes urgent in China. In this study, we summarizes the status of antibiotic pollution in the farmland soil in China, sorts out the problems regarding the management and control of emerging antibiotic pollutants in farmland soil, and proposes some measures for risk control of the antibiotics and antibiotic resistance genes. This study reveals that the emerging antibiotic pollutants have not been included in soil risk management and more attention should be paid to the pollution risks of the antibiotics and antibiotic resistance genes for the farmland soil. To this end, a strict veterinary drug regulatory mechanism should be established to control the risks from the source. Moreover, standards should be established for controlling antibiotic resistance in organic fertilizers, and technical guidelines should be created for regulating the treatment and application of antibiotics-containing manure, thus to reduce the amount of antibiotic resistance genes that enter into the environment. Meanwhile, human health risks caused by the generation and transfer of environmental antibiotic resistance should be assessed and studied and routine monitoring of antibiotic resistance in farmland soil should be conducted, thereby supporting the risk control of such pollutants using risk assessment.
